Home insulation grant (ZIP)

Municipality of TerneuzenNizozemskouzavírá se 31. 12. 2027

A grant for owner-occupiers to have a floor insulated in a poorly insulated home in Terneuzen.

Tato příležitost je nyní dostupná v angličtině.

The Zeeuws Isolatieprogramma (ZIP) can reimburse the eligible cost of one professionally installed insulation measure. This entry covers floor insulation within an existing home.

The ordinary grant is up to €2,000 per dwelling, limited to actual eligible costs. Qualifying natural (biobased) floor-insulation material receives an additional €2 per m² above the ordinary amount; the final grant still depends on actual eligible costs. Awards are allocated in order of receipt and depend on available budget.

Finishing materials and labour for finishing, your own working hours, permits, exemptions, quotations and application costs are excluded.

Eligibility

  • You must own the home in the municipality of Terneuzen and use it as your main residence, including moving in immediately after renovation. You must be registered as its resident before payment.
  • The home’s WOZ property-tax value on 1 January 2022 must not exceed €500,000. It must have a final energy label D, E, F or G, or at least two poorly insulated groups of building components: roof/attic floor, walls, floor/ground beneath it, and windows/panels/doors. ZIP checks these groups together: an insulated attic floor can mean the roof group counts as adequately insulated.
  • Insulate at least 20 m² of floor. The municipality may allow a smaller area if the whole floor area of a very small home is below that minimum. New insulation must have an Rd value of at least 3.5 m²K/W, a measure of how well it resists heat loss. Existing insulation cannot be counted towards that minimum. The material must have an ISDE meldcode, its identifier in the national eligible-material list, shown on the quotation and invoice.
  • Use a construction company registered in the construction sector in an EU or EEA country. For applications from 1 November 2026, injected or blown insulation must be installed by a company admitted to ZIP; check its admission before ordering that work.
  • Second homes, extensions, rebuilt parts, garages and separate outbuildings are excluded. There can be only one ZIP award for the address.
  • For an apartment in a building with an owners’ association and at least one owner-occupied home, the alternative building-level test requires at least two of those building-component groups to be poorly insulated. Your apartment must physically adjoin a component receiving at least one proposed measure. The owners’ association may apply on your behalf.

Register through the Zeeuws Isolatieprogramma registration page. ZIP checks whether your home qualifies. Ask a construction company for a quotation showing the floor area, ISDE material code, work address and itemised insulation costs, and submit it to ZIP. Wait for the provisional award before commissioning the work.

After installation, submit the itemised invoice, all payment evidence, completion date and photographs. Complete the professional-route steps within 12 months of registration. ZIP checks the evidence before the final award and payment. If work is already complete, register within 12 months of the invoice date; that route does not require a quotation.

Request final determination within 12 months of completing the work; otherwise the municipality may set the grant to zero. The municipality may inspect the work and add conditions to the award. It may reduce the grant if work is incomplete, award conditions are not met, evidence is incorrect or incomplete, or you knew or should have known the initial award was incorrect.
