Klimabonus home renovation with an energy adviser

Environment Agency of LuxembourgLuxemburg

Grants for insulation, replacement windows and ventilation in Luxembourg homes over 10 years old, with an approved energy adviser and approval before work begins.

Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.

Klimabonus helps pay for insulating roofs, walls and floors, replacing windows and installing controlled ventilation. This route starts with an assessment and renovation plan from an approved energy adviser, who also checks the work during the renovation. The grant is normally paid to your bank account after the work and payment application.

Insulation grants are calculated per square metre renovated. The rate depends on the element, insulation material and performance achieved. Standard base rates run from EUR 20 to EUR 130/m²; the higher rates run from EUR 25 to EUR 155/m². Those higher rates require an approval application between 1 January 2026 and 30 June 2027 and a works invoice by 31 December 2030. Windows receive EUR 70/m², or EUR 80/m² under those same timing conditions. Insulation applied only inside a wall receives 25% less than the corresponding rate. The official rate table gives the amount for each combination.

A EUR 15/m² supplement applies for mineral insulation with at least 50% recycled material. A EUR 15/m² supplement also applies for eco-friendly insulation sourced from certified sustainable crops, and another EUR 15/m² supplement for a green roof or green external wall. Eco-friendly insulation with cladding has its own rates: the insulation and cladding must be mechanically attached, and the cladding cannot contain fossil-based materials. The mechanical-attachment requirement for eco-friendly insulation does not apply to walls insulated inside or outside.

The grant for the insulation and window measures can increase by 20% if the building reaches insulation class C, 30% for B, or 50% for A or A+, provided the insulation rating improves by at least two classes. Before-and-after energy performance certificates prove the improvement. Work may be staged, and measures funded under earlier schemes can count towards that improvement. Ventilation with heat recovery receives EUR 60/m² of energy reference area (the floor area used in the building’s energy calculation), or EUR 70/m² under the higher-rate timing conditions; for flats, communal areas are excluded from the higher-rate calculation.

The assessment itself can receive up to EUR 1,700 for a house, or EUR 2,000 for two flats plus EUR 60 for each additional flat, capped at EUR 3,000. For approval applications submitted by 30 June 2027, these amounts rise to EUR 2,000 for a house, or EUR 2,500 for two flats plus EUR 75 per additional flat, capped at EUR 3,750. The grant cannot exceed the assessment's actual cost. It is reduced by 50% if the same element qualifies for assessment aid under the 2017 or 2022 scheme, and by 70% if the assessment covers only solar thermal systems, heat pumps, wood-fuelled boilers or heat networks and connections. Adviser checks of quotes can receive EUR 100 per measure, capped at EUR 400; on-site checks EUR 250 per measure, capped at EUR 1,000. Calculations and treatment proposals for places where heat escapes through construction joints can receive EUR 160 each, capped at EUR 800, if the work is completed and the building's heating-energy rating reaches at least class C.

