Building insulation, window and door incentives
Payments help owners improve insulation, windows and glazed doors in Manitoba business premises and multi-unit residential buildings.

The Building Envelope Program pays for approved roof and wall insulation, window and glazed-door replacements, and curtain wall or storefront upgrades. A curtain wall is an exterior wall system; these upgrades improve the building’s thermal performance.
Insulation payments depend on the area and the increase in the effective R-value: the insulation performance of the whole roof or wall, including its other materials. Surface insulation is added as a layer on the roof or wall, such as insulation on a flat roof. Cavity insulation goes within a roof or wall space, such as an attic. Base rates per added R-value per square foot are 7.5 Canadian cents for roof or wall surface insulation, 2 cents for roof cavities and 4 cents for wall cavities. The payment cannot exceed the invoiced insulation-material cost; labour and installation materials are excluded from that cap’s cost basis.
Window and door payments depend on area and U-value, which measures heat transfer through the whole unit, including its frame; lower is better. The guide provides the calculation for each product type.
For eligible projects completed with paperwork submitted before 31 March 2027, the customer bonus adds 25% to the calculated incentive for electrically heated buildings or 10% for gas-heated buildings. Already-paid projects cannot receive it retrospectively.
Eligibility
The owner must be a Manitoba Hydro commercial electricity customer billed at the general service rate. Eligible existing buildings include commercial, industrial, agricultural, religious, institutional and multi-unit residential buildings. They must be heated primarily by electricity or natural gas, with permanently installed indoor heating sized for the whole building. Incentives may be reduced for temperatures below 15°C or partial or seasonal heating.
- Insulation applications require at least 1,000 square feet of roof or wall area. Effective final R-values must be at least R-25 for roof surfaces, R-40 for roof cavities and R-17 for walls. Incentives stop at R-30, R-50 and R-20 respectively. Below-ground wall incentives cover only the top three feet.
- Insulation must be new and purchased in Canada, with thermal performance evidence if requested. Existing damaged insulation still counts toward the starting R-value. For 3 lb polyurethane spray foam, the contractor must participate in an industry supplier-sponsored quality-assurance programme and each crew must include a certified installer; certification must be submitted for acceptance.
- Window or door applications require at least 10 m². Doors must contain glazing. The whole unit’s metric U-value must be strictly below 1.60 for windows and glazed doors, or below 2.00 for curtain walls and storefronts. Windows, glazed doors and curtain-wall/storefront systems must be new and have certified third-party performance evidence. Replacing glass while retaining a frame may qualify only with accredited independent modelling showing the complete unit meets the requirement.

Apply through Efficiency Manitoba’s myEM portal as the owner, or have your registered supplier apply for you. A supplier applying on your behalf must have a valid Supplier Participation Agreement in good standing with Efficiency Manitoba. Include the roof, wall or window assembly details so the programme can calculate an estimated incentive. Wait for written approval before purchasing or starting work.
You have one year after approval to install the upgrades. Submit the completion declaration and detailed invoices; project photos or an inspection may be required. If you install a new heating system with the upgrades, also provide proof of its purchase and installation. Efficiency Manitoba verifies the project, finalizes the incentive and pays the designated recipient.
The bonus FAQ allows projects approved more than a year ago with expired approvals to qualify for the customer bonus if completion documents are provided before 31 March 2027. This exception concerns the bonus and does not make already-paid projects eligible.
