Low-energy home grant
Grants for private individuals to build, buy or comprehensively renovate a one- or two-dwelling home in Slovenia to demanding energy standards.
Tato příležitost je nyní dostupná v angličtině.
This grant supports a whole house: building or buying a new home, or comprehensively renovating an older one- or two-dwelling building in Slovenia. Call 105SUB-sNESOB23 uses the name sNES+ for homes meeting its energy, electricity self-supply and, for new homes, rainwater requirements.
Eligible costs include insulation, windows and doors, external shading, heating and cooling, central heat-recovery ventilation, rainwater equipment and the airtightness test. Design, supervision and landscaping costs are excluded. For turnkey construction or a completed-house purchase, eligible costs cannot exceed 50% of the construction contract or purchase price. Buying an unfinished house to complete it counts as construction under the call, and its eligible costs can also include the additional costs needed to finish it.
Electricity self-supply equipment, including battery storage, is excluded from this grant's eligible costs under the March 2026 amendment. You must cover it yourself or fund it through another eligible support route. This cost exclusion does not remove the home's electricity self-supply requirement.
For new construction or purchase, the basic grant is calculated per square metre of net heated and ventilated floor area. If calculated annual heating demand is no more than 10 kWh/m², the rates are €170, €130 and €100/m² for material groups I, II and III respectively. If heating demand is above 10 but no more than 15 kWh/m², the rates are €150, €110 and €90/m². Cooling demand must be no more than 15 kWh/m²/year.
Group I requires at least 70% of insulation by volume to be natural material from renewable sources, such as wood fibre or cellulose, and at least 70% of the window area to have wooden windows. Group II requires at least 70% natural and mineral insulation combined, such as mineral wool or foam glass. Group III covers more than 30% synthetic or other insulation, such as expanded or extruded polystyrene. Groups II and III do not restrict window material. The basic award is limited to 30% of eligible costs and to 150 m² for a detached single home, or 120 m² for a terraced home, one half of a semi-detached house, or one dwelling in a detached two-dwelling house. The whole two-dwelling building must meet the call's conditions.
For renovation, the basic rate is €250/m² when at least 70% of insulation by volume is natural renewable or mineral material, or €220/m² when more than 30% is synthetic or other material. The calculation uses the heated and ventilated area before renovation, or afterwards if smaller. The basic award is limited to 40% of eligible costs and to 200 m² for a detached single home, or 150 m² for the other housing types above. The whole two-dwelling building must meet the conditions.
An official refusal of consent to connect electricity self-supply equipment reduces the applicable rate by €10/m². For construction, the qualifying rainwater exception also reduces it by €10/m²; both exceptions together reduce it by €20/m². These exceptions do not apply to buying a completed new house; buying an unfinished house to complete it follows the construction route. The final award increases by 25% if both your permanent residence and the investment are in the statutory Triglav National Park area.
Eligibility
- Apply as a private individual investing in the home. For construction, including buying an unfinished house to complete it, or renovation, you must own or jointly own the property, hold a building right, or be a family member of such a person. For a completed new-house purchase, you must be its first buyer. Sole traders and people registered to carry on a profession or business are excluded. Inform all owners and obtain the necessary consents before carrying out the investment. For community electricity self-supply, you must also invest in and own or co-own the generation equipment.
- Construction, including buying an unfinished house to complete it, and renovation require works to have begun after 1 January 2023, shown by invoices or other evidence of the actual work start. For a completed new-house purchase, the agreement with the seller's permission to register your ownership must be signed after 1 January 2023; construction may have started earlier. New construction needs a final building permit before application. A new extension must be a complete unit meeting the call's conditions.
- An older home must already be completed and have at least basic utilities. Renovation must retain most of its existing heated part. Its original building permit and any residential change-of-use permit must predate 1 July 2010. The call also accepts a legalisation decision for a home built before that date, or the statutory presumed-permit decision for a home built before 31 December 1967; these decisions must exist before application. Any new renovation building permit must also exist before application. Additions or parts built after 1 July 2010 are excluded from renovation support.
- A mixed-use building must be predominantly residential. Only its residential share qualifies; if you do not demonstrate the share, Eko sklad uses 51%. Predominantly non-residential buildings do not qualify.
- Eko sklad checks the design and energy calculations using PHPP, the Passive House Planning Package calculation method. Using the call's Ljubljana climate data, annual heating demand must be no more than 15 kWh/m² for a new home or 25 kWh/m² for renovation; cooling demand must be no more than 15 kWh/m² for either. Renovation calculations must also show the original home's condition.
- Windows and external doors must have thermal transmittance U ≤ 0.90 W/m²K and be installed with the RAL three-level sealing method. U measures heat passing through a building element: the permitted limits for walls, roofs and other elements facing outside air are 0.15 W/m²K for new homes and 0.17 for renovation. For elements against ground or unheated space, the limits are 0.17 and 0.20 respectively. Product evidence must document these values.
