Climate and energy measures in industry
Enova grants cover up to 50% of approved costs for established Norwegian industrial businesses making substantial energy or emissions reductions.

The programme funds investments in industrial energy efficiency, recovery of surplus heat, replacement of fossil fuels with renewable energy or electricity, efficient motors and electrification of fossil-powered work processes. Separate study themes cover surplus energy, local heating systems, electrical flexibility and efficient replacement of larger fossil-fuel use.
Investment grants are capped at NOK 10 million and normally cover 30–50% of approved costs depending on the measure and business size. Applications above NOK 3 million require extra documentation. Study grants normally cover up to 50% and NOK 500,000; studies of efficient fossil-fuel replacement can exceptionally receive up to NOK 2 million.
Eligibility
- The applicant must be an established enterprise registered in Norway's business register and meet the general state-aid rules. Industrial production businesses, greenhouses, laundries and plants handling large liquid volumes can qualify. Business parks can apply for study support.
- The project must fit one of the themes offered at that deadline and deliver a substantial reduction in energy use or greenhouse-gas emissions. Only one theme can be selected per application.
- Applications compete with each other within the available budget. Enova can reject an incomplete application.
