Home insulation grant
A grant for owner-occupiers in Borsele to buy materials for DIY floor insulation in a poorly insulated home.
Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.
You can use this route to insulate the top or underside of an existing floor yourself, using insulation boards or other qualifying material that is not injected or blown in. The municipal base grant reimburses eligible costs up to €2,050 per home; a DIY application can cover up to two eligible insulation measures, although this page covers floor insulation.
Qualifying biobased floor insulation, made from natural materials, adds €2 per eligible square metre above the base grant. With the eligible floor area limited to 130 m², that addition can reach €260. The base grant and biobased addition together can never exceed the invoice amount. Your labour, finishing materials, your own time, permits, quotations and application costs are excluded.
Eligibility
- You must own the home in Borsele and live there as your principal residence, or make it your principal residence directly after renovation. Register as a resident at the address before payment.
- Your home must have energy label D, E, F or G, or at least two poorly insulated building components under the municipal tests: floor and crawl-space ground, external walls including cavity walls, roof and attic floor, or windows, frame panels and doors. The administrator checks the whole component; an insulated attic floor can mean the roof component does not count as poorly insulated.
- The WOZ value, the municipal property valuation, must be no more than €500,000 at the valuation date of 1 January 2022. If a higher value has since been reduced to €500,000 or less, you can request use of that lower valuation.
- The address must not already have received this subsidy or the 2024 or 2025 predecessor subsidy. Funding must remain available; applications are handled in order of receipt.
- For ordinary floor insulation, insulate at least 20 m²; at most 130 m² is eligible. The municipality may allow a smaller area when the whole building component of a very small home is below the minimum. Install the material against the underside or on top of an existing floor. The newly added insulation must have Rd of at least 3.5 m²K/W, a measure of resistance to heat escaping. Existing insulation does not count towards that minimum. Use material with an RVO meldcode, the product code identifying qualifying insulation.
- Work must comply with the municipal nature-friendly insulation rules. This DIY route covers material that is not injected or blown in. For injection or blowing with an invoice date on or after 1 November 2026, the work must instead be done by a ZIP-admitted company. UF foam is excluded unless bought before 1 April 2026.
- Apply within 12 months of the invoice date and provide legible Dutch documents.

- Applications are considered in order of receipt while the municipal allocation remains available. Apply within 12 months of the invoice date.
Start through the Zeeuws Isolatieprogramma (ZIP) DIY application page. ZIP first checks whether you qualify. Buy qualifying material at a participating DIY store and pay for it yourself; keep your receipts. Send photos taken before work, product-label photos showing the name, thickness and insulation value, the dated invoice and completed store form, and payment proof. Include the material code and installed area. For planned work, wait for the provisional award before starting. If you have already completed the work, Borsele also accepts retrospective applications, provided your invoice or receipt is no more than 12 months old when you register.
Photograph the work during installation and after completion, and submit the completion date. The award sets a 12-month period to account for the completed measures. You must also request final determination within 12 months of the invoice date; if you miss that deadline, the municipality may set the grant at zero. ZIP checks the evidence and may inspect the home; after final approval, the municipality pays into your account, usually within eight weeks.
The municipality can reduce the grant if the work is not completed, grant conditions are breached, information was incorrect or incomplete in a way that affected the award, or an incorrect award was known or should have been known to you. For application assistance, contact ZIP at isolatie@reszeeland.nl or 088-404 2500, Monday–Friday 09:00–13:00.
