Home insulation grant
Grants help owner-occupiers in Brummen insulate a poorly insulated home, with support for contractor work or DIY materials.
Denne finansieringsmulighed er i øjeblikket beskrevet på engelsk.
You can improve floor or crawl-space insulation, walls, the roof or loft floor, and replace glass with HR++, triple or vacuum glazing. First-time CO₂-controlled ventilation or balanced ventilation with heat recovery can also qualify alongside at least one insulation measure; heat recovery must be at least 90%.
For work by a company, the grant covers 100% of eligible costs, including VAT, up to €4,000 per home if your gross annual income is at most 150% of the social minimum. Above that income level, the maximum is €1,500, or €1,750 if the company uses only biobased insulation materials on the ISDE biobased product-code list. These are listed materials meeting ISDE checks on sustainable origin and production.
If you do the work yourself, support covers 100% of the costs of purchased insulation materials and any qualifying ventilation measure, up to €1,000 per home, or €1,250 with only qualifying biobased insulation materials. Your own working hours do not count. You may combine this with other insulation grants, but all subsidies together must not exceed the actual costs.
Eligibility
- You must own and live in a home in the municipality of Brummen. Ownership of an existing apartment also qualifies. The owner-occupier definition includes making the home your main residence directly after renovation. Its municipal property valuation (WOZ) must be no more than €477,000 for reference year 2022.
- The home must have energy label D, E, F or G, or comparable poor insulation demonstrated by at least two deficient components among the floor/crawl-space, walls, roof/loft floor, and windows/doors. Without a D–G label, supply evidence such as photos or an energy report; the municipality assesses whether the existing insulation qualifies. Its information page gives the component thresholds.
- Only work on an existing home qualifies; extensions are excluded. The measures must have been carried out and invoiced or paid after 1 June 2024. A home can receive this grant only once, including grants under predecessor schemes.
- Cavity-wall and façade insulation each require at least 10 m². New insulation must have an Rd value of at least 1.1 for cavity walls and 3.5 for façades. Rd measures the material's resistance to heat loss. Floor/crawl-space insulation requires a combined area of at least 20 m² and Rd (or Rbf for bottom insulation) of at least 3.5. Roof/loft-floor insulation requires a combined area of at least 20 m² and Rd of at least 3.5. The local rules use the ISDE minimum areas and insulation values.
- Replacement glazing requires at least 3 m² if installed after 1 January 2025, or 8 m² for installations in 2024. HR++ glass must have U ≤ 1.2 W/m²K; triple and vacuum glass U ≤ 0.7 W/m²K. U measures heat passing through the glass, so a lower value means better insulation.
- UF foam receives no municipal grant from 1 April 2026. Cavity-wall, exterior-wall and exterior-roof insulation must protect wildlife. For cavity-wall and exterior-roof applications, the municipality checks known bat roosts and protected bird nests; if present, its ecologist must find a suitable solution before a grant can be awarded.

- Subject to remaining budget; complete applications are ranked by receipt date.
Apply yourself through the DigiD application on the municipality's grant information page. Companies cannot apply for you. The scheme accepts applications before or after the work. For DIY work, the municipality instructs you to apply afterwards with receipts, a material overview, and photos before and after installation.
Complete applications are considered in order of receipt while the €500,000 budget remains. If applications received on the same date would exceed it, a lottery determines their order. For incomplete applications, the date your additional information arrives becomes your place in the queue.
If you apply before the work, the award gives you 12 months to meet its conditions, no later than 31 March 2028; missing them ends your entitlement. The municipality may recover the grant if work has not started within three months of the award. After the conditions are met, it makes the final grant decision within four weeks; for an application after completion, it determines the grant within four weeks. Payment follows within another four weeks, to you or the company.
