Czyste Powietrze home renovation grant
Grants for eligible owners of single-family homes in Poland to replace inefficient solid-fuel heating and improve energy efficiency, with higher support for lower-income households.
Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.
Czyste Powietrze helps pay for heating replacement, insulation, windows, external doors, garage doors and ventilation that recovers heat. The grant covers up to 40%, 70% or 100% of eligible costs excluding VAT, depending on your income tier. Each type of work has a grant limit; insulation, windows, doors and ventilation also share a combined limit. The grant does not cover VAT or costs above the applicable grant limits.
An energy audit determines the work needed and the home's annual useful energy demand for heating, measured in kWh per square metre. The supported route depends on that starting demand and the existing heating:
- Below 80 kWh/m²: heating replacement is supported where the home is heated only by solid-fuel equipment below class 5 under EN 303-5, the programme's boiler-standard threshold. Insulation work is not included in this route, and demand must remain below 80 kWh/m².
- From 80 to 140 kWh/m² inclusive: replace that inefficient solid-fuel heating without increasing demand, or combine replacement with renovation. Renovation must reduce demand by at least 40% and to no more than 80 kWh/m².
- Above 140 kWh/m²: renovation must reduce demand by at least 40% and to no more than 140 kWh/m²; replace inefficient solid-fuel heating as part of the work.
- In the two renovation bands, a home already heated by a non-solid-fuel source or a solid-fuel boiler meeting at least class 5 can instead receive support for insulation, windows, doors and heat-recovery ventilation, without heating replacement.
The completed project must also reduce total primary-energy demand and CO₂ emissions. All work in the audit summary must be completed.
Eligibility
You must be an individual owner or co-owner of an existing single-family home in Poland, or a separate flat within it with its own land and mortgage register. Normally you must have owned it for at least three years before applying, with all other co-owners' consent. A single-family building can contain at most two homes, or one home and business premises occupying no more than 30% of its total area.
The ownership period does not apply to inheritance or acquisition by adverse possession, meaning ownership acquired through long-term possession and legally established. It is reduced to one year if you acquired at least a 50% share by purchase, or from an ancestor through a gift or a life-annuity agreement transferring ownership in return for lifelong support. For inheritance, provide a final court decision or a notarial inheritance certificate entered in the inheritance register; for adverse possession, a final court decision. This separate proof is unnecessary if your ownership is already shown in the land register. For merged flats, the exemption applies if you owned or co-owned every merged flat for at least three years before applying and the whole building already met the single-family definition. For a newly separated flat, earlier ownership of the building does not count: the period starts with registration of the separate ownership.
The income tiers are:
- Basic, up to 40%: your annual income, adding the relevant taxable, farming and qualifying untaxed sources, must not exceed PLN 135,000. This is your income, not an amount per household member.
- Enhanced, up to 70%: certified average monthly income must not exceed PLN 2,250 per person in a multi-person household or PLN 3,150 in a one-person household.
- Highest, up to 100%: the home's starting useful heating-energy demand must exceed 140 kWh/m²/year. Certified average monthly income must not exceed PLN 1,300 per person or PLN 1,800 for a one-person household. Alternatively, a municipal certificate can confirm entitlement to the Polish permanent, periodic, family or special carer's benefit (zasiłek stały, okresowy, rodzinny or specjalny zasiłek opiekuńczy). Entitlement must cover each of the six calendar months before the month of requesting that certificate and continue at least until the grant application.
For enhanced/highest income assessments, married couples without a final judicial separation count as one shared household. If you or your spouse run a business, each business's annual revenue in the income-certificate year must not exceed 40 times the statutory minimum wage for the enhanced tier, or 12 times for the highest tier. Use the minimum wage in force in December of the year before applying. This concerns business activity during the income-assessment period up to application, including unregistered activity and rental income; ordinary farming is excluded, but special agricultural production is not. The spouse's revenue is not tested after a final judicial separation, and the highest-tier business-revenue test is waived when eligibility is evidenced by the specified benefit certificate.
