Local home-insulation grant

Municipality of OpsterlandNederlandeneop til 2,2 t EURlukker 31. aug. 2027

Owner-occupiers in Opsterland can receive up to €2,177 towards professional floor or crawl-space ground insulation in a poorly insulated home.

Denne finansieringsmulighed er i øjeblikket beskrevet på engelsk.

Use the municipal grant to choose an insulation company, pay its bill and claim the contribution back. It covers insulation on or under an existing floor, or on the ground of a crawl space. Eligible direct costs are reimbursed at up to 100%, with one award per home capped at €2,177; you pay costs above the award. The final amount depends on actual eligible costs.

Application preparation, technical home advice and ecological studies are excluded, as are costs subsidised elsewhere and taxes or charges you can recover or offset. The same costs cannot be claimed twice.

Eligibility

  • You must own and occupy the home as your main residence and be registered there in Opsterland's population register. This professional route is for a ground-bound house: it has its own front door and no dwelling or building above or below it. Apartments and flats are excluded from this route.
  • The described property range has a WOZ valuation below €429,300 at the valuation date of 1 January 2022. The home must have energy label D, E, F or G, or at least two poorly insulated building parts. It must be an existing residential home; extensions and new construction are excluded. Under the incorporated ISDE criteria, it was built before 1 January 2019, or its building-permit application predates 1 July 2018.
  • The parts needing insulation are assessed against the scheme's thresholds: roof insulation below 9 cm or Rc≤2.0; attic/loft floor with no existing attic-floor insulation and Rc≤0.5, with an unheated attic and closed access hatch or door; walls without cavity, internal or external insulation and Rc≤1.1; floor/ground insulation absent or poor, below 5 cm or Rc≤1.3; or single, old double or HR glass with Ug≥1.6. Rc measures thermal resistance and Ug heat loss through glazing. HR+, HR++, triple and vacuum glass do not qualify as poorly insulated glass.
  • The existing floor or ground insulation must be absent or poor (below 5 cm or Rc≤1.3). For the floor or crawl-space ground measure described here, insulate 20–130 m² for each chosen type. The new material alone must reach thermal resistance Rd≥3.5 m²K/W; for ground insulation the floor-system resistance Rbf≥3.5 is also accepted. Existing insulation cannot count towards this new-material minimum. Use materials on the RVO notification-code list (the official list of qualifying insulation products); UF foam is excluded. Sprayed PIR or PUR must use HFK-free blowing agents. Floor insulation is installed on or beneath the existing floor, ground insulation on the crawl-space ground. Both types can receive support in different parts of the home; stacking them above one another only supports one type.
  • No previous award under this municipal scheme may have been made for the same home. Work before 1 June 2024 is excluded. The work must comply with legislation and be financially and practically feasible.

The B application route is for applicants whose 2024 gross annual income is above the administrator's A-route thresholds: €25,350 for a single person or €35,908 for married/cohabiting applicants. Applicants at lower incomes are directed to route A, which also covers provincial support; you cannot register for both. The base municipal scheme itself has no income ceiling.

Vilkår for ansøgningsrunden
  • Complete applications are ranked by arrival; simultaneous applications exceeding the budget are ranked by lottery.

Start the application through Duurzaam Bouwloket's municipal-only B intake. Enter the address and contact details, confirm your housing situation and accept the scheme conditions. Choose the option where you arrange a company yourself, then wait until the contribution is reserved before starting work. Complete applications receive priority in arrival order; simultaneous applications exceeding the remaining budget are ranked by lottery.

Complete the work within 12 months of the grant award and no later than 31 December 2027. If you demonstrate that completion within 12 months is impossible, the municipality may extend that period once on request, but never beyond 31 December 2027. The law also permits direct final determination for qualifying work already completed, with the required evidence submitted with the application; work before 1 June 2024 remains excluded.

Pay the installer and request final determination within eight weeks after completing the work. Submit all chosen measures together, including invoices, offer and payment proof; installed area, product/type/brand, purchase and installation dates, address, payment amount and date; and photos of the work showing the product, brand, material type and thickness. The municipality states that this self-paid route is refunded within six weeks after the refund request; the final award is based on verified actual eligible costs.

Keep original invoices and other evidence for at least five years after final determination and cooperate with sample checks, including on-site checks, for up to six months after definitive determination.

Follow local nature-protection requirements and check the municipality's procedure before starting. The municipality may depart from scheme rules where applying them would cause overriding unfairness.
