Grants help Croatian park institutions install renewable energy, electric vehicles and boats, batteries, charging and grid upgrades.

Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.

This call supports the green transition of Croatia’s national and nature parks through own-use renewable energy and lower-emission park operations. Call MF-2026-3-1 is financed by the Modernisation Fund investment programme MF-2026-1 HR 0-002, confirmed as a priority investment by the European Investment Bank and covered by Commission decision C(2026) 4325.

You can fund solar electricity systems, including solar systems combined with small wind turbines; heat pumps for domestic hot water, optionally combined with space heating or heating and cooling; solar thermal collectors for domestic hot water, optionally combined with space heating; wood-chip, pellet or wood-pyrolysis boilers for space heating, optionally combined with domestic hot water; new electric road vehicles and boats; batteries and vehicle charging; and upgrades to transformers and associated electricity infrastructure you own. Batteries qualify only alongside solar generation or electric transport, or when added to an operating photovoltaic installation. Charging costs qualify for the electric vehicles covered by activity A3. Design documentation and project management must accompany at least one investment activity; supervision and construction safety coordination qualify where applicable.

The grant ranges from €10,000 to €7.5 million per project and covers up to 100% of eligible costs. The call has €18 million available. You must cover excluded costs and any gap between eligible costs and the grant. For solar panels, kWp and MWp measure peak generating capacity (1 MWp = 1,000 kWp). Photovoltaic works and equipment costs are limited to €1,100/kWp for panel capacity below 1 MWp and €890/kWp above 1 MWp. Eligible installed capacity is at most 50% above the grid connection’s import capacity. Supervision and construction safety coordination are capped at 1%, technical documentation at 3%, and external project management at 1% of eligible works and equipment costs.

VAT is excluded, together with used equipment, land/property purchases, asset rental, maintenance and operating costs, your employees’ labour, accounting/audit costs, leasing and finance-related charges. Air-to-air heat pumps, thermosiphon solar thermal systems, fossil-fuel or waste-based energy equipment and previously subsidised vehicles are excluded.

Eligibility

Only public institutions managing the following Croatian parks can apply:

  • National parks: Brijuni, Kornati, Krka, Mljet, Paklenica, Plitvička jezera, Risnjak and Sjeverni Velebit.
  • Nature parks: Biokovo, Dinara, Kopački rit, Lonjsko polje, Medvednica, Papuk, Telašćica, Velebit, Vransko jezero, Žumberak – Samoborsko gorje, Lastovsko otočje, Zagorske gore and Učka.

Your institution must fulfil previous FZOEU grant contracts on time and in full, supply truthful information, and have no unpaid public dues. A due tax debt of €1.50 or less is disregarded; the tax-clearance certificate must be no more than 30 days old at application. The same costs cannot also receive EU or other public funding.

The investment must be in Croatia and demonstrate energy savings or greenhouse-gas reductions through the required calculations and result indicators. It must meet the “do no significant harm” principle: show how the investment avoids significant harm to climate mitigation, climate adaptation, water, circular economy, pollution and biodiversity. For activities requiring a main project design, document each objective with clear references to the relevant design pages and, where cost items demonstrate compliance, those items. If an objective is unaffected, explain why. Include the applicant declaration and, where required, the main designer’s declaration and project documentation. For electric transport activity A3, prove compliance with a certificate of conformity or an equivalent document when claiming payment.

For works, provide applicable building and environmental approvals. The land or existing building must belong to your institution or Croatia; where you rely on co-ownership, lease, easement, concession or another use right, demonstrate rights lasting at least five years beyond expected project completion. Projects consisting only of electric transport activity A3 are exempt from these land/building, building-approval and main-designer requirements.

New electric road vehicles must be approved for road use in Croatia and first registered there after purchase. Eligible categories cover L1–L7, M1–M3 and N1–N3; boats must serve park transport or operations. Vehicles and equipment running on fossil fuels, including natural gas, or waste are excluded. For renewable generation funded by this call, confirm you receive no guaranteed purchase tariff and will not apply for one from application until three years after project completion.

Secure financing for your share before applying. Do not begin implementation before submitting the application or finish before signing the grant contract. Implementation begins when you make a legally binding commitment, such as signing a supply contract or placing an order that makes the investment irreversible; preparing the application documents does not count as starting implementation. Implementation can last at most 36 months from contract signature. Earlier design-documentation costs can qualify if incurred from 1 January 2026.

  • Closes earlier if the allocation is exhausted. Submission time is the post office acceptance time recorded in postal tracking.

Use the official call listing to download the prescribed forms. Your authorised representative must prepare the application and required documents in Croatian using Latin script, put the electronic files on a USB device, and send it in a sealed envelope exclusively by registered mail with return receipt to Fond za zaštitu okoliša i energetsku učinkovitost, Radnička cesta 80, 10000 Zagreb. Mark the envelope with your institution’s name and address, the date and time accepted by the post office, and “MF-2026-3-1”. The post office acceptance time recorded in postal tracking determines submission time. You may submit several proposals only when their eligible costs and documentation are separate.

Applications are accepted until the stated deadline or funds run out, whichever happens first. The administrator publishes closure and reopening notices. The current listing marks this call open.

After contracting, follow applicable public procurement or internal simple-procurement rules. Send a payment-claim plan within 30 days of the contract taking effect. You can request a one-off advance of up to 30% of the award; account for the full advance with expenditure and payment proof before further payments. Payment claims can be submitted at most once every three months, with progress, procurement, invoice and payment evidence. Costs must be incurred and paid, and the complete final claim submitted, no later than six months after implementation ends. If your actions or omissions lead to no grant payment within 12 months of contract signature, the Ministry and Fund may terminate the contract and you may lose the award.

Submit progress reports within six months of the contract taking effect and every six months thereafter while the contract lasts, annual reports by the end of February for the previous year, and a final report with the final payment claim. Keep expenditure/payment records available for five years after the final payment and allow inspections. Maintain equipment, project results and indicators for the same five-year period; ownership or other changes must not undermine the original objectives or give an unjustified advantage. Separately, funded rights or assets cannot be transferred to other people or locations for five years after implementation ends, whether for payment or free of charge. Transferring the grant contract or its payments requires the Ministry’s prior written consent.

Request contract changes in writing, with reasons and evidence, at least 30 days before the proposed action. Changes require all parties’ agreement and Fund approval before you act, and cannot increase the award. Breaches of durability or proper-use requirements can trigger repayment. Misused sums must be returned; when the Fund or Ministry determines repayment is required, repay within 15 days of written notice with statutory default interest from disbursement until settlement. Contract termination also requires repayment, interest and compensation for resulting damages.
