General sustainable home loan
Borrow €2,500–€10,000 for energy-saving work in your own existing home in Baarn, outside the active neighbourhood loan areas.
Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.
The Algemene Duurzaam Wonen Lening finances improvements such as wall, floor, window or roof insulation, a solar water heater or a heat pump. Ventilation measures on the General list, including heat recovery, qualify only together with insulation measures.
You can borrow between €2,500 and €10,000 including VAT, up to the actual necessary material and work costs accepted by the municipality. Interest is fixed at 2% for the whole loan. Repayment takes 10 years for loans up to €7,499.99 and 15 years from €7,500. Each regular instalment pays interest and reduces the amount borrowed; interest is calculated on the outstanding debt.
SVn holds the money in a renovation account (bouwdepot) and pays approved invoices to the companies carrying out the work. If you have already paid an invoice, provide proof of payment for reimbursement. You must cover any invoice amount exceeding the account balance yourself, and cannot put your own money into the account. Banking charges for payments such as foreign or urgent transfers are passed on to you.
The account normally lasts 12 months and can be extended once, on request, by up to 12 months. It closes when all funds have been drawn or the work is complete, and no later than 24 months. SVn can also close it after six months without transactions. Any balance at closure reduces your loan. Credit interest on the account, as stated in your loan documents, offsets your periodic payment for at most 12 months.
There is no closing fee; any financial adviser costs are yours. You can repay early without a fee, with a minimum extra repayment of €250. SVn adjusts your instalment after partial early repayment; if it falls below €35, SVn may shorten the term. You must repay the loan even if your contractor fails to keep their agreement.
Eligibility
- You must own and occupy an existing home in Baarn. Where there are several owners, they apply together; at least one applicant must be younger than 76. Each co-borrower is liable for the whole debt.
- On the application date, you must live outside areas with an active Wijkgerichte Duurzaam Wonen Lening. The municipality currently names Eemdal-Noord and Eemdal-Zuid as excluded areas for this General route.
- The work must not already have been carried out when you apply. It must meet the municipal measures list and demonstrably improve energy efficiency, reduce natural-gas use or generate renewable energy. The municipality can reject costs that are unreasonable for the result achieved.
- Owners of monuments or homes in a protected village setting often need planning permission for the measures.
- SVn checks whether your income and household, housing and employment situation allow you to afford the extra payments alongside existing expenses. The equity in your home does not determine that assessment. Municipal allocation reserves budget; it does not guarantee a loan.
- Loans depend on sufficient municipal budget. Allocation can be withdrawn if it was based on incorrect information or the loan does not proceed. The municipality may depart from its rules in exceptional circumstances where strict application would be unreasonable.
- Late payments can incur statutory interest and administration or collection costs. The whole debt can become immediately payable in the circumstances listed in the loan terms, including at least two months of arrears followed by continued non-payment after formal notice.

- Available while municipal budget remains; complete applications are processed in order of receipt.
Apply first to the Municipality of Baarn through its online preliminary application form, using DigiD. Describe the measures, substantiate the actual costs with documents such as quotations, and provide a work schedule. Complete applications are processed in order of receipt; the municipality decides within eight weeks of receiving a complete application. Missing information must be supplied within the requested four weeks or the application is not processed.
After municipal allocation, apply to SVn as instructed in the allocation letter. SVn independently assesses your finances, sets the final loan amount and issues an offer if approved. The loan uses a private agreement without a mortgage over your home.
Before installing equipment, check that your electricity connection has enough capacity. An upgrade may involve a longer wait because the grid is congested.
