Finance work that improves housing quality or energy performance, including insulation, efficient windows, heat pumps, solar panels and connection to a heat network. Most work must be carried out by a contractor.

For applications from 2026, the standard range is €4,000–€60,000 over up to 25 years. Co-owner associations can add up to €25,000 per apartment to the €60,000 building amount. In 2026, rates range from 0% to 1.5% for the listed applicant groups; the local Energy House sets the affordable amount and term after a credit assessment.

Eligibility

For owner-occupier applications from 2026, income may be no more than €55,020 for one person, or €78,610 for a couple without dependants or one person with one dependant; add €4,420 for each further dependant. The test uses the latest personal income-tax assessment and counts the income of resident owners and a resident spouse or legally cohabiting partner. You must own and live in the home, or move into it within 36 months, and you cannot fully own another home or building plot.

Private landlords have no income limit. To rent through a housing company, you need its written commitment to rent the home, but not yet a signed lease when you apply. For a private-market tenancy, you must observe a maximum rent and give the tenant a monthly rent reduction, then sign a declaration that you will follow those conditions.

Non-commercial institutions and cooperatives can finance buildings they hold and use themselves or qualifying rental homes. Co-owner associations can finance common parts and must obtain credit insurance.

Apply before work starts using quotes no more than six months old. Owner-occupiers and private landlords apply through Mijn VerbouwLoket, which sends the case to the Energy House for the home’s municipality. Co-owner associations, cooperatives and nonprofit institutions apply directly to that Energy House. Payments are released against invoices dated after the application.
