Cross-pavement Charging Grant
Households without off-street parking in East Lothian and Renfrewshire can receive up to £3,500 for a permitted permanent charging-cable channel across the pavement.

The grant reimburses up to £3,500 for a permanent solution that carries your EV charging cable across the pavement, such as a cable gully or channel. It covers the approved infrastructure and the council's section 109 permit for this work. If you need a new charge point, up to £400 of the same £3,500 award can go towards its installation. Temporary mats or loose trip-cables and other costs are excluded.
Receive and accept a grant offer before installation starts. You may pay for or pre-order equipment beforehand, but must not begin fitting it. If you remove the funded pavement solution within three years of the grant offer, repayment is required. You do not have to repay for removal ordered by the council if you provide evidence of that order.
Eligibility
Your Scottish main home must have no off-street parking, so you cannot charge on a private driveway or similar space. Currently only East Lothian and Renfrewshire are listed as accepting the required permits; applications from other council areas are not processed. Obtain council or relevant pavement-owner/maintainer approval before applying for the grant.
Own or lease an EV, or provide evidence that you intend to acquire one, and have access to a home charge point or plan to install one. Plug-in hybrids can qualify only if listed on the Office for Zero Emission Vehicles eligible-vehicles list linked under the plug-in hybrid question on the official programme page. The charge point must comply with UK electrical installation rules and have warranty cover. The pavement solution must be permanent and locally approved. Holiday homes, second homes and business properties are excluded. Tenants can apply with written permission from the landlord or property manager.
Apply as one named household member, in your own name, with matching supporting documents and a UK bank account. Joint applications and applications made for you by family members or installers are rejected. A third party may communicate for you after written permission, but cannot submit the grant application. If funding includes a new charge point, it must be installed by the pavement-solution installer or an installer on Energy Saving Trust's eligible list.
Energy Saving Trust may consider exceptions individually at its discretion. If eligibility is breached after payment, the grant must be repaid in full.

- Accept an offer within 14 days or by 11 February 2027, whichever is earlier. Install and claim by your offer expiry or 3 March 2027, whichever is earlier.
Ask your council or pavement owner for permission to install your chosen solution. Your installer may help apply for that permit. Once permission is granted, use Energy Saving Trust's online grant form linked from the official page. Supply the permission, matching identity and address evidence, EV documents and detailed current quotes on company letterhead. A photo driving licence is accepted; otherwise provide a current passport and a bank statement or utility bill from the last three months. Complete the third-party identity check after submission.
Show an existing charge point through a paid invoice or Electrical Installation Certificate, or your intention to install one through a detailed quote. EV evidence can include the full registration document, paid invoice, signed lease or a recent order showing a deposit. For a company vehicle, ask your employer to complete the annex-letter template linked under ‘Leasing an EV and salary sacrifice’ on the official programme page, confirming the vehicle and any lease agreement. For a vehicle leased through your employer’s salary-sacrifice scheme, provide the contract hire schedule showing your name, address, vehicle make and model, signed by both you and your employer.
Return your grant acceptance form within 14 days of the offer or by 11 February 2027, whichever comes first. Offers normally last three months unless stated otherwise. Install and claim by your grant expiry or 3 March 2027, whichever comes first. Obtain approval for any replacement quote before starting work. Notify Energy Saving Trust of delays; extensions are not guaranteed. Funding can run out early and applying does not secure an award.
After installation, provide a fully paid itemised invoice, a photograph of the completed pavement solution and bank details in your name. If claiming charge-point installation costs, also provide its paid invoice and Electrical Installation Certificate. Payment is reimbursement, so you pay the installer before claiming.
