Grid flexibility and battery-storage grant
Grants for private renewable electricity producers installing large battery-storage systems at power plants in mainland Portugal.
Tato příležitost je nyní dostupná v angličtině.
This support funds batteries at existing renewable power plants connected directly to the public electricity grid. The 2026 call offers a non-repayable grant of up to 20% of eligible investment costs. It supports storage and its connection, rather than new electricity-generation equipment.
The eligible battery-system investment is limited to the lower of its actual cost and €300 per kWh of storage capacity. Necessary infrastructure, metering, battery management and control can qualify, as can relevant technical assistance, communication and monitoring. When the beneficiary carries out the infrastructure and assistance activities, their combined eligible costs are capped at 15% of total eligible project costs. Purchases must be reasonably priced and made from unrelated suppliers.
Total public funding is limited to €30 million per company and integrated generation-and-storage project. Earlier public support for the associated power plant counts towards that ceiling. Other eligible costs outside the main state-aid exemption fall under de minimis aid, limited to €300,000 per single undertaking over three years. The same costs cannot receive support from another EU instrument.
VAT is excluded even if you cannot recover it. Other exclusions include used equipment, cash payments, financing charges, normal operating and maintenance costs, indirect and internal costs, land or property purchase/rent, routine advertising, generation equipment, working capital, rights to use premises, and consultant fees calculated as a percentage of funding or eligible costs.
Eligibility
- Your private legal entity must produce renewable electricity as a main or secondary activity; eligibility is not restricted to activity code CAE 3512. The project must be in mainland Portugal.
- The battery inverters must have a nominal rating of at least 1 MVA (megavolt-ampere), and charge and discharge at maximum power for at least two hours. The associated independent renewable power plant must exceed 1 MVA and have a capacity-reservation title, production licence or operating licence. The battery rating must be maintained throughout its useful life despite degradation.
- Install one storage system upstream of the plant's meter, sharing its grid connection. At least 75% of the battery's annual charging energy must come from that plant. The network operator and national system manager set the maximum power for charging from the grid, capped at 25% of the plant’s allocated grid-injection capacity; this limit is recorded in the funding agreement. Combined injection cannot exceed the plant’s allocated grid capacity. The licence holder or a company created to operate the storage (SPV) operates the storage; third parties may install and maintain it. If the plant had not applied for its production licence when the call was published, its licence application must cover both plant and storage.
- Storage attached to small production units (UPP), self-consumption units (UPAC), or installations without direct public-grid connection is excluded. Projects awarded funding or contracted under the 2024 call are excluded, including funded projects whose beneficiary later withdrew.
- Your entity must be legally registered, with beneficial-owner registration where applicable, organised accounts and tax, social-security and European-fund obligations in order. It must have the people, technical resources and finance needed by approval, no wage arrears by the required application/acceptance stage, and no outstanding order to recover unlawful state aid.
- You must prove financial stability and that the company is not an undertaking in difficulty. For a limited-liability company, accumulated losses must not have wiped out more than half its subscribed share capital after accounting for reserves and other own funds. For a company with members who have unlimited liability, losses must not have wiped out more than half the capital shown in its accounts. These capital-loss tests do not apply to small and medium-sized enterprises (SMEs) under three years old. Insolvency proceedings or meeting the legal conditions for creditors to initiate them also trigger exclusion, as do an unpaid rescue loan, an outstanding rescue guarantee or an ongoing restructuring plan following restructuring aid; for large companies, both a debt-to-equity ratio above 7.5 and EBITDA interest coverage below 1.0 over the previous two years trigger exclusion. The financial-autonomy ratio—equity divided by total assets—must be at least 20% for large companies or 15% for SMEs. A company operating for under one year may instead demonstrate own funds covering at least 20% of eligible project costs. The calculation may use the pre-project balance sheet, the average of the last two balance sheets, or a later interim balance certified by an auditor before application. Shareholder loans count as equity only if incorporated by acceptance; new companies’ project equity must be incorporated by project completion; for an SPV the difficulty test is demonstrated at its owner level.
- Show that the investment is viable, needs the grant to proceed or would otherwise be smaller, and does not significantly harm environmental objectives. Explain effects on climate, water, circular use of resources, pollution and biodiversity, and meet applicable environmental permits. Your initial applications' combined eligible amount, including controlled or group companies, cannot exceed 20% of the call allocation.
- Do not duplicate an application still under decision or already approved elsewhere, unless it has been withdrawn and no public financing has been received.
- The technical rules require communication and remote-control access for the system operator and participation in congestion-management and balancing services, including replacement and manual/automatic frequency-restoration reserves. Network operators may request use within the system's technical capabilities; refusal needs reasonable technical/economic grounds. Primary reserve and voltage/reactive-power services become mandatory when remunerated under the rules. Converter requirements depend on rating and operator instructions; check Annex III before choosing equipment.

- Closed 2026 round; projects must be in mainland Portugal.
The 2026 application round is closed. Use the Fundo Ambiental call page to read the final results and consult an existing application's status through its linked portal.
For that round, applicants registered and authenticated on the Fundo Ambiental portal, and registered in Balcão dos Fundos and SIGA. Applications included the project description, applicable plant title, commitment declaration, preparatory procurement documents, supplier quotes, investment schedule, cost breakdown and financial/registration evidence listed in section 11. A no-double-funding commitment declaration could replace the requested proof of withdrawal from another programme. Selection ranked eligible projects by preferred grid location, plant licensing maturity and storage experience; compliant groups could pool experience with a common representative. Ties were resolved by lottery and the last selected project could receive partial funding.
Apply before beginning construction, placing a firm equipment order or making another irreversible commitment. Land purchase, permits and feasibility studies are preparatory activities. Approved projects must start within six months and complete physical installation within 24 months of signing the acceptance agreement, with accepted force-majeure exceptions. Completion means the storage equipment is physically installed at the plant; tests and trials need not be finished for this trigger.
Payments may include an advance up to 40% against a bank guarantee, invoice-based payments settled within 30 calendar days after receipt, and reimbursements up to 95% of the approved grant. The final 5% needs the final payment request and report with photographic evidence of completion. Submit progress reports every six months until implementation ends, preserve digital investment records for the statutory period, and allow checks. Supply annual installed-capacity and energy-saving data for five years after final-report approval.
Notify material changes and obtain prior authorization before changing the assets' purpose, leasing, selling or encumbering them. Keep funded assets in the supported activity and, where applicable, location for at least five years for large companies or three years for SMEs after final payment, unless a longer rule applies; specified relocation, ownership or substantial project changes need prior authorization. Budget for maintenance, replacement and operation throughout the assets' life. Improperly received amounts must be repaid within 30 days of notification, and failure to meet obligations can reduce or revoke the grant.
