Washington commercial lighting rebates

AvistaWashingtonlukker 31. dec. 2026

Rebates help commercial facilities served by Avista in Washington replace lighting and install controls that reduce electricity use.

Avista pays a rebate after you install qualifying lighting or controls. The 2026 agreement covers interior lamps and fixtures, exterior lighting, internally illuminated signs and refrigerated display cases. Payment follows the unit rates for your existing and replacement equipment, with the total limited to 100% of documented invoiced costs; this is not an automatic reimbursement of all project costs.

For example, replacing a four-foot T12/T8 fluorescent lamp with a qualifying T8 LED lamp rated at no more than 23 watts pays $12 per lamp. Replacing a 1,000-watt high-intensity discharge (HID) interior fixture with an LED fixture or lamp rated at no more than 400 watts pays $600 per fixture. The exterior table pays $1,050 per replacement for a 1,500-watt HID light replaced with an LED fixture or lamp rated at no more than 600 watts. HID lamp replacements also require removal of the ballast and all other existing electrical components.

Controls pay $10 per wall-switch occupancy sensor where there was no control, $30 per ceiling- or fixture-mounted occupancy sensor replacing manual or absent control, and $50 per fixture for qualifying networked controls replacing manual or absent controls. Replacing T12HO high-output fluorescent lighting inside signs with LEDs pays $13 per square foot. Refrigerated-case LED rates are $10–$20 per linear foot according to the case and lamp configuration in the agreement.

Your payment depends on continued programme funding. You are responsible for taxes arising from the rebate. For payments greater than $50,000, an obligation lasting five years from implementation applies: changing energy supplier or moving to a tariff that does not fund efficiency programmes, failing to maintain or replace the measures, or closing the business triggers repayment of a proportional part of the incentive.

Eligibility

  • Your commercial facility must receive Avista electricity in Washington under rate schedule 11 or above. Owners can participate; tenants need the owner’s consent. Customers on special contracts or tariffs outside the conservation rider (the electricity charge that funds Avista’s efficiency programmes) are excluded unless their contract or service agreement specifically permits participation.
  • Use lighting products rated under the current DesignLights Consortium (DLC) or ENERGY STAR qualified-product lists, and supply the rating or manufacturer specification sheet. Products remain eligible for up to 120 days after delisting. Selectable-wattage fixtures need a specification sheet with the chosen wattage highlighted. Non-networked occupancy sensors do not need a DLC or ENERGY STAR rating.
  • For networked interior lighting controls, each light must be individually addressable, so it can be controlled separately. Controls for individual light fixtures (luminaire-level controls) must be listed as LLLC on the DLC list and use at least two control strategies. Controls serving an area (area-level controls) need at least three strategies. Each must include occupancy sensing that switches or dims lights when people are present, or daylight harvesting that continuously dims lighting in response to daylight. Other eligible strategies include advanced scheduling/zoning (controlling when lights operate or grouping them into zones), personal tuning with continuous dimming (adjusting brightness for the user), or high-end trim (limiting maximum brightness) when daylight harvesting is not used.
  • Exterior lighting must operate at least 82.5 hours a week, equivalent to dusk to dawn, before reductions from controls. The existing lamp/fixture and the new equipment must match the relevant table row. Rebates cover only the installed quantity and cannot exceed the existing number of lamps or fixtures.
  • Sign rebates cover replacement of T12HO high-output fluorescent lighting with LEDs inside the sign; lighting under awnings is excluded. The LEDs and driver need an operating life greater than 40,000 hours and a warranty of at least five years. For a double-sided sign, count only one side’s area unless there is more than one individual cabinet.
  • Refrigerated-case LEDs must replace lighting in an existing reach-in or open multi-deck case, be on the DLC qualified list and be rated for at least 50,000 lifetime hours. Fluorescent magnetic ballasts cannot power the LEDs. Eligible LED length cannot exceed the replaced fluorescent length. The agreement defines low power as no more than 4.5 watts per foot and high power as 4.5–8.5 watts per foot; choose the matching configuration in its table.
  • Follow applicable codes, permits and required inspections. Maintain the equipment at your expense and repair or replace failed equipment to preserve or improve its energy-efficiency rating. Remove and dispose of replaced equipment at your expense under applicable law; removed hazardous lamps and ballasts, such as fluorescent lamps and ballasts containing PCBs, must be handled under the Resource Conservation and Recovery Act.

Vilkår for ansøgningsrunden
  • Lighting must be installed and operational, and all required documents submitted, by December 31, 2026. Submit the agreement and invoices within 120 days of project completion.[^c4][^c26]
  • Payment depends on continued tariff funding.[^c16]

Complete and sign the 2026 Commercial Lighting Incentive Agreement and submit it with detailed invoices to Rachelle Humphrey at rachelle.humphrey@avistacorp.com, or mail it to Avista – MSC-15 Commercial Lighting Incentives, P.O. Box 3727, Spokane, WA 99220-3727. For programme questions, call 509-495-2099.

Submit within 120 days of project completion. To qualify for current incentives, your lighting must also be fully installed and operational, and all required documentation submitted, by December 31, 2026. Include the completed application/agreement, final invoices and required supporting documents. Applications received in 2026 use the incentives in effect when you apply; they will not be held for future 2027 rates.

Invoices should show quantities, model numbers and equipment costs, plus applicable taxes, permits, lift/disposal costs and labour. For in-house labour, provide a letter or email describing the work, hourly rate, hours and total labour amount. Include product-qualification evidence and, for selectable-wattage fixtures, the specification sheet highlighting the setting.

If the incentive is $25,000 or more, supply post-installation photos showing each space and close-ups of each distinct fixture. Avista may inspect installations before or after payment and determines the final payment after acceptable purchase and installation-cost verification.

The agreement requires you to allow Avista-funded submetering (additional meters to measure equipment energy use) and reasonable access to those meters, and authorizes sharing customer-service and incentive information with authorized entities verifying energy savings and standards compliance. It also requires you to defend and cover Avista’s losses or claims arising from the agreement, except those caused by Avista’s sole negligence.
