Home insulation grant
A grant for Terschelling residents to insulate their own home, with higher support for natural insulation materials and vacuum glazing.

Insulate existing cavity walls, roofs, outside walls, floors or crawl spaces, or improve insulating glazing. Insulation of an unheated attic floor is also covered.
The ordinary grant pays 15% of eligible costs, up to €1,000 per measure per address. Natural insulation materials and vacuum glazing qualify for 32.5% of material costs, up to €2,000 per measure per address; other eligible costs remain at 15%. Material costs must be listed separately on the invoice to receive the higher rate, otherwise the ordinary rate applies. Multiple applications for one measure at one address count towards the same limit. The municipality may adjust the percentage and maximum with reasons.
Eligible direct costs include VAT, materials and tools, machinery, labour, specialist work to let protected animals leave the building safely, and ecological research. You may combine this grant with ISDE, monument-maintenance support and Lokale Aanpak Isolatie.
Eligibility
You must be registered as a resident of the home in Terschelling's population register, and the work must improve your own home. New applications cover work carried out in 2026.
- Added insulation must have an Rd value of at least 1.1 m²K/W for cavity walls and 3.5 m²K/W for outside walls, floors, crawl spaces, roofs and attic floors. Rd measures resistance to heat loss; higher is better. The municipal minimums rise if the corresponding ISDE requirements rise.
- Glazing has maximum U values: 1.2 W/m²K for HR++ and monument glazing, and 0.7 W/m²K for triple glazing and vacuum glazing. U measures heat passing through glass; lower is better. New insulating frames combined with triple or vacuum glazing must have U ≤ 1.5 W/m²K. Vacuum glazing in an existing frame is listed for monumental buildings. Panels replacing glass qualify with HR++ at U ≤ 1.2 or triple glazing at U ≤ 0.7.
- Monument and character-defining buildings require a permit and protection of their historic status. Secondary glazing inside or outside existing glass is eligible only where heritage restrictions prevent insulating glass; its U value must not exceed 2.8 W/m²K.
- Protect animals living in or on the home. Ecological research is required where needed; owners outside the surveyed village centres must commission it. If protected species are present, arrange humane removal and alternative breeding or sleeping places.
- Work must comply with applicable law. The grant may be refused if the budget is exhausted or if you are bankrupt, under a suspension of payments or a statutory personal debt restructuring procedure, or have applied to the court for those proceedings.

Apply to Gemeente Terschelling through its DigiD form, either before or after the work. Applications remain subject to available funds. Before work, provide a quote, a schedule signed by the contractor, product specifications and the application form. After work, provide the invoice, product specifications and proof of payment with the form.
Complete the measures during 2026 and submit the final supporting documents by 1 February 2027; missing that documentation deadline ends your entitlement.
For an application before work, the municipality pays an advance within 30 days of its decision. If the final award is lower, repay the excess; if it is higher, the difference is paid to you. The advance award is set to zero if work has not been completed before 1 February 2027; this does not replace the requirement to carry out eligible work in 2026. After-work awards are paid within 30 days of the decision.
The municipality may reduce the grant or set it to zero if your evidence shows that requirements have not been met. You must cooperate with any requested spot check and demonstrate that the funded work was done and meets the requirements.
