District heat network digitalisation support
Grants and optional loans for licensed heat-network operators to install digital controls that improve network operation and reduce energy use.
Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.
Digitalizacja Sieci Ciepłowniczych funds the construction or rebuilding of automation, remote monitoring and remote-control systems for district heating. Eligible tools can supervise and control network operation, analyse heat or cooling transmission and locate faults. These digital-network works are required.
You can add renewable generation used exclusively to power the telemetry and remote-control equipment, with storage integrated into that renewable source. Projects recovering waste heat from the network control room are also eligible if the installation operates in high-efficiency cogeneration, producing heat and electricity together; a transmission-network connection can be included. The initial audit must recommend the funded work.
The grant can cover up to 50% of eligible investment costs and the loan up to 100%; each is PLN 500,000–50 million. You can request either instrument or both together. Preparation and management costs are each limited to 10% of eligible investment costs, and intangible assets to 50%. Buying land or buildings is excluded. VAT is eligible only when you ultimately bear it and have no legal right to deduct any of it. Costs fall within 1 January 2021–31 December 2030, subject to the rule on starting state-aid investments.
The loan must be repaid and cannot be written off. Its preferential annual interest is three-month WIBOR plus 0.5 percentage points, with a 1.5% minimum; the market-rate option uses the European Commission reference-rate method and is not state aid. Interest is payable quarterly, starting at the end of the calendar quarter after the first disbursement quarter. The financing term can be up to 15 years from the planned first disbursement to the final capital repayment. A capital-repayment grace period may run from the last disbursement to the first capital payment, but no later than 12 months after investment completion.
The verified application rounds have closed. The programme provides for contracts through 31 December 2026 and spending through 31 December 2030; those implementation dates are separate from an application window.
Eligibility
- Your business must be an energy enterprise carrying out licensed heat transmission and distribution under Poland’s Energy Law.
- An initial audit must identify the work, explain the calculation method and set the planned results. It must record modernised substations with telemetry, digitalised heat networks, heat saved, primary-energy savings and CO₂ reduction, with extra indicators where renewable generation or other add-ons are included. Use the same method in the audit after completion and during the five-year durability period. The stated 10% environmental improvement is an expectation rather than an absolute eligibility or scoring requirement, but you must achieve your declared indicators.
- If your support is state aid, apply before starting construction or entering a binding equipment order or another commitment making the investment irreversible. Buying land, preparing technical concepts or feasibility studies and obtaining permits do not count as starting. For public procurement, announcing a tender can count as starting unless the notice reserves cancellation if public funding is not obtained; the instruction also recognises statutory annulment grounds that you must document. The investment must not already be complete when you apply.
- You cannot fund costs already financed by domestic or foreign public funds or other EU-budget resources. Maintain the investment’s results for five years after completion.
- NFOŚiGW assesses whether the business can finance and sustain the project. Where the support is state aid, its total aid value cannot exceed the funding gap calculated in your financial model. This is the project’s financial shortfall assessed through 15 years of cash flows, discounted to today’s value using NFOŚiGW’s weighted-average-cost-of-capital calculator. Include investment and residual asset value; exclude grants, loan disbursements and repayments, interest, depreciation and working-capital changes. Use the grant-equivalent aid calculator to check the aid value against this gap.
- For a heat system that is not yet energy efficient, submit the investment-plan declaration. The plan must start within three years of the funded investment’s start and achieve the efficiency definition applicable when the plan is completed. Give the plants’ capacity, fuel and start/end dates, any responsible outside investor, and the resulting heat-source shares. Until the end of 2027, the definition permits at least 50% renewable energy, 50% waste heat, 75% cogenerated heat, or 50% a combination of those sources. From 2028, the alternatives tighten: at least 50% renewables, waste heat or their combination; 80% high-efficiency cogenerated heat; or a combination with at least 5% renewables and at least 50% renewables, waste heat or high-efficiency cogenerated heat overall. Later completion dates have further scheduled requirements in the declaration instructions.
- Show your right to use the investment property. For perpetual usufruct, usufruct, easements, rental, lease and permanent-management arrangements, the 2025 attachment list generally requires rights lasting at least five years after completion for grant-only applications, or fifteen years for loan or combined applications. Permanent management may also be indefinite. Ownership requires title evidence and consent from co-owners where applicable. Other civil agreements must guarantee durability; a table listing land rights or when they will be obtained is an alternative listed route.
- For projects using the programme’s project-finance route, at least 15% of eligible costs must come from your own cash-paid share capital, spent first. Bank borrowing, bonds, shareholder loans and other loans do not count towards that contribution. Additional financial conditions and an expanded security package apply through the GWD financing conditions.
- A project consisting only of buying licences is rejected. The requested grant must not exceed PLN 10,000 per tonne of annual CO₂ reduction or PLN 2,000 per GJ of annual primary-energy savings. Used equipment, or new equipment manufactured more than 24 months before installation, fails the cost criterion. The scoring thresholds are 40% in project justification, 60% in feasibility, all points in cost effectiveness and at least 68 of 113 points overall; a criterion with a mandatory rejection rule cannot be rescued by the overall score.
- You must meet public-law obligations to NFOŚiGW and other relevant bodies and civil obligations to NFOŚiGW. The preceding three years must not include a funding agreement terminated by NFOŚiGW for reasons attributable to you or terminated at your request. Termination by mutual agreement is excepted. The project must give equal access to goods, services and infrastructure without discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation.

The third intake is closed. Follow NFOŚiGW’s programme page for any announced application round. The verified 2025 procedure used the Generator Wniosków o Dofinansowanie (GWD): create an account, select the programme and complete the relevant grant and/or loan form. Submit electronically with an electronic signature equivalent to a handwritten signature or a trusted signature. The rules recognise dispatch to NFOŚiGW through ePUAP or registered electronic delivery; the dispatch date determines whether you meet the deadline.
Prepare the initial audit, feasibility study and an active financial-model spreadsheet, with the required technical and environmental attachment, permit schedule, applicable concessions and equipment approvals, heat-industry reporting, property-rights evidence, financial statements and confirmation of the full financing plan. Include the inefficient-system declaration when it applies, and the state-aid information form unless requesting only a market-rate loan. Use the official attachment list for your circumstances.
NFOŚiGW assesses the application and negotiates the amount, timetable, results, repayment conditions and security. Its funding commitment arises when the agreement is signed, subject to available Modernisation Fund resources.
