ELENA – European Local Energy Assistance
Grants covering up to 90% of the preparation costs for large EU investment programmes in energy efficiency, building-integrated renewables or sustainable urban transport.

ELENA pays for work needed to turn a planned investment programme into implementation, such as energy audits, feasibility studies, business plans, legal and financial advice, tender preparation, project bundling and project management. It does not pay for the investment assets themselves.
An investment programme is typically above €30 million. ELENA projects normally run for three years, or four years for sustainable transport.
Eligibility
- The applicant must be legally established in an EU Member State. Eligible applicants include national, regional and local authorities, public corporations and financial institutions, as well as associations, banks, social-housing bodies and mixed public-private entities developing eligible investments.
- The programme must cover energy efficiency and building-integrated renewable energy, existing residential buildings, or an eligible sustainable urban transport programme. New buildings, standalone renewable generation, long-distance transport and conventional-fuel vehicles are excluded.
- The planned investment must normally be at least 20 times the ELENA grant for sustainable-energy programmes, or 10 times the grant for residential and sustainable-transport programmes. The beneficiary may need to repay support if the agreed ratio is not achieved.
- ELENA covers up to 90% of eligible preparation costs. The beneficiary finances the remainder, and the grant must not produce a profit.

Complete the short pre-application form linked from the EIB programme page and email it to elena@eib.org. If the proposal passes the initial assessment, the EIB helps you prepare a full application. The European Commission gives final approval.
