Home insulation grant for other neighborhoods
Grants for owner-occupied homes and housing associations to insulate poorly insulated homes in The Hague outside designated renewal neighborhoods.
Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.
Insulate your roof, floor or external walls, or replace glazing and/or window frames. The first 1,000 applicants can receive up to €1,000 per dwelling. If you hold an Ooievaarspas or previously received an energy allowance, you can receive an additional amount up to €3,500; total support cannot exceed your quotation. The municipality advances 80% and pays the last 20% after you submit the invoice.
For owners’ associations (VvEs), support is calculated per qualifying apartment. For roof, floor or side-wall measures that do not adjoin every apartment, the maximum is €15,000 per measure.
Eligibility
- You must own and live in the home. Owners’ associations, housing cooperatives and housing associations can apply for several homes together, with at least one owner-occupier. Private rented dwellings can be included; housing-corporation dwellings are excluded.
- The home must be in The Hague, outside Groente- en Fruitmarkt, Schilderswijk, Spoorwijk, Transvaalkwartier, Rustenburg-Oostbroek, Noordpolderbuurt, Laakkwartier-West, Laakkwartier-Oost, Schipperskwartier, Moerwijk-Noord and Zuid-West.
- You may apply only once per dwelling. It must have energy label D, E, F or G, or have been built before 1992 without an energy label and have at least two poorly insulated building elements.
- The WOZ assessed property value must be below €491,000, with reference date 1 January 2024.
- Use materials meeting the national ISDE or SVVE insulation requirements. Your quotation must specify the materials and their insulation performance; an association quotation must include Rd and U values, square metres per apartment and the contractor’s registration number.

Download the homeowner or VvE application form from the municipality’s grant page. Sign it and email it with the required documents to subsidies@denhaag.nl. Homeowners need a quotation no more than three months old, a bank statement no more than eight weeks old and VvE permission where applicable. Associations need a dwelling overview, their decision approving the work and application, board authorization, contractor quotations and bank details. Private landlords within a mixed association must complete a de-minimis declaration concerning limited state aid.
Apply by 31 December 2026; intake ends earlier if the budget runs out. The city reported €711,487 remaining on 5 October 2026.
After the work, email the accountability form, contractor invoice showing materials and insulation performance, and at least one photograph during each insulation measure showing the material’s name, brand, type and thickness. Submit this within 16 weeks after the work and always within two years after the first-part subsidy decision. Work that differs from the agreed plan may require repayment. The municipality can inspect the completed work or contact you for an interim assessment.
