FFI Zero Emissions

Swedish Energy AgencySchwedengeschlossen

Research and innovation grants for partnerships developing fossil-free and electrified road and work vehicles, their charging or refuelling infrastructure, and sustainable vehicle use.

Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.

FFI Nollutsläpp supports research and innovation that reduces transport’s climate and environmental impact and strengthens Swedish industry’s competitiveness. Projects can address vehicle hardware and software, power electronics, charging and refuelling, vehicles as energy storage, resilient transport energy systems, users and enabling policy. Explain the contribution to the Zero Emissions section of FFI’s roadmap and its wider sustainable-road-transport goals.

Feasibility or smaller studies last six to nine months and can request up to SEK 500,000. Full projects can last up to four years. The latest published round has about SEK 75 million available across awards; this is not a per-project ceiling.

Every project needs at least two parties and business-sector co-financing of at least 25% of its total budget, including at least 10 percentage points from private business. Requests for more than 75% support for the whole project are rejected. The programme’s separate ambition of 50% average business funding is not the minimum for each project.

Each participant’s rate also depends on its activity. Non-economic work—work outside a market for goods or services—can receive up to 100% of that participant’s eligible costs, while the project-wide limits still apply. For companies, feasibility studies and industrial research have maximum rates of 70%, 60% and 50% for small, medium and large businesses. These cover assessing a project’s potential or gaining new knowledge for products, processes and services. Experimental development, using existing knowledge to develop and test improvements, has rates of 45%, 35% and 25%; routine changes do not qualify. Basic research without a direct commercial application can receive up to 100% at participant level.

Industrial research and experimental development can gain up to 15 percentage points for qualifying collaboration or wide dissemination, with a resulting ceiling of 80% for those categories. Company collaboration must include an SME unless conducted in at least two EU countries, and no company may bear more than 70% of eligible costs. In company–research-organisation collaboration, the research organisation must bear at least 10% of eligible costs and retain the right to publish its own results. Alternatively, results must be widely shared through conferences, publications, open databases or free/open software. The 75% whole-project ceiling and business contribution remain mandatory.

Eligible costs include recorded project staff time, equipment use, building depreciation and land costs, external research, knowledge, patents, consultancy and direct operating costs. Depreciation covers the share of an asset’s cost allocated to project use. Costs must be your own, reasonable, auditable and incurred during the approved period. Unpaid work and recoverable VAT do not qualify. Overheads are shared costs such as general administration, office supplies or IT systems that do not arise directly from the project. Actual overheads are normally capped at 30% of eligible salary costs. Universities and higher-education institutions use their full-cost method. A 45% ceiling on eligible salary costs applies to research organisations constituted as limited companies or partnerships under direct or indirect state legal control, research foundations with one or more government-appointed board members, and government agencies mandated to conduct their own research, excluding universities and higher-education institutions. To qualify, the organisation must receive funding by government decision for independent research and participate through its non-economic activity, such as independent research rather than commissioned research services. Only actual overheads qualify. Economic activity, including commissioned research, must be accounted for separately; project work within that activity uses the ordinary 30% ceiling.

You cover the remaining costs and overruns. Another organisation’s unpaid contribution cannot count as your own cost. Report other public or EU funding sought, received or planned for the same costs; combined support must remain within the aid limits. Project parties cannot subcontract each other; separate related-company consultancy can qualify at the supplier’s actual salary cost.

Eligibility

Companies, public organisations, universities and research institutes can apply together. Cross-sector collaboration is encouraged. Consider gender equality and diversity in the team, leadership, work and intended effects.

For the published round, the call-specific rule says an overseas participant without a branch or activity in Sweden cannot receive agency funding, although it may co-finance the project. Explain why any foreign partner is relevant.

Company-size calculations include linked ownership and control. Small businesses have fewer than 50 staff and turnover or balance-sheet total at most EUR 10 million. Medium-sized businesses have fewer than 250 staff and turnover at most EUR 50 million or balance-sheet total at most EUR 43 million. Use figures from the latest approved financial year. For a threshold to count as crossed, the relevant figures must have been above or below it for two consecutive years; a single year’s change does not by itself change the size category on that basis. Ownership and control relationships must still be included in the assessment. Working owners and dependent consultants count as staff.

The published round allows project start no earlier than 28 November 2026, with completion by 31 December 2030, within the duration limits for the chosen project type.

The published round opened on 1 July and closed on 15 September 2026 at 23:59 Swedish time. The programme page also says it accepts applications continuously and groups them for assessment.

Apply through Mina sidor’s “Finansiering av forskning, innovation och affärsutveckling” service. The published round is “FFI Nollutsläpp – Utlysning 9”. Request permission to represent the coordinator, which receives and distributes funding, several days ahead. Write primarily in Swedish and submit a complete application. Deadline-day support ends at 16:00.

Complete the form and use the official templates for three attachments: a project description of at most 15 pages for full projects or five for studies; CVs for the project leader and every key person; and a project summary of at most two pages in 11-point type. The summary goes to an external programme council and should contain no confidential information. Projects building on earlier funded work also need a preliminary report of that work’s results. Only requested pages and attachments are assessed; links to websites or earlier project documents do not substitute for them.

Assessment weights are potential 40%, implementation 30%, gender equality 15% and participants 15%. Explain the state of knowledge, work plan, milestones, budget, competence, collaboration and use of results. Incomplete or non-compliant applications are removed; later additions require an agency request. The agency may obtain credit information and consider the programme portfolio and budget. Decisions for this round are planned for November 2026.

Awardees follow the decision’s payment and reporting schedule and seek approval for project changes. Each participant awarded at least SEK 3 million by the agency needs a certificate from an authorised or approved auditor covering that participant at final reporting. Municipalities, regions, government agencies, universities and higher-education institutions may use an internal auditor. The agency can also require a certificate for a participant below this threshold. Payments may be withheld until 90% of earlier payments have been used. Return unused funds; incorrect awards or breached conditions may lead to recovery, with interest on unlawful state aid.
