Closed loans for small and medium-sized businesses operating in Greece to invest in energy efficiency, renewable energy or green mobility, with 40% of the loan interest-free.

Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.

This programme has ended. It supported three investment routes: charging and refuelling infrastructure for low- or zero-emission vehicles; new, unused energy-saving equipment and energy-efficiency upgrades; and new renewable-energy installations, including solar and wind projects. Energy-efficiency projects could include research, certification, water-saving or recycling costs when directly linked to the energy-efficiency work.

You borrowed from a participating bank and repaid the loan. The fund supplied 40% of the principal without interest, while the bank supplied the remaining 60% at its fixed or variable rate. For the first two years from the first disbursement, the fund reduced the rate on the bank's share by 3 percentage points. The subsidy was paid retrospectively each quarter, provided this loan had no arrears exceeding 30 days during those two years. Banks also had to reduce their rate by at least 0.25 percentage points a year compared with equivalent financing without the fund subsidy.

Loans ranged from €80,000 to €8 million. The €8 million ceiling applied cumulatively to one business across all three routes and participating banks; separate investment business plans were required. Repayment lasted two to ten years, including any grace period of up to 24 months before principal repayments. Banks could require personal guarantees or security over assets; the value of security over assets could not exceed the loan principal.

The FAQ specified a 0.60% levy under Law 128/75 on the whole loan. Any file fees followed the bank's pricing policy when the loan was approved. Partial or full early repayment was allowed without a penalty or other charge.

Eligibility

The historical rules required a small or medium-sized enterprise with a legal establishment and operations in Greece, already formed when it submitted its financing application to the bank. Offshore companies, holding companies, financial-sector businesses, public bodies and their subsidiaries, and local authorities and their subsidiaries were excluded.

  • The bank had to accept the business under its credit policy. It could not be classed as financially distressed under the EU state-aid rules (an “undertaking in difficulty”) or be in insolvency proceedings. Existing bank arrears could not exceed 90 days at application.
  • The business needed an eligible Greek activity code (KAD). For businesses in several sectors, the principal activity—the activity with the highest revenue before interest, taxes and depreciation—had to be eligible.
  • Work on the investment could not have started before the written financing application to the bank. The bank checked the EU state-aid rules under Regulation 651/2014: Article 17 for mobility, Article 39 for energy efficiency and Article 41 for renewables, together with the regulation's common conditions. Article 38b also allowed energy service companies to carry out energy-efficiency investments for third parties.
  • There could be no outstanding order to recover unlawful and incompatible EU state aid, no exclusion under Article 40 of Greek Law 4488/2017, and no exclusion by the European Investment Bank (EIB) at either application or loan signing.
  • Businesses with earlier HDB or ETEAN loans had to have no terminated loan or arrears exceeding 90 days. Where they had such a history, the FAQ allowed eligibility after full repayment before application, or, for guarantee programmes, if HDB had not paid the guarantee by signing; debts registered with the tax office could qualify under a repayment arrangement still in force at application.

VAT, agricultural land, goodwill, mineral-exploitation licences or rights, agricultural production rights, and duties, taxes, fees and contributions were excluded. Other land could be financed only when technically necessary for the investment, up to 10% of the total investment plan.

HDB has closed KYC applications and admission to this fund. Use the official programme page for the archived terms.

The historical application started on HDB's Know Your Customer (KYC) platform. After eligibility checks, the application went to the selected banks for non-binding offers. Receiving an offer generated a unique KYC code. The business then applied through the State Aid Information System (PSKE) at ependyseis.gr, entering that code and naming the bank whose offer it had received.

The first loan disbursement had to occur within four months of signing and by 30 June 2025. Instalment disbursements had to finish within 36 months of the first disbursement and no later than 30 June 2026, whichever came first.
