RENOINN renewable heat-pump grant

IDAEŠpanělskouzavřeno

Grants for renewable heat-pump installations in Spain, including grouped projects and a lower capacity threshold for owner communities.

Tato příležitost je nyní dostupná v angličtině.

Programme 5 of Energías Renovables Innovadoras supports renewable heat-pump installations, including replacing a residential building’s boiler. It is separate from RENOINN’s electricity-generation programmes. Electrical storage is required in programmes 1–4, rather than programme 5.

The maximum requested grant is €750 per kW for air-source or water-source heat pumps and €1,500 per kW for geothermal heat pumps. Your award uses the requested amount per kW multiplied by the capacity actually installed; requesting a lower amount improves the economic score. The grant cannot exceed eligible project costs, and companies have a €30 million ceiling per company and investment project. Costs must be directly necessary for preparing or carrying out the project. Recoverable or offsettable VAT and personal income taxes are excluded.

The first and second application rounds are closed. IDAE published the second-call definitive awards on 28 July 2026. The programme’s bases remain valid through 31 December 2028 for possible further calls; that is not an application deadline or an open intake.

Eligibility

The following conditions describe programme 5 under the amended bases and second-call terms.

  • Public or private legal entities must be properly constituted and registered. They may apply together, including through a group without separate legal personality. Owner communities governed by Spain’s horizontal-property law may also apply. Spain’s Central State Administration is excluded. Foreign companies can qualify, but must meet the programme’s Spanish tax identification and relevant business-register requirements; the project must be in Spain.
  • Normally, each application must total at least 500 kW. You can group installations individually larger than 5 kW, provided they use the same technology, belong to the same beneficiary and each meets the technical conditions. Owner communities have a general 70 kW minimum. For the specific route grouping individual apartment heat pumps, the FAQ requires more than 70 kW in total and more than 5 kW per installation. The community must apply, receive the invoices in its name and pay from its own account.
  • Heating heat pumps need a seasonal performance factor (SPF) above 2.415. This measures performance across the season, rather than at a single operating point. Cooling-only systems need a primary seasonal performance factor above 1.4. Provide adequate evidence of these performance values; each heat pump in a cascade must meet the test individually. Dehumidifiers and industrial refrigeration are excluded, including food or product storage/freezing systems, refrigeration in transport, server rooms and data centres.
  • Apply before starting. For public entities, publishing the tender documents counts as starting; for private legal entities, the first firm equipment-purchase commitment that makes the investment irreversible counts. Obtaining permits and undertaking preliminary feasibility studies can happen earlier.
  • You must be current on taxes, social-security payments and grant repayments, and have no outstanding aid-recovery order, including an order concerning illegal or incompatible aid. Article 13 of the General Subsidies Law also excludes applicants with final convictions for offences such as bribery, misuse of public funds, influence-peddling, fraud, unlawful public charges or planning offences, or grant bans, culpable termination of a public contract, incompatible public-office interests, or tax residence in a designated tax haven. Insolvency or bankruptcy proceedings can exclude an applicant, with the law’s exception where an insolvency agreement has become effective. The ban also covers ongoing judicial intervention or insolvency disqualification. Groups cannot qualify if any member is barred, and a successor company cannot escape an inherited ban. Associations prohibited under the Right of Association Law, or whose registration is suspended because of suspected criminal illegality, cannot qualify.
  • You must declare that your company is not in financial difficulty under Regulation (EU) 651/2014 and the EU rescue-and-restructuring rules. The application includes financial evidence such as current equity and a recent aggregated debt-risk report (CIRBE), so financial eligibility requires checking the company as well as the installation. Final convictions for the environmental crimes identified in the bases within five years before the call, and final sanctions for very serious environmental breaches within three years, also exclude applicants.
  • Applicants covered by the commercial late-payment rules must pay suppliers within the legal deadlines and prove compliance. The bases distinguish companies able to submit abbreviated accounts from those needing an auditor’s certificate or, where permitted, an agreed-procedures report. This is a payment-compliance test, rather than just having funds for the project.
  • Members of a group without legal personality are jointly liable for the whole funded activity, including justification, repayments and infringements. The group must remain in existence until the statutory limitation periods have expired.
  • Demonstrate compliance with Do No Significant Harm (DNSH): the project must avoid significant harm to climate mitigation, climate adaptation, water and marine resources, the circular economy, pollution prevention, and biodiversity. You and your subcontractors must provide verification evidence and follow applicable environmental assessments. At least 70% by weight of non-hazardous construction and demolition waste must be prepared for reuse, recycling or other material recovery; natural material in waste category 17 05 04 is excluded from that calculation. Demolition must be selective where involved.
  • Other Spanish public grants can be combined only within the project-cost ceiling and applicable State-aid limits. Other EU aid for the same purpose is incompatible. Notify IDAE immediately of other aid requested or received, before final justification. Programme 5 savings cannot generate Certificados de Ahorro Energético (CAE), the certificates used to count energy savings toward Spain’s national obligations.
  • Maintain the activity in the area and dedicate funded assets to their funded purpose for at least five years. Obsolete or broken equipment can be replaced if the economic activity continues for the required period.

