Residential appliance and efficiency rebate
Rebates help MVU residential customers and property owners replace appliances with efficient models and make qualifying upgrades to existing homes in its Moreno Valley service area.

Buying in Moreno Valley earns a larger rebate than buying online or outside the city. The following amounts are before the programme's cost ceiling and any reduction for solar generation:

These are the application form's rates for the listed products.
The rebate cannot exceed 50% of the item's purchase price, excluding sales tax. The usual combined ceiling is $5,000 per residential customer site in each fiscal year, which runs from July 1 to June 30. An exception above that site ceiling needs City Manager approval, subject to City Council approval. Applications totaling $5,000 or more require MVU preapproval.
If you generate solar electricity and use net energy metering, MVU reduces the rebate to the share of your electricity use not offset by your photovoltaic system. For example, if MVU supplies 25% of your electricity, you receive 25% of the listed rebate.
Eligibility
The rebate is paid to the customer of record—the primary or secondary name on the MVU electric-service account—or the property owner. It cannot be assigned to a contractor or another third party. The home must be an existing residence in the MVU service area.
- Equipment must be new and installed at the service address before you submit the application. Resale, leased, rebuilt, rented, prize and partially retrofitted units do not qualify.
- Replace existing home appliances with qualifying models.
- Ceiling fans, clothes washers, dishwashers and room air conditioners must be ENERGY STAR certified at purchase. Refrigerators and freezers must also be ENERGY STAR certified. A refrigerator must have at least 15 cubic feet of capacity and replace your primary refrigerator; a freezer must have at least 7.5 cubic feet and replace your primary freezer.
- Ceiling fans and room air conditioners each have a limit of three. Clothes washers, dishwashers, refrigerators and freezers each allow one rebate every five years per customer at the same address.
- Windows and doors must replace existing units. Their U-factor, a measure of heat transfer, must be 0.35 or less, and their solar heat gain coefficient (SHGC), the share of solar heat admitted, must be 0.30 or less.
- Pool pumps must be variable-speed replacement pumps. Spa pumps and single-speed or two-speed pool pumps are excluded. One pool-pump rebate is allowed every five years per customer at the same address.
- Solar attic fans must be installed in a residence. All makes qualify, with a limit of three; provide purchase receipts and installation photos.
- Obtain a building permit when your project requires one. Failure to apply for a required permit can disqualify the rebate.
Allow an onsite inspection if MVU requests it. Refusing required verification before payment means the rebate will not be paid; projects may also be selected for evaluation or programme measurement. Continue using the funded equipment for its manufacturer-recommended service life or five years, whichever is shorter. If you do not, MVU may seek repayment of a proportionate share of the original rebate.

Complete and sign MVU's residential appliance rebate application after installation. Attach the required purchase receipt or fully paid invoice and equipment labels. Purchase evidence must show your name and installation address, equipment description, make/model, serial number where applicable, quantity, unit cost, sales tax, purchase date and vendor contact details where applicable.
Email the completed form and documents to mvuprograms@moval.org, or mail them to MVU Processing Center, P.O. Box 88005, Moreno Valley, CA 92552. Submit within four months of purchase. All measures must be installed and applications postmarked by July 31 after the fiscal year ends on June 30; both timing requirements apply. Funding is limited, rebates are not guaranteed, and the programme may end without notice. Rebates may be taxable; MVU does not cover any tax imposed on the recipient.
