Solar property-tax relief

Ayuntamiento de ValenciaŠpanělsko

IBI property-tax reductions of 50% for predominantly residential buildings and 25% for other cadastral uses in Valencia with eligible solar heat or electricity installations.

Tato příležitost je nyní dostupná v angličtině.

The relief reduces the gross annual liability for Impuesto sobre Bienes Inmuebles (IBI), the property tax. Total relief over the whole entitlement period cannot exceed 20% of the final installation cost, including VAT.

The entitlement period starts in the calendar year after installation completion. Its length depends on the property’s cadastral value recorded in the completion year. This is the value determined under the property-register rules and used as the tax base for IBI:

  • Up to €75,000: 10 years.
  • €75,000.01–€110,000: 7 years.
  • €110,000.01–€130,000: 4 years.
  • €130,000.01–€150,000: 3 years.
  • €150,000.01–€180,000: 2 years.
  • €180,000.01–€250,000: 1 year.
  • €250,000.01 or more: no entitlement.

For a building divided into separately owned units under the horizontal-property regime, the cost attributed to each owner is calculated using the collective self-consumption installation’s allocation coefficients submitted with the claim. These coefficients stay fixed. Later changes in participation or cadastral value do not revise the awarded relief.

Eligibility

  • You must be the IBI taxpayer for the relevant Valencia property. Taxpayers can be natural persons, legal persons or other taxable entities. Liability follows the applicable taxable right: an administrative concession, a surface right, usufruct or ownership, in that order.
  • The building must have solar equipment for producing heat or electricity, approved by the competent administration. Provide the installation certificate duly endorsed by the authorised body. The claim must receive a favourable report from the municipal climate and energy service or the service responsible for the matter.
  • Legally mandatory solar installations are excluded. The ordinance also excludes installations with greater power than legislation requires.
  • This solar reduction cannot be combined with the other IBI bonuses in articles 11–21 of the municipal ordinance. If you qualify for several incompatible bonuses, the one most favourable to you applies.

  • Claim before the original property entitlement period ends. Relief starts in the following calendar tax year, for remaining eligible years only, without retroactivity.[^c9][^c6][^c13]

Apply to Ayuntamiento de Valencia through the official procedure’s “Iniciar trámite” button, identifying yourself and signing electronically, or submit the claim in person at an Oficina de Gestión Tributaria Integral.

Include the claim form, your identity document, representative’s power of attorney if applicable, proof of administrative approval of the installation, the endorsed installation certificate, the final works certificate where applicable, an itemised invoice or installation-cost certificate consistent with the project or technical memorandum, and that project or memorandum. For collective self-consumption, also provide the first allocation agreement signed by all associated consumers. The procedure lists the final works certificate among its documents; the ordinance qualifies it as required where applicable.

You may claim at any time before the original entitlement period ends. Relief takes effect only in the calendar tax year after the claim and is not retroactive: a late claim does not recover earlier years or restart the clock. A claim made in 2026 can therefore affect 2027 only if that year remains within the property’s original entitlement period.

The maximum decision period is six months. If the administration does not issue a decision within that period, administrative silence counts as rejection.
