Green mortgage
A mortgage for consumers buying an Italian home in energy class A, B or C, improving its energy performance, or building a class A home.
Tato příležitost je nyní dostupná v angličtině.
You can finance a completed first or second home, energy renovation, or construction, including completing an unfinished home or demolition and rebuilding for residential use. The property securing the mortgage must be in Italy.
For a purchase, the bank normally lends up to 80% of the lower of the price paid and the appraised value. For renovation, the normal limit is 80% of the planned costs assessed by the bank’s appraiser; for construction it is normally 80% of costs to be incurred. Both works routes are also capped at 80% of the completed property’s appraised value and pay out as work progresses.
A lower limit applies if, when you sign, your repayment income or assets are in a currency other than euros, or you live in an EU country whose currency is not the euro. Even though the loan is in euros, it is then classified as a foreign-currency mortgage and capped at 70% of the value of the property securing it. Exchange-rate changes can increase the amount you owe when measured in your income or home-country currency.
For works not yet started on a home or site you already own, the initial advance is 10% of the loan. If buying and renovating, the initial advance can be 80% of the lower of the pre-renovation appraisal and purchase price; if buying land or an unfinished building to construct, it is 50% of the lower of appraisal and purchase price. For works already started and later advances, payment follows progress certified by the bank’s appraiser. The final advance is made by public deed together with the last 20% of the remaining drawable amount after the initial advance, and must be at least EUR 10,000.
The fixed-rate option runs for 5–30 years, including any initial period in which you pay only interest (up to 36 months), and you repay capital and interest in monthly instalments. The bank assesses affordability and provides personalised European Standardised Information Sheet (PIES) terms before approval. Costs include interest, application and appraisal fees, payment collection charges, taxes, insurance and notary expenses; the published promotional examples are illustrations rather than your personal offer.
You must insure the mortgaged property against fire, lightning and gas explosion at its reconstruction value throughout the loan. You may choose another insurer. Appraisal fees can be payable even if the mortgage is refused or not disbursed. You may repay all or part early without notice, penalties or extra charges.
Eligibility
- You apply as a consumer. The product checklist requires Italian citizenship or foreign citizenship with an Italian residence permit, certain and documented income, age at least 18 at signing and no more than 78 at maturity. For a joint mortgage, the maturity-age limit uses the youngest applicant.
- For a completed home purchase, provide its energy performance certificate (APE) showing class A, B or C when assessment starts. For a completed new build lacking the certificate, a builder’s declaration of its future class can start assessment, but the APE is due before the signing date is arranged.
- For renovation, provide the before-works APE and a document demonstrating the planned improvement before the bank’s decision. The works must improve the rating by at least two energy classes or improve the energy performance index (IPE) recorded in the energy documentation by at least 30%. A new APE must certify the result at completion. A pre-decision appraisal is compulsory, including mixed-purpose loans involving renovation.
- The bank may increase the contractual annual interest rate by 0.60 percentage points until repayment if the required renovation result is not achieved, if you abandon later drawdowns with unfinished works without formally withdrawing, or if the final appraisal cannot be carried out.
- For construction or rebuilding, a qualified professional must certify the planned class at application, and the completed home’s APE must show at least class A.

- The standard mortgage remains available after the promotional period; approval depends on the bank’s credit assessment.
Contact a BPER branch to request the mortgage. New customers can use the product page’s online simulation and leave contact details for an adviser to arrange a remote or branch appointment. Existing customers can apply through their reserved area in the BPER app or arrange a branch appointment.
Supply the information and documents needed for credit assessment within 15 days of the bank’s request; the loan cannot be granted without them. Provide personal, income and property documents, including the energy certificates and project documents required for your purpose. BPER checks affordability, supplies the personalised information sheet, assesses documents and the technical appraisal, then decides on approval before signing.
The current promotional rates apply to new requests during the stated promotional window, subject to the dedicated funds and possible early closure. Promotional contracts must be signed by 31 December 2026. The product page states that the mortgage continues afterwards on standard terms unless the promotion is extended.
