Renewable self-consumption property-tax relief
Eligible taxpayers in Pamplona can reduce their property-tax bill by 50% for registered renewable-energy installations serving their home or participating premises.
Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.
The benefit reduces the property-tax amount before reductions for Contribución Territorial, Pamplona’s property tax. It covers thermal or electrical self-consumption from solar or other renewable energy. Individual systems qualify for the dwelling identified by its official property identification number (cadastral reference) only; shared electrical systems must meet the collective-installation conditions below.
The original benefit period is the three tax periods following registration of the installation, which the ordinance treats as its legalisation date. You can request the benefit before that period ends, but the specific renewable-energy rule gives effect from the tax period following your request. A late request does not start a new three-year period.
You must continue to meet the requirements in future tax periods after approval. The general tax rules normally start a requested benefit in the following year, without covering earlier years. They also describe an exception if you request a benefit before the council’s calculation of the tax becomes final and met the requirements when the tax liability arose. Those general rules apply only where the particular ordinance does not set its own rule. This renewable-energy benefit expressly starts in the tax period following your request; do not rely on a late claim to recover earlier years.
Eligibility
- You must be the taxpayer for the qualifying property in Pamplona and be up to date with payments to Ayuntamiento de Pamplona.
- The installation needs the municipal licence or, where applicable, a filed responsible declaration (declaración responsable). Your income, excluding exempt income, must not exceed four times the statutory minimum wage (Salario Mínimo Interprofesional, SMI). For individual self-consumption, use the SMI in force in the year of the submitted income-tax return, assessment or income justification.
- Heat-producing installations must have collectors approved by the competent authority. Installations required by the applicable regulations do not qualify.
- For shared electrical self-consumption, you must be associated with a collective photovoltaic installation. In a building divided into separately owned flats or premises, it must supply all or some of those units, rather than only common areas. Only the linked flats and premises can receive the reduction.

- Beschränkungen dieser Antragsrunde
- Request before the original three post-registration tax periods end; effect begins in the following tax period, within the remaining original period.[^c1][^c4]
Submit a request for the renewable-energy Contribución Territorial reduction to Ayuntamiento de Pamplona through its electronic registry using the general application form (instancia general), with an accepted electronic identity and signature.
Attach the certified installation certificate and registration records, plus high-voltage commissioning documents where applicable. Photovoltaic systems need the low-/high-voltage installation registration (BT/AT) and Navarra self-consumption registration.
Provide the income-tax return or assessment for the latest year whose filing period has ended. If you are not required to file, provide proof of income received in the year before your request. Where the managing department allows official checks, the required authorisation replaces the supporting document. For collective self-consumption, also attach the allocation agreement identifying the property address, electricity supply-point code (CUPS), allocation coefficient and every owner’s signature.
The electronic submission has an 8 MB limit. Keep the registry receipt; without it, the council has not received the request and you must submit again.
