The municipality pays a grant towards insulation that reduces your home's heating demand. Energieloket Achterhoek handles applications on its behalf. You can hire a company or do the work yourself. The grant is capped at €2,000; for DIY work it reimburses actual material costs, including necessary finishing and fastening materials, delivery and rented tools, but not your own working hours.
Supported work includes roof or attic-floor, wall or cavity-wall, floor or ground insulation and insulating glass. It must improve the home's existing thermal envelope: the outer layer separating heated living space from outdoors. A wall between homes, a detached outbuilding or an unheated shed or conservatory does not qualify. An existing extension can qualify when it is openly connected to heated living space and already forms part of that envelope.
The materials must be on the applicable ISDE product-code list for insulation or glass, including its monument provisions. The administrator's material requirements are below. Rd measures resistance to heat flow; a higher required value means better insulation. U measures heat passing through glass or frames; a lower value means better insulation.

Eligibility
This entry covers the route for homes with a registered D, E, F or G energy label.
- You must live in Doetinchem and own and occupy the home. It must be an existing home in the municipality, already delivered to its owner, with residential rather than recreational use.
- Its WOZ value—the official property valuation—must be no more than €477,000 at 1 January 2024.
- The measures must have been carried out after 1 January 2024 in or on the existing thermal envelope.
- Each address can receive this grant only once, even after a change of owner or a move. You cannot use more than one municipal grant for the same measure; separate measures can receive different municipal grants.
- You must demonstrably comply with the nature-friendly insulation rules and the Omgevingswet environmental and planning rules in force when the work is done, including any required permit. Arrange and bear the associated costs. For DIY work, you are responsible for safe, correct installation and must obtain professional advice or guidance when needed.
Funding is allocated in order of complete applications until the municipal budget is exhausted. An application completed after a request for missing information takes its place on the date the completed version arrives. If applications received on one day exceed the remaining budget, a lottery determines their order.

- Fresh applicants can create a portal account and apply. Funding ends when the municipal budget is exhausted; the final application deadline is 30 September 2027.
- Allocation follows complete-application order, with a lottery if same-day applications exceed the remaining budget.
- Complete work within the allocation’s 12-month period and no later than 31 December 2027.
Create an account or sign in to the Energieloket Achterhoek residents' portal, then select “Subsidies” and “Isolatie Subsidie Achterhoek”. New applicants can start there now. Submit a completed, dated and signed application with a quote or cost estimate identifying the measures, materials, insulation values, ISDE product codes and square metres. Applying means accepting Energieloket's general service terms. If information is missing, you have four weeks to complete it; insufficiently completed applications are not processed. Apply by 30 September 2027.
Energieloket decides within eight weeks of a complete application, extendable once by four weeks. For planned work, follow the reservation route: submit the quote or DIY estimate, receive the allocation decision in the portal and then carry out the work. The allocation sets a 12-month completion period, but all work must also be completed by 31 December 2027. Invoice and photo dates establish completion.
Keep photos from before the work, of material labels and after completion. Upload receipts or invoices matching the listed materials, insulation values and treated area, plus at least two photos per measure proving the work was done. Invoices that charge installation costs must demonstrate compliance with the nature-friendly insulation and Omgevingswet rules. Keep invoice copies for your records and warranty.
After the final grant determination, Energieloket forwards it and the invoices to the municipality. Doetinchem pays you within 30 days of receiving that determination and the documents. You must allow a municipal inspector access to the home and plot on request. The municipality may recover part or all of the grant if work or payment does not match the evidence, or if you refuse inspection; any excess received must be repaid. Incorrect or incomplete information affecting the decision can also lead to rejection, withdrawal or recovery.