Buildings whose construction-permit or building-design approval application, or required construction/works notification, was submitted after 31 December 2020 are excluded. Seasonal homes and outbuildings are excluded, although heating equipment in an outbuilding can qualify if it exclusively serves the eligible home's heating, or heating and hot water. Business use, including renting, reduces support in proportion to the floor area used; more than 30% business use excludes the project, even if seasonal.
You cannot already have a grant for another building under an application submitted from 22 April 2024. Normally there is one grant per building or flat. Earlier grants under programme versions up to 28 November 2024 and the separate flood/gas routes do not count towards that property limit, except grants for comprehensive renovation under the 3 January 2023–28 November 2024 rules. A further application must cover different costs, after earlier work is completed and settled. Keep ownership until all grant payments are complete.
Equipment and materials must be new and meet the annex's technical requirements. Heat pumps and supported wood-gasification/pellet boilers must be on the ZUM list of approved equipment. The relevant invoice-date requirement has an exception for Modernisation Fund agreements: a device subsequently suspended or removed can still qualify if listed on its advance-invoice date and supported by a final invoice. Non-heat-pump electric heating requires the application, purchase invoice and installation by the end of 2026. Gas boilers are not an eligible new heating source under this route.
Remove all replaced inefficient solid-fuel heaters permanently from use, with evidence. Tiled stoves or fireplaces may remain if permanently disconnected from the chimney and certified by a qualified professional. Recreational fireplaces still in use must meet ecodesign rules; all heating/hot-water devices must meet the eventual local anti-smog requirements. Before insulation work, inspect for protected-species habitats; suspected habitats require a specialist assessment, and confirmed habitats require the regional environmental authority's permission before work affecting them.
Mój Prąd and Stop Smog can fund different work, not the same supported scope. Other public support may be combined only within total eligible costs plus VAT. For five years after completion, keep the home in residential use and retain funded equipment and materials; defective equipment can be replaced with equipment of at least equivalent performance.
Costs invoiced to you by a spouse running a business are ineligible where you share statutory marital property.

- Continuous intake through the regional environmental funds, subject to available funding; an intake may be suspended when its funding is exhausted.
Start with the mandatory energy audit and programme audit-summary document before the work. They must be signed by a person registered to issue energy-performance certificates. Complete the specified work, then obtain the final energy-performance certificate confirming the required result. The audit and certificate should each follow a home visit.
Apply to the WFOŚiGW regional environmental fund covering the home's location. Use the official guide's application button to reach Generator Wniosków o Dofinansowanie (GWD), create the Czyste Powietrze form, attach documents and sign with a trusted profile or qualified electronic signature. Without either signature, prepare the form in GWD, print and sign it, then submit it on paper to the regional fund. Include the audit summary, ownership documents and any co-owner or marital-property consent; enhanced/highest tiers need the relevant municipal income or benefit certificate. An income certificate must be issued no more than three months before application.
Use a programme operator, a municipality or regional fund helping with the application, for the highest tier or any advance-payment application. Operator help is optional for the enhanced tier without advances. Advance funding is available only at enhanced/highest levels and requires contractor agreements with the application, at most three. Advances are limited to 35% of the grant allocated to each agreement and, in total, 35% of the maximum project grant. Contractors must have worked in construction, renovation or installation for at least one year, or completed at least 15 Czyste Powietrze investments; their contract scope must follow the audit summary.
The first eligible invoice can be dated no more than six months before applying. A standard-grant project can already be finished when you apply; an advance-funded project cannot. The normal completion period for these grant routes is 24 months from application, with extensions requiring a justified request and regional-fund approval for circumstances outside your control that reasonable care could not avoid; completion must be no later than 30 June 2032. Submit payment applications and supporting completion documents to receive the grant, in one payment or up to three instalments.