- The required airtightness test under SIST EN ISO 9972:2015 must show n50 ≤ 0.60 per hour for new homes or ≤ 1.20 for renovation. This test measures air leakage through the building's outer construction. Central ventilation must recover at least 80% of exhaust-air heat, or 74% for an enthalpy heat exchanger. Its specific input power, electricity used relative to airflow, must be no more than 0.45 W/(m³/h). Use the call's EPREL-based ventilation list values for heat recovery and input power in PHPP calculations for applications submitted from 1 August 2025.
- Use modern, highly efficient heating and cooling equipment. Electricity converted directly into heat for space heating or hot water must not supply more than 10% of total annual thermal needs. This direct electric heating is distinct from electricity used to operate a heat pump. Renewables must supply at least 70% of annual delivered energy for heating, cooling, dehumidification, ventilation, hot water and lighting.
- Electricity self-supply equipment must operate when the grant is paid, and its annual generation must cover all annual electricity used by heating, hot-water, ventilation and lighting systems. Install it on or near the house, or on a lawful adjacent ancillary building; community self-supply is an exception to this location rule. A formal refused connection-consent decision allows reduced support for construction (including buying an unfinished home to complete it) or renovation. Simply leaving out solar equipment despite positive consent does not qualify.
- New homes need a rainwater collection, distribution and use system with an underground tank holding at least 6 m³. Renovation does not require it. For construction, an exception applies if an occupancy permit was issued before the call's publication for a home without that system. Neither the rainwater nor connection-refusal exception applies to a completed new-house purchase. Buying an unfinished home to complete it follows the construction route, including its exceptions.
- You cannot have Eko sklad arrears or unmet contractual obligations at application or award, tax-authority arrears of €50 or more when applying, a blocked account, or be in personal bankruptcy. The incorporated general conditions also exclude applicants with unpaid wages or social contributions or missing required payroll tax filings for the preceding five years, where applicable.
- Submit one investment per application. You cannot also claim another Eko sklad grant for individual improvements to this house, except electricity self-supply equipment. Another grant already awarded for the same investment prevents this award, except for a measure outside this call's eligible costs. An Eko sklad loan may be combined with the grant if its own conditions are met; together they cannot exceed recognised loan-financed investment costs unless the grant is used solely to repay part of that loan.
- Used and prototype equipment is excluded. Equipment and building products must be bought from registered sellers and installed and commissioned by qualified contractors with the relevant registered activity.
- Do not sell or otherwise transfer the funded house, equipment or building products for at least three years after payment; the same restriction applies to electricity self-supply equipment. Eko sklad may inspect from the award decision until four years after payment. Breaching conditions, providing misleading evidence or obstructing checks can require repayment with statutory interest. The general conditions require recovered funds to be returned within 15 days after the withdrawal decision becomes final.
- Tell Eko sklad promptly about departures from the award or contract, circumstances delaying or preventing completion, insolvency and other changes affecting the funding relationship. False or misleading statements or documents also bar you from Eko sklad calls for one year from the relevant final rejection, withdrawal or annulment decision, or service of an extinguishment notice or decision.

- Apply by the day Eko sklad publishes closure on its website; applications are assessed in order of receipt and may be refused after funds are used.[^c27][^c29]
Use the Vloga 105SUB-sNESOB23 form on the official call page. Submit it with the required permits, signed project documentation and energy-efficiency report, including the PHPP calculation file and printouts. Include the relevant connection-refusal or pre-call occupancy-permit decision if relying on an exception, and the notarised purchase agreement if buying a completed new home. Eko sklad assesses the technical documents and, for renovation, the pre-renovation condition.
Submit in person or by post to Eko sklad, Bleiweisova cesta 30, 1000 Ljubljana. You can also email the application to vloge@ekosklad.si; a secure electronic signature is not needed if Eko sklad can reliably identify you from the application, for example by your personal or tax number. Applications must reach Eko sklad by the day it publishes the call's closure on its website; for registered post, the posting time counts as receipt. Applications are assessed in order of receipt, and an otherwise timely, complete application can be rejected once funding is exhausted.
An award decision and signed payout contract are required before payment. Finish the investment within two years of the decision becoming final on service; a physical decision is treated as served 15 days after dispatch. Proven circumstances outside your control may allow an extension of up to six months if evidenced before the deadline. If work is completed but electricity self-supply cannot be connected for objective reasons, request the separate evidence-based connection extension before the deadline.
Submit the payout request and completion evidence no later than two months after the completion deadline. This includes invoices and proof of full payment, installation photographs, the airtightness report and equipment calibration certificate, and an occupancy permit unless renovation did not require a building permit. For a completed-house purchase, also provide proof of ownership registration. The full call lists the documents and photographs for each case. Eko sklad may require advance notice of the final airtightness test so its representative can attend.
