State Energy Loan Program
Borrow up to $40,000 for energy improvements to a single-family home in Idaho, with real estate securing the loan.
Tato příležitost je nyní dostupná v angličtině.
Finance insulation, efficient appliances, heating and cooling upgrades, lighting, weatherization, renewable energy, or replacement doors and windows. Renewable projects can include solar, wind, geothermal and small hydro.
Choose simple daily interest at 3% over 36 months, 5% over 60 months, or 7% over 84 months. Your loan request cannot exceed $40,000 or the total estimated cost of the contractor bids. The initial application is free. After technical approval, a credit application costs $100, which is nonrefundable.
Repay the Office of Energy and Mineral Resources by check or online card payment. Card payments carry a third-party charge of 3%.
Eligibility
- You must be an Idaho resident applying for a single-family residential property in Idaho and pass the financial institution's credit check. There is no income requirement. The loan must be secured with real estate; multifamily and commercial properties are excluded.
- Supply the county-recorded deed with its legal description. The application accepts warranty, special warranty, quitclaim and trustee's deeds, and includes an “other” option. A quitclaim deed may require extra proof of clear title and ownership. If two people are named on the deed, both must apply and undergo credit checks.
- Use a contractor appropriately registered or licensed in Idaho. Already-purchased equipment and already-installed projects are ineligible. Do not start or commit to the financed construction before loan approval; the application must be approved and funded before installation begins.
- Loan proceeds must fund the described project. Obtain and comply with applicable permits, approvals and licences and federal, state and local requirements. Refinancing existing debts requires authorization. Federal assistance requirements apply, including historic-preservation review under Section 106; the office sends projects at properties over 45 years old to the State Historic Preservation Office for review.
The project requirements depend on the work:
- Insulation must meet the recommended R-values for the part of the home being insulated, and a licensed contractor must install it. R-values describe insulation's resistance to heat flow; use the climate-zone table in Addendum A and check local building codes.
- Appliances must meet the federal ENERGY STAR rating and include specifications and certification identification. Heating systems and central air conditioning must either meet ENERGY STAR or be shown to improve energy efficiency over the existing unit. The bid must include a programmable thermostat; provide the relevant component specifications and evidence of certification or improvement.
- Lighting projects must replace at least 50% of the home's existing lighting with high-efficiency bulbs or fixtures. Doors and windows must meet federal ENERGY STAR certification requirements for the Northern Climate Zone.
- Describe weatherization work such as air sealing, duct sealing, weather stripping or caulking and attach the contractor bid. Renewable projects require a project description and bid; solar electricity must serve the residence and meet fire and electrical codes, and wind electricity should be used in connection with the home.