Eligibility

  • The home must be in Luxembourg and more than 10 years old, measured from the building permit date when you apply for financial aid. A building permit or municipal certificate proves its age. Aid is available only once for each construction element.
  • Individuals, private-law legal entities and public legal entities other than the State may apply as owners. A group may apply through a legal representative who is also a member of the group. If ownership changes, the former owner who paid for the work can receive aid if the new owner waives it in their favour.
  • Legal entities carrying out economic activity are subject to the EU de minimis rules, which limit the total small-scale State aid a business can receive. Aid is registered against the business, unless transferred; a transfer requires formal evidence and identification of the final recipient.
  • An approved energy adviser must assess the home, prepare a report and monitor the renovation. Obtain approval in principle before starting work. The former 2022 scheme applies to assessments carried out before 31 December 2025 where approval was requested by that date.
  • Insulation must meet the official thickness and heat-loss limits. For the basic performance standard (III), the listed minimum thicknesses are 15 cm for outside wall insulation, 8 cm for inside wall insulation, 12 cm for walls against the ground or an unheated space, 20 cm for roofs and ceilings against unheated spaces, and 12 cm for lower floors. These thicknesses assume the insulation’s ability to conduct heat (material conductivity) of 0.035 W/(mK), or 0.040 W/(mK) for inside wall insulation, and must be converted for other conductivities; higher performance standards also retain the basic minimum thickness. Inside wall insulation needs 10 cm for standard II or 12 cm for standard I. When both sides are insulated, the outside insulation needs thermal resistance of at least 2 m²K/W, a measure of how strongly it resists heat passing through. Standards II and I limit heat-transfer coefficients respectively to 0.17/0.13 W/m²K for outside walls, 0.22/0.17 for walls against the ground or unheated space, 0.13/0.11 for roofs, 0.13/0.10 for ceilings against unheated space and 0.22/0.15 for lower floors. Listed historic homes must also meet the energy performance requirements.
  • Fossil-based insulation is excluded unless it contains more than 50% recycled material, or is used for a wall or floor against the ground, a green roof or a green wall. Synthetic insulation made with more than 50% biomass raw materials falls in the other-materials category.
  • When a heated attic roof is renovated, roof windows over 10 years old must also be replaced if their whole-window heat-transfer coefficient exceeds 1.40 W/m²K; replacements must not exceed that value. For window aid, glazing must have a heat-transfer coefficient of no more than 0.6 W/m²K. The building must additionally meet either of two conditions: the external wall or heated-attic roof has a coefficient no greater than 0.85 W/m²K, or the building has controlled mechanical ventilation. A lower coefficient means less heat passes through the element.
  • Heat-recovery ventilation must recover at least 80% of heat, use no more than 0.40 W per m³/h of airflow, mechanically ventilate at least 80% of the energy reference area (the floor area used in the energy calculation) and pass an airtightness test with n50 no greater than 2 air changes per hour, measuring leakage under test pressure.

  • These dates govern the first application for approval in principle; approval must be obtained before work starts.[^c4][^c5]
  • The assessment invoice must be dated from 1 January 2026 to 31 December 2030, and works invoices from 1 January 2026 to 31 December 2035.[^c5]
  • Request payment after work is complete and no later than four years after 31 December of the invoice year, with an absolute final deadline of 31 December 2039.[^c5]
  • Higher rates require an approval application by 30 June 2027 and works invoices by 31 December 2030.[^c7]

Start with an approved energy adviser and their assessment. Apply for approval in principle to the Single point of contact for housing assistance through MyGuichet.lu or its mobile app using LuxTrust or an electronic identity card, or submit the DEPA-2026 form by post or in person. Include the adviser-signed renovation concept, assessment, evidence of the building's age, its pre-renovation energy certificate, bank account identification document and adviser fee estimate. Include post-renovation plans if installing ventilation or enlarging the heated part of the building. For a jointly owned building, include owner authorisations or the association's decision and the list of flats and their energy reference areas. You can claim assessment aid at this stage by supplying the assessment invoice and proof of payment. Begin work only once approval is granted; a changed renovation plan can require a new approval application.

After completing the work, request payment using DEPA-2026 and the adviser's CONF-2026 confirmation, with invoices and payment evidence, the adviser's final report, the post-renovation energy certificate, recent bank account identification document and any required ventilation test records. The housing assistance office may request further documents. Inaccurate or incomplete statements, or failure to provide requested information, can require repayment. A group representative must immediately pass each member's share to them and send evidence of those payments to the office.

From 1 January 2027, eligible insulation invoices issued on or after that date may instead use optional pre-financing: a registered intermediary applies through MyGuichet.lu, the State pays the company and the company deducts the full aid from your invoice. A registered adviser or tradesperson must submit an approval application before work; each renovation project needs a separate application and invoice. This route excludes investments by companies carrying out commercial activity, and renovation projects where aid plus your deposit exceeds the final price excluding VAT.
