Energy Performance Program
Annual payments for Ontario commercial, institutional and industrial facilities that cut electricity use through equipment upgrades and operational or maintenance improvements.
Denne finansieringsmulighed er i øjeblikket beskrevet på engelsk.
Improve the performance of your whole facility: payments depend on verified electricity savings rather than individual equipment costs. The portal compares metered use with a model of the electricity your facility would have used without the improvements.
For enrolments from 1 January 2025, payments are CAD 0.30 per kWh saved during summer peak hours and CAD 0.08 per kWh saved at other times. Summer peak hours are 3–9 p.m. EDT from 1 June to 30 September, excluding weekends and federal or provincial holidays. Each facility’s payment for a performance period is capped at its baseline electricity consumption multiplied by 20% and CAD 0.08/kWh.
There are three consecutive 12-month performance periods. The first starts when you accept the baseline model, unless IESO designates another date. You may choose an advance equal to baseline electricity consumption × 2.5% × CAD 0.08/kWh after approval; it is deducted from earned performance payments. Participants enrolled before 2025 retain CAD 0.15/kWh and CAD 0.04/kWh rates.
Eligibility
- In the Participant Agreement, you must confirm that you would not undertake the improvements without IESO’s financial support and participation.
- You must be an electricity consumer with commercial, institutional or industrial facilities in Ontario, have authority to install the measures and not be insolvent. Each facility must have a commercial electricity account above 50 kW and be connected to the IESO-controlled grid or its distribution system, including behind another connected consumer’s meter.
- Provide at least 12 months of the most recent continuous hourly electricity data from an approved meter. This means a Measurement Canada-approved, tested, sealed and inspected revenue-billing meter, or an IESO-approved solid-state true-root-mean-square meter or watt transducer calibrated and verified within ±0.5%. Electricity data from the same meter must remain continuously available throughout the three performance periods. The portal generates your baseline model. Its prediction-error measure CV(RMSE) must be no greater than 25%, and its average bias NMBE must be strictly between −0.5% and 0.5%; these tests check how closely the model matches measured electricity use.
- Implement eligible improvements by the end of the second performance period and achieve at least 5% electricity savings per facility by then. If you miss that minimum, IESO may remove the facility from the programme. Unearned advances must be repaid on removal or after the third period if the facility remains enrolled.
- Behind-the-meter generation and fuel-switching are excluded. Measures promoted or funded by another Ontario government or IESO electricity- or peak-demand-saving programme are excluded, and after the baseline is generated you must not enrol that facility for overlapping incentives. Report commissioned projects receiving such incentives so IESO can adjust the baseline.
- The FAQ allows possible enrolment with a Retrofit project that has not reached post-project submission: contact the EPP team for that route. Instant Discounts participation is allowed, with its savings removed from the baseline calculation. Earlier programmes do not automatically disqualify you if their agreements have expired or ended and your new baseline incorporates their savings.
- The portal normally needs at least 90% valid data across the modelling period and in every month; the service provider can assess different thresholds or adjust the baseline period. You may need to supply hourly or daily operational data if electricity use depends on factors the initial model cannot explain. If you lack the full 12 months of hourly data, the FAQ offers a possible enrolment assessment through info@energyperformanceprogram.ca or 1-888-852-2440.

- Applications must be approved by this date; each approved facility has three annual performance periods.
Apply through the EPP portal linked on the official programme page. Create an account, register your team, upload the signed Participant Agreement, supply facility details, upload the latest 12 months of hourly meter data and a recent utility bill, then submit the facility and review and accept the generated baseline model. Applications must be approved by the enrolment deadline. IESO recommends waiting for approval before implementing measures; starting after submission but before approval carries the risk of receiving no incentives.
Submit each facility’s energy data and associated savings information through the portal within 30 days after each performance period. Invoice the approved savings amount plus applicable taxes to info@energyperformanceprogram.ca. Report significant changes outside the model, such as a facility expansion, through the portal as soon as you become aware of them and request a baseline adjustment within 60 days.
Keep complete records throughout the agreement and afterwards for at least seven years, or longer if law requires. Give IESO access for audits and facility inspections; identified overpayments are repayable and may be deducted from future payments. Participate in programme surveys, studies, reporting, evaluations and verification, and permit physical or virtual inspections if selected for quality assurance.
IESO receives a share of the environmental benefits and associated rights from the electricity savings it pays for, such as energy-efficiency certificates, credits or offsets. Its share equals its incentive payment for the improvement divided by your actual eligible costs; you retain the rest. Before trading, transferring, pledging as security, using for compliance or otherwise using your share, notify IESO in writing with the quantities and supporting calculations. You must help transfer or register IESO’s share when directed; reimbursement for that work requires advance written cost approval and is limited to IESO’s funding percentage of the approved costs.
