Solar installation construction-tax relief

Ayuntamiento de ValladolidSpanien

A 95% reduction in the construction tax attributable to eligible solar systems for self-consumption in Valladolid.

Denne finansieringsmulighed er i øjeblikket beskrevet på engelsk.

The relief reduces the Impuesto sobre Construcciones, Instalaciones y Obras (ICIO), the municipal tax on construction and installation works. It covers the tax attributable to the project portion installing solar heating or electricity for self-consumption.

ICIO is calculated at 3.9% of the actual cost of carrying out the works. This tax base excludes VAT and similar taxes, local fees and public charges, professional fees, the contractor’s profit and other items outside the execution-material cost. The 95% relief applies to the solar portion of that tax.

Eligibility

  • The works must be in Valladolid municipality and subject to a municipal works licence or to filing a works declaration (declaración responsable) or prior notification (comunicación previa) with the municipality.
  • The taxpayer is the person or legal entity bearing the works’ costs, whether or not they own the property; the ordinance also includes entities under article 35.4 of Spain’s General Tax Law. If someone else carries out the works, the licence applicant, declaration/notification filer or installer acts as a substitute taxpayer and may recover the tax paid from the cost-bearing taxpayer.
  • The solar system must cover at least 25% of the total energy required by the construction. The tax manager must obtain a favourable report from the municipal energy agency AEMVA or the department performing that function, confirming the installation meets the rules.
  • Solar heating systems must use collectors officially approved (homologated) by the competent administration.
  • Solar installations required by the applicable rules do not qualify in new buildings, extensions, rehabilitation, comprehensive renovation or changes of use of existing buildings or constructions.
  • Choose one ICIO bonus if you qualify for several; they cannot be applied together.

Vilkår for ansøgningsrunden
  • Claim when filing the works declaration (declaración responsable) or prior notification (comunicación previa), with the self-assessed tax paid, before work starts. Licence-route rules differ.[^c7][^c8]

The self-assessment (autoliquidación) is the tax form you submit with the calculation of the tax you must pay. Use the municipal Taxpayer Portal to generate it and pay the tax, or get help with the benefit claim at the Oficina de Atención al Contribuyente, Plaza Santa Ana 6. The office and phone service (983 426 426) operate on non-holiday weekdays, 08:30–14:30; its email is nat@ava.es.

For works authorised by filing a works declaration or prior notification, pay the self-assessment before filing and before starting work. Submit the relief request when filing the declaration or notification, together with the paid self-assessment and evidence that the conditions are met. If the conditions are not met, the municipality will issue an assessment for the relief previously applied.

For works requiring a licence, the self-assessment normally must be filed and paid within one month counted from the day after notification of the licence, and always before work starts. A relief request interrupts that filing deadline; it resumes if relief is refused. When the conditions are proven, the municipality issues and notifies an assessment applying the relief.

The State, autonomous communities, local authorities, State autonomous bodies and analogous public-law bodies of autonomous communities or local authorities are exempt from self-assessment and receive a municipal assessment. If they award works to a third party that becomes the substitute taxpayer, that party must file and pay at contract signing, before works begin.

Relief depends on proving completion through a works-finalisation request or a declaration for first occupation of the building (declaración responsable de primera ocupación). If an accepted project amendment raises the budget, submit a supplementary self-assessment for the increase. Within two months counted from the day after completion, declare the actual works cost to the municipal tax office with supporting documents. The municipality checks the final cost and may require an additional payment or refund the corresponding amount. If the works are abandoned, the taxpayer is entitled to a refund of tax paid.
