Home Energy Retrofits: rebates for major home renovations
Owners of eligible Manitoba homes can receive a rebate based on annual energy savings from a major renovation, with energy evaluations before and after the work.

Home Energy Retrofits supports a coordinated renovation of an existing home. Insulation, air sealing, windows and doors improve the building envelope: the parts separating heated indoor space from outdoors. Heating-system upgrades can form part of the project, but cannot replace the required envelope improvements.
The rebate is CAD 75 per gigajoule (GJ) of annual energy saved until the home reaches the energy rating of a comparable typical new home, then CAD 150 per additional GJ saved beyond that benchmark. A GJ is a unit of energy; the calculation compares the advisor’s modelled annual consumption before and after renovation, rather than paying for each year of future savings. For example, reducing a 162 GJ home to 85 GJ against a 105 GJ new-home benchmark yields CAD 4,275 for the first 57 GJ and CAD 3,000 for the next 20 GJ: CAD 7,275 total.
You pay the energy advisor directly. This programme does not reimburse evaluation fees. Other funding must be disclosed. You cannot claim another Efficiency Manitoba offer for the same upgrades, including insulation, windows, doors and heat pumps; the published exception covers new ground-source heat pumps. Projects where Efficiency Manitoba has already paid a rebate for an included measure are excluded.
Eligibility
You must own a Manitoba single-detached home, duplex or triplex on its original foundation. It must be occupied throughout the year and use electricity or natural gas supplied by Manitoba Hydro. New homes and seasonal properties are excluded.
Your post-renovation energy rating must close at least half the gap between the home’s initial rating and the typical new-home rating in its EnerGuide report. This is not a universal 50% reduction from the initial consumption. At least 50% of the project’s total reduction in energy used at the home must come from envelope upgrades such as insulation, air sealing, windows or doors. Renovations without energy-efficiency or envelope improvements do not qualify.
Have the pre-retrofit EnerGuide evaluation completed, apply and receive Efficiency Manitoba’s approval before you or your contractor starts work. Projects already underway, or without the pre-work evaluation, are excluded.
You may do the work yourself, taking responsibility for health, safety, permits and compliance with applicable regulations. If you hire a contractor, they are responsible for complying with local bylaws, building codes and other applicable legislation.

- Contact an EnerGuide service organization serving your area. An energy advisor registered with Natural Resources Canada evaluates the home, models its energy consumption and tests air leakage. Keep the Homeowner Information Sheet and Renovation Upgrade Report.
- Use the “APPLY NOW” button on the linked Home Energy Retrofits programme page to submit those evaluation documents online to Efficiency Manitoba, with your Manitoba Hydro account number. Describe the planned renovation and other funding, and receive approval before starting work.
- Complete the renovation and arrange the post-retrofit EnerGuide evaluation. The advisor supplies the new rating, label and updated Homeowner Information Sheet, and has up to 30 days after the evaluation to send the required records to Natural Resources Canada.
- Submit the completion documents through myEM. Efficiency Manitoba reviews them, calculates the rebate and may request further information. The guide allows up to 30 days for that review; you receive an email and portal notice when the application is submitted for payment.
