Renovation loan with deferred repayment (PAR +)

Homeowners on lower incomes can borrow for energy renovation, with no interest for ten years and repayment normally due when the home is sold or their estate is settled.

PAR + lends against your home: a mortgage over the property secures the money you owe. The State pays the interest for the first ten years only. After that, interest applies at the rate set by the lender when you sign the contract. This is a loan to repay, not a grant.

It can pay for insulation, efficient heating and hot water, renewable-energy heating systems or a qualifying whole-home energy renovation. Maximum borrowing depends on the work:

  • €7,000 for glazing improvements alone, or €15,000 for one other eligible category of work.
  • €25,000 for two categories, or €30,000 for three or more.
  • €50,000 for a qualifying whole-home renovation.
  • €10,000 to replace an independent wastewater-treatment system with one that uses no energy and meets the technical rules.

Eligible related costs, including notary and mortgage-registration fees, can be financed within the applicable ceiling. You can combine PAR + with Éco-PTZ, the separate zero-interest renovation loan, only for different categories of work.

Eligibility

You must own and occupy the home as your main residence. It must be in metropolitan France, including Corsica, or Guadeloupe, Martinique, French Guiana, Réunion or Mayotte, and more than two years old when work starts. You cannot apply while still buying it. If it is not yet your main home, you must commit to using it as such within six months after submitting the invoices to the lender. A main residence is normally occupied for at least eight months a year, with exceptions for work obligations, health reasons or force majeure.

The income test includes everyone living in the home. Use the reference tax income (revenu fiscal de référence, RFR) shown on the relevant tax notice: 2025 income for a loan offer in 2026, or 2024 if the newer documents are unavailable. The 2026 upper limits are:

These limits include households in both the scheme’s modest- and very-modest-income groups.

  • Energy work must be done by an RGE contractor: a business certified for the particular energy-renovation work. Work on the privately owned parts of an apartment building can qualify, but common-area work cannot.
  • For whole-home renovation, first obtain an energy audit from an RGE professional, who cannot subcontract it. The work must cut the audit’s calculated annual energy use for heating, cooling and hot water by at least 35% and bring it below 331 kWh per square metre per year, measured on a primary-energy basis.
  • For independent wastewater treatment, the local public sanitation service (SPANC) must certify that rehabilitation is needed. The replacement must meet the technical rules and use no energy. RGE certification is optional for this work.
  • Only one PAR + is allowed per home. Approval depends on the lender’s assessment of your existing debt and the home’s value.

While the loan is interest-free, you cannot rent out the home, use it as a second home or turn it into business premises. A breach must be reported immediately to the lender and requires repayment of the interest paid by the State. Throughout the loan, converting the home into commercial or professional premises, letting it seasonally or using it as a second home triggers full repayment. If the home is destroyed before the work-completion deadline, it must be rebuilt within four years of the incident to retain the loan; otherwise full repayment is required.

Use the Service Public instructions to choose the relevant borrower (Emprunteur) and contractor (Entreprise) forms. France Rénov’ advisers can help you plan the renovation free of charge. Apply to a bank or financing company that has signed a PAR + agreement with the State; the official instructions link to the participating-institution list.

Submit the completed forms, work description, detailed quotes, latest available tax notice and proof of notary and mortgage-registration costs. Include proof that it is your main residence if available; it is due at the latest six months after you submit the invoices. For whole-home renovation, include the energy audit; for sanitation, include the SPANC certificate. The lender assesses your debt and values the home before deciding whether to lend.

Work may start no more than three months before the loan offer is issued. Complete it and send supporting documents within three years of the offer. An extension is possible only in the prescribed exceptional circumstances and must be requested at least three months before the work-completion deadline; it is not automatic. If the work, cost or contractor changes, submit updated borrower and contractor forms.

The lender may release the money in one or more payments against quotes, or only against invoices after the work. If it pays only after completion, you must pay the renovation costs upfront.