  • Closed second call; both times are mainland Spain time. Definitive awards published 28 July 2026. Complete by the approved deadline, at latest 30 June 2030; justify within 3 months after the maximum execution period.

The second round is closed. Use IDAE’s electronic portal to consult the awarded application and its implementation documents. Applications in the first two rounds were filed by the beneficiary or an authorized representative using an electronic signature.

For a call, submit the application, technical project description and evidence of the relevant technical and assessment criteria. Economic activity requires the relevant tax-business registration; the financial documents depend on applicant type. A group without legal personality must sign an internal agreement before applying, allocate each member’s work and budget, and appoint a common representative. An internal agreement can establish this route without creating a separate legal entity.

For grouped apartment heat-pump installations, obtain three quotations from different suppliers in the community’s name before contracting the work, equipment or services. Article 31.3 provides exceptions where the market lacks enough suitable suppliers or the spending took place before the grant was awarded; the requirement to apply before starting still applies. Keep the quotations for justification and explain a supplier choice that is not the most economically advantageous.

The second call requires a participation and execution guarantee of €20,000 per MW of heat-pump heating capacity, lodged with the Caja General de Depósitos as a bank guarantee or surety insurance, with indefinite validity. Participation exemptions cover public administrations and their dependent bodies, State public companies and foundations and analogous regional/local entities; grants below €3,000 subject to the regulatory exceptions; entities legally exempt from these deposits; and nonprofit entities and their federations or groups carrying out social-action or international-cooperation projects. Owner communities and other entities without legal personality are also exempt from the participation guarantee.

A successful applicant can request an advance of up to the full awarded grant, subject to IDAE acceptance, available budget and the advance conditions. It requires a separate guarantee for the advance plus statutory interest. The statutory participation exemptions do not apply to advance guarantees. These guarantees also have indefinite validity under the second call. Advance funds must be spent exclusively on the funded project; a cash deposit cannot replace the bank guarantee or surety insurance. You must be current on repayments of earlier advances for European funds.

Request an advance through IDAE’s portal after accepting the award, before completing the project and no later than six months before the maximum execution deadline. A group without legal personality uses its representative to apply, and any member can lodge the guarantee. If applying after half the approved execution period, or requesting a second or later advance, supply the additional declaration on how advances are used and the project’s progress and completion plans. The guarantee includes legal interest through the maximum execution deadline plus 18 months; follow IDAE’s calculation form. If an approved extension exceeds its coverage, provide a complementary guarantee.

For second-call awards, finish by the approved deadline, no later than 30 June 2030, and submit justification within three months after the maximum execution period ends. Thermal installations need the appropriate installer/director certificate registered with the regional authority under the building thermal-installation rules (RITE), plus the applicable design documentation. For industrial or agricultural process heat outside personal thermal comfort and hygiene, use the works-director certificate where required, or the installer’s certificate otherwise.

Provide final technical and economic reports showing the work, installed capacity, grant calculation and other funding. Pay the entire eligible installation before the justification deadline. Report actual operational data and costs and progress every six months. Keep the supporting records available for checks for five years after payment, comply with the funding-publicity rules, and communicate changed conditions immediately. Request approval of changes to the award before the execution deadline; an extension is not automatic. If you complete less than 50% of the committed work or fail to reach the required minimum capacity, you lose the entire grant and the guarantees are forfeited. Other noncompliance can reduce payment or require repayment with interest.
