Green roof grant
Owners, resident tenants and school authorities in Katwijk can receive a grant to install a planted roof on an existing home or school.
Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.
A green roof stores rainwater and helps cool the surrounding area. The grant pays €50 per square metre, up to €1,000 per roof for owners and tenants or €10,000 for school authorities.
The roof must be accessible only for maintenance. Its planting system must include a root-resistant layer, drainage, growing substrate and drought-resistant vegetation.
Eligibility
- The property must be an existing dwelling, including a business dwelling, or an existing school in Katwijk. The scheme also treats holders of a ground lease (erfpacht) or a right to own a building on another person’s land (opstal), owners’ associations, housing corporations and holders of apartment rights as owners. Cooperative members with exclusive use of a home owned by their cooperative also qualify. Resident tenants need written owner consent, and joint owners must apply together.
- Install at least 5 m² of green roof. Design, construction and maintenance must be sound and comply with building rules. You are responsible for obtaining required permits; the grant does not guarantee a permit.
- Keep the green roof in good condition for at least five years and sign the maintenance declaration.
- Apply within three months after completing the roof. Another municipal grant for the same roof excludes support, except the Stimuleringslening Duurzaam Katwijk. You cannot receive a further award after five roof grants under this scheme.
- The municipality may refuse an application for bankruptcy, a suspension of payments or a pending court petition for either, misleading information or work that does not comply with the scheme. General refusal grounds include insufficient benefit to Katwijk, insufficient demonstrated need, unlawful or profit-making activities, unreasonable cost in relation to results, insufficient cooperation or added value, municipal policy priorities, and party-political or religious activities. An institution’s general reserves above 10% of operating expenditure may also lead to refusal. The municipality can require proof that you can organize and carry out the work. EU state-aid restrictions apply where relevant.
Tell the municipality promptly in writing if you cannot meet the grant conditions, or if relevant financial or organizational changes affect them. Legal entities must also report changes to their statutes, board or continued operation. Follow any reporting conditions in the award; failure to comply can reduce or cancel it. Schools awarded more than €5,000 must request final settlement with an activity and results report, normally before 1 May after the grant year or four months after the subsidy period, unless the municipality sets different requirements.

- Funding is nearly exhausted; applications are still accepted. After exhaustion, new applications enter a waiting list for the following year.
- Apply within three months of completing the roof.
Apply through Gemeente Katwijk’s green roof application portal after completing the roof. Attach an itemized invoice, a photo of the completed roof and the signed five-year maintenance declaration. Tenants must also attach written owner consent.
Funding is nearly exhausted, but the municipality currently still accepts applications. Once it is exhausted, new applications go onto a waiting list for the following year. The 2026 rules expire at the end of December; you must still submit your application within three months after completing the roof.
Complete applications are considered in order of receipt. A same-day lottery applies if that day’s applications exceed the available budget. The annual budget is €30,000, including a €20,000 allocation for schools. If information is missing, you get one two-week opportunity to complete it; your receipt date then becomes the date the application is complete.
The municipality decides within four weeks of receiving a complete application. A late decision does not mean approval. Payment follows within six weeks of the award, and no advance is paid.
