Shared building energy renovation grant

Eko skladSlowenienbis zu 50 EUR

Grants for co-owners and finance lessees to insulate shared parts and improve shared heating in older Slovenian buildings with at least three residential or commercial units.

Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.

Call 124SUB-OBPO25 supports shared external walls (including walls against the ground) and floors above outdoor air, roofs and attic ceilings, floors on the ground or above unheated rooms, and improvements to the existing heating system. Heating improvements combine radiator thermostatic valves with balancing the whole system so that water flows through it at the calculated rates.

Insulation receives up to 30% of eligible costs, excluding VAT. The ceilings are €50/m² for external walls (including walls against the ground) and floors above outdoor air, €60/m² for these measures in a high-rise building, €50/m² for flat roofs, and €25/m² for pitched roofs, attic ceilings and floors on the ground or above unheated rooms. A high-rise building has its highest occupied floor more than 22 metres above the ground used by firefighting vehicles. Heating-system improvements receive 50% of eligible costs.

Each recipient's grant follows their share of the relevant common property. Where entrances have separate reserve funds, an entrance-specific shared renovation can be funded for that entrance's co-owners. Eligible social-assistance recipients can receive 100% of eligible costs for their own financing share, excluding VAT. This applies to people entitled to cash social assistance or the supplementary allowance when applying, or who received extraordinary cash social assistance at least twice in the preceding two years.

For a building in the statutory Triglav National Park area, the final grant increases by 25% if the individual applicant has their permanent residence at the renovation address or the legal-entity applicant has its registered office at that address.

Eligibility

  • You must be investing as a co-owner of the affected shared property or as a finance lessee of a unit with the owner's written consent. Individuals and legal entities, including public-sector bodies, can qualify; direct users of the state budget cannot. A legal entity that solely owns the whole building cannot qualify. These ownership or lease conditions must remain satisfied from application to award decision. Businesses must be entered in Slovenia's business register; those registered entities’ branches located outside Slovenia are excluded.
  • The building must be in Slovenia and have at least three residential or commercial units. It must have a residential or commercial building or change-of-use permit issued before 1 July 2010, a pre-application legalization permit for a building built before that date, a permit for a long-existing building, or a pre-application decision recognizing its building and use permits under law. The building and renovation must comply with construction rules. Previously unheated parts cannot be funded.
  • Apply before the work is completed. Use a qualified contractor with the registered activity, and new products and equipment; prototypes and used items are excluded. Keep the funded products and equipment installed for at least three years after payment.
  • The insulation's thermal conductivity divided by its thickness must be no more than 0.200 W/(m²K) for external walls (including walls against the ground) and floors above outdoor air, 0.140 for roofs and attic ceilings, and 0.280 for floors on the ground or above unheated rooms. These tests compare how readily the material conducts heat with how thickly it is installed. The contractor's specification must establish compliance. Roof, attic-ceiling and ground or unheated-room floor calculations disregard existing insulation. For external walls and floors above outdoor air, retained insulation can count using the call's calculation with an assumed conductivity of 0.045 W/(mK), supported by a photograph showing its measured thickness; masonry, plaster and similar construction materials do not count as insulation. A contact-insulated façade must use a tested façade system.
  • Construction design documentation (PZI) and statutory supervision are required for wall and exposed-floor work, flat or pitched roofs, and heating-system improvements. PZI is unnecessary for straightforward attic-ceiling and ground or basement-floor insulation. For apartment buildings with eight or fewer units, PZI is also optional for wall/exposed-floor and roof work, but those measures must cover the building as a whole. Protected heritage buildings can depart from the normal energy-efficiency criteria only under the heritage renovation guidelines, with suitable current construction techniques, reasonable costs, and heritage conditions and consent from the competent heritage authority.
  • Applicants must have no overdue obligations or unmet contractual commitments to Eko sklad and no blocked bank account. Legal entities and people carrying on registered activities are also excluded for at least €50 in overdue tax or other mandatory public charges at application, missing payroll withholding returns for the preceding five years, unpaid wages or social contributions, insolvency proceedings, or qualifying company/cooperative financial distress.
  • For businesses and public bodies' commercial activities, this is de minimis aid: total aid must stay within €300,000 over the preceding three years for the recipient and its linked businesses treated as a single undertaking. Links include majority voting rights, control over board appointments, or dominant influence through contracts, constitutional documents or voting agreements, including indirect links. Primary agriculture and primary fisheries/aquaculture are excluded. Agricultural processing or marketing is excluded where aid depends on product prices or quantities or must be passed to primary producers; fisheries processing or marketing is excluded where aid depends on purchased or marketed product prices or quantities. Export-related aid and aid favouring domestic products over imports are excluded.
  • The same measure cannot receive a second Eko sklad grant, and the same costs cannot receive other public funding. Businesses must record project costs at a separate cost centre in their accounts.

How to apply

Status
Laufende Antragstellung
Beschränkungen dieser Antragsrunde
  • Apply before completion. Applications are considered in arrival order until the published closure; funding depends on available funds.

The building manager must submit one application on behalf of the recipients. If there is no manager, all recipients must appoint a common representative. Use the current call's application form and owner-share spreadsheet. The representative must confirm that the owners adopted a valid decision for the work and authorized the representative.

Send the application and attachments electronically to Eko sklad at vloge@ekosklad.si. A secure electronic signature is unnecessary if identity can be established reliably. If electronic submission is impossible, submit in person or by post to Eko sklad, Bleiweisova cesta 30, 1000 Ljubljana. Include the building's legality evidence or prescribed legality declaration, contractor quotations, photographs of the existing state, and the applicable design and technical evidence specified for each measure.

Before applying, the representative must tell all recipients about the higher grant for social-assistance recipients and identify eligible recipients in the application. Supply their benefit decisions, or document that they were asked to send the decisions directly to Eko sklad immediately after application.

Applications are accepted until Eko sklad publishes the call's closure. They are considered in arrival order; a timely, complete application can still be refused after the available funds have been allocated.

Complete the work within 15 months after the award decision becomes final on service to the representative. Eko sklad may grant a single extension of up to six months for evidenced circumstances beyond the recipients' control, requested before the deadline. Completion is the service date on the final contractor invoice, or its issue date if no service date is given. Submit the signed payment contract, invoices and the required completion evidence no later than two months after the work-completion deadline. An evidenced request made before the documentation deadline can obtain one extension of up to one month.

Payment normally goes to the contractor after completion evidence is checked. If the invoice is already fully paid, it goes to the reserve fund or representative's bank account. The additional amount bringing a social-assistance recipient's grant up to 100% is paid to that person's own account. Eko sklad can check the project and documents for four years after payment. Misuse, non-compliance, misleading evidence or obstructing checks can lead to loss of the grant and repayment with statutory late-payment interest.
