The Industrial Development Corporation (IDC) offers repayable, interest-free debt through the MCEP Energy Resilience Transition Fund. The maximum loan term is eight years and the maximum investment is R15 million. Total funding across all MCEP sub-funds is capped at R30 million.

Funding can go directly to an affected company or through an energy service company (ESCO): the ESCO receives a wholesale facility to fund solutions for several affected companies. The programme requires at least 50% leverage funding from IDC, so the financing plan must include accompanying IDC funding. The interest-free terms describe this fund’s debt; an ESCO customer’s arrangement and the accompanying financing must be agreed separately.

Eligibility

The company must be located in South Africa and affected by load shedding—scheduled electricity cuts. The investment must make a meaningful difference, allowing the company to remain largely operational during rolling blackouts. Eligible interventions include solar photovoltaic systems, inverters, batteries and other energy-efficiency measures. Generators are excluded.

Both direct applicants and ESCOs must have Broad-Based Black Economic Empowerment (B-BBEE) Level 4 or better, or reach it within 24 months after approval. This is a formal economic-empowerment rating, assessed under the applicable codes through ownership, management control, skills development, enterprise and supplier development, and socio-economic development. It is not determined by ownership alone. IDC asks existing businesses with turnover above R10 million for their rating certificate and applicants without a rating for a self-assessment. Show your current position and how you will meet the required level within the permitted period.

There must be no retrenchments—job cuts—for the duration of the facility. IDC’s general assessment also looks for a profitable, sustainable business, a credible business plan and job creation. Owners are expected to contribute financially; the contribution may be reduced for historically disadvantaged applicants in special circumstances. Its business-plan guidance treats the owner contribution as shareholder or member loans: the contribution must be free of another party’s legal claim or pledge, charge no interest and have no fixed repayment terms.

The business must meet South African statutory requirements and international environmental standards. IDC requires security, potentially including claims over business assets, personal surety or corporate guarantees: assets or guarantors back repayment if the borrower fails to pay. IDC does not refinance fixed assets. Its general exclusions include gambling, property development, golf courses, acquisition of game, student or long-term rental accommodation, and standalone tour operators or travel agents.
