Fossil heating replacement below 100 kW

Kommunalkredit Public ConsultingRakousko

Grants for businesses and other eligible organisations replacing fossil or fixed electric heating at mainly business-use sites in Austria with district heating, a wood boiler or a heat pump below 100 kW.

Tato příležitost je nyní dostupná v angličtině.

Replace an existing oil, gas, coal, coke or fixed electric heating system with a new renewable heating system or qualifying district-heating connection. This is one grant programme with three technology routes. It covers the heating equipment, planning and installation, and eligible removal and disposal costs.

For installations up to and including 50 kW, the business grant is capped at €6,500 for district heating, €7,500 for a heat pump or €8,500 for a wood boiler. Above 50 kW and strictly below 100 kW, add €100 for each whole additional kW. The grant cannot exceed 30% of eligible net investment costs. Municipalities receive 60% of the calculated business grant, capped at 18% of eligible costs; qualifying municipal enterprises undertaking market activity use the business rules.

For wood boilers up to 50 kW meeting only UZ37 (2021) emission limits, the grant is reduced by 20%. Above 50 kW, meeting those limits does not cause this reduction. A 20% reduction also applies to air/water heat pumps using refrigerant with a global warming potential (GWP) above 150 and up to 750 if they are monoblock units up to 50 kW or split units up to 12 kW. Larger units are not subject to that size-specific reduction.

The grant is paid once and does not have to be repaid. It is awarded as de-minimis aid: unless a separate de-minimis regime applies, a business can receive up to €300,000 of this type of aid over three years, including previous awards. Declare previous aid in the online application. State-level grants can be combined with this grant, but duplicate funding from federal funds is prohibited.

Eligibility

  • Businesses of every size, other economically active organisations, associations, religious institutions, public-law bodies and Austrian municipalities can apply. Foreign-headquartered businesses qualify if the installation is in Austria. Partnerships without legal personality need an authorised person to represent them.
  • More than 50% of the heat must be used for business purposes. The funder normally assesses this from the heated floor area; if actual heat use differs, a heating-demand calculation can demonstrate it. Sites mainly used as permanent private homes are excluded, including homes permanently rented out commercially.
  • Install a new system below 100 kW; used equipment, new buildings, sites without an existing heating system and replacements of renewable heating systems are excluded. Decommission and dispose of all fossil systems and fuel tanks. Where removing a tank would be technically impossible or disproportionately difficult, empty and clean it instead.
  • A qualifying district-heating network with year-round supply takes priority. A wood boiler or heat pump can qualify if connection is technically impossible, cannot be available at the planned replacement date with a delay of at least three months, or the alternative's investment cost is at least 25% lower. Provide evidence such as a written refusal from the heat supplier; the cost exception requires a comparison offer.
  • For the district-heating route, the network must obtain at least 50% of its energy from renewables or waste heat, 75% of its heat from combined heat and power (CHP), or 50% from a combination of these sources. Alternatively, a highly efficient network qualifies with at least 90% from renewables, highly efficient CHP under Directive 2012/27/EU, otherwise unused waste heat or a combination. Other systems may provide up to 10% for peak demand or backup.
  • Wood boilers can use pellets, wood chips, logs or a wood-combination system for central heating or process heat. They must achieve at least 85% boiler efficiency and meet the UZ37 Austrian Ecolabel emission limits at full load: the 2025 limits up to 50 kW, with a reduced-grant route for boilers meeting only the 2021 limits; above 50 kW the 2021 limits suffice. Check the programme's current eligible-system list for the model and its emission classification.
  • Heat pumps must be used mainly for heating. Air/water, water/water, brine/water and exhaust-air/water systems must meet the current EHPA quality-label criteria, confirmed by an independent testing institute: the model needs independent test confirmation, rather than only an installer’s assertion. Check its entry in the eligible-system list. The heating circuit's water supply temperature must not exceed 55°C and refrigerant GWP must not exceed 750. Under the EU F-gas Regulation, monoblock air/water, water/water and brine/water units up to 50 kW, and split air/water units up to 12 kW, with GWP above 150 must be placed on the market by 1 January 2027.
  • For capacity classification, use the wood boiler's tested Pn value, the heat pump's rated output for average climate and 55°C flow temperature (Pdesignh_m_55), or the district-heating contract's billed connection capacity. Cascaded units count as one system and their capacities are added. Separate applications at one site are possible only for independently operated systems serving different heating circuits.
  • Costs for your own labour, heat distribution inside the building, sanitary fittings, gas-driven or mainly cooling heat pumps, electric heater rods, non-woody biomass, tiled stoves, fireplaces and multi-fuel boilers are excluded. Cash-paid invoices qualify only where payments to one supplier total no more than €5,000.
  • With leasing, hire purchase or contracting, the user must apply. The equipment must belong to the user, transfer to them by the contract's end, or be rented for at least the ten-year retention period. Submit the contract and payment evidence. Interest and fees are excluded, and payment of the grant is limited to the applicant's payments already made by the application date.
  • Municipal enterprises claiming the business rate must meet the ESVG market-activity test: more than 50% cost recovery, full accounts including assets and debts, and substantial freedom to decide how they perform their main function, established through a council organisational resolution. If in doubt, provide confirmation from the municipal supervisory authority. Ordinary municipal funding requires participation by the relevant Austrian state.
  • Agricultural projects qualify only if they are not eligible under agricultural funding. Declare whether the work serves primary agricultural production, meaning growing crops or raising livestock to produce the agricultural products covered by Annex I to the EU Treaty, without further operations that change their nature. This differs from processing an agricultural product into another agricultural product, or marketing it through storage, offering it for sale or selling it. Preparing products on the farm for their first sale, and the producer’s first sale to a reseller or processor, do not count as processing or marketing; sales to consumers in separate premises set aside for that purpose do count as marketing. Primary production is subject to the separate agricultural de-minimis regime. Federal subordinate offices and measures fulfilling federal sovereign administrative functions are excluded. Follow the relevant state's building rules and public procurement rules where applicable.

How to apply

  • Apply after completion and within six months of the final invoice for the main heating components.[^c6][^c18]

Apply online to Kommunalkredit Public Consulting (KPC) after completing the project. Submit within six months of the date of the final invoice for the main heating components. No pre-project registration or application is required. Choose the wood-heating, heat-pump or district-heating online form on the official programme page.

Upload the completed and signed settlement form, detailed final invoices and the signatory's official photo ID. Enter actually paid net costs after discounts and excluded costs. For district heating, include the heat-supply contract signed by both parties, with the installation address and billed capacity. Include the de-minimis declaration when relevant, and any comparison offer or financing contract required for your route. Lump-sum and interim invoices are not accepted. Contractors based abroad may carry out the work; invoices must be in German or English and amounts in foreign currencies converted to euros.

You must make the investment, and invoices must name you as the invoice or service recipient. Leasing and contracting have financing exceptions to this recipient rule; in this programme, the equipment user still applies and must provide the financing contract and proof of payments under the financing conditions above.
