Sustainability loan for owners’ associations and sport or culture organisations
Borrow for energy-saving building improvements in Barneveld through an owners’ association or a sport or culture organisation.
Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.
You can finance measures such as photovoltaic solar panels with their inverter, insulation, triple glazing and insulated exterior doors. For a renovation or extension, the loan covers the energy-saving measures, rather than the renovation itself.
Sport or culture organisations can borrow €2,500–€25,000; owners’ associations (VvEs) can borrow €2,500–€50,000, including VAT. The loan normally equals the actual costs accepted by the municipality: necessary materials and work, potentially including energy advice, permit fees, loan-arrangement costs and specialist labour, after deducting your own contribution and assistance received or due from others. The municipality also rejects accepted actual costs outside the relevant €2,500–€25,000 or €2,500–€50,000 range, or costs it considers unreasonable for the result.
Barneveld allocates the funding and SVn assesses, provides and manages the loan. It is an annuity loan with a maximum term of 15 years: regular payments cover interest and repayment, and the debt must be fully repaid by the end. Interest is calculated on the outstanding debt. The starting rate is the SVn Duurzaamheidslening rate on the date of the municipal decision. The loan documents specify whether that rate is fixed for the whole term or an agreed period. After such a period, SVn resets the rate using its rate for comparable new loans with the same fixed-rate period; if the remaining loan term is shorter, its next longer fixed-rate period applies unless that rate is higher than continuing the existing period.
SVn’s 2026 business application fee is 1% of the principal, with a minimum of €1,500, withheld from the loan. Within this offer’s loan amounts, that minimum applies, reducing the money available for the work. Notary, valuation and financial-advice costs are additional and paid by you. A loan up to €25,000 uses a private deed; above €25,000 it needs a notarial deed. You can repay early without extra charges, with a minimum extra repayment of €250. You still owe repayment if an installer or contractor fails to fulfil their agreement.
The loan is paid into a building account rather than as unrestricted cash. Submit invoices using SVn’s claim forms; SVn pays contractors directly or reimburses an invoice you have paid after receiving proof of payment and approving it. You cover any invoice balance that exceeds the account’s funds, and cannot deposit your own money into that account. It normally runs for 12 months, with one requested extension of up to 12 months. It closes when the funds are fully used or the work is completed, and no later than 24 months. Unused funds repay the loan. SVn may also close it after six months without transactions and use the remaining funds to repay the loan.
Eligibility
- An authorised representative must apply. A sport or culture organisation must be in Barneveld, active in sport and/or culture, and own or rent and use the accommodation. This entry covers VvEs with more than ten members: associations in which apartment owners are members and which manage shared spaces and facilities.
- The property must be suitable and intended for permanent residence for a VvE, or for the organisation’s activities. Existing property, renovations, new buildings and detached ancillary buildings on the same plot are covered. Homes with an internal office of up to 135 cubic metres are also included; the municipality may depart from that rule in special cases such as monuments.
- Your plans must demonstrably reduce energy demand or CO₂ emissions, or increase the share of renewable energy. For the insulation examples above, the minimum Rd value is 3.5 for wall, roof/attic and floor/ground insulation, and 1.1 for cavity-wall insulation. Rd describes resistance to heat loss. Window insulation, including its frame, must use at least triple glazing with U ≤ 0.8; an insulated exterior door needs U ≤ 2.0 W/m²K. U describes how much heat passes through: a lower value means less heat loss.
- Apply before the measures have started or been carried out. Each VvE or organisation may apply only once every four years. Applications are handled in order of receipt; an application is rejected if the municipal budget is insufficient.
- SVn assesses whether your finances are stable enough to carry the extra monthly payments alongside existing commitments. Approval normally depends on a positive credit assessment; the municipality can make a reasoned exception in specific cases for legal entities after negative credit advice.
SVn may lend with or without a mortgage and may require extra security or conditions. A mortgage requires ownership of property over which it can take security. SVn can require additional rights over assets sufficient to secure the debt. Joint borrowers are normally each liable for the whole debt; for a loan to a VvE and its members, each member instead owes their share according to their fraction in the association.
Keep adequate insurance for the organisation’s activities. Notify SVn immediately of changes to corporate structure, and provide the annual report prepared by a recognised firm as soon as ready and within six months after the financial year ends. Supply requested financial information and report important financial or operational changes without waiting for a request. Send documents relevant to the loan, including material decisions and permits, immediately. Late payment can incur statutory interest and administration or collection costs; breach of lending obligations or materially incorrect application information can lead to SVn demanding repayment after written notice.
If a mortgage is required, keep the secured property maintained and insured at rebuilding value. Written SVn consent is required for transfers, alterations, division into apartments, and letting or changes to letting agreements. SVn can require a valuation at your expense; according to the offer, the result may lead to a rate adjustment or required early repayment.
How to apply

- Laufende Antragstellung
- Beschränkungen dieser Antragsrunde
- Apply before work starts; once every four years per VvE or organisation. Allocation depends on available municipal budget.[^c14][^c18]
- After a positive municipal decision, submit to SVn within eight weeks.[^c15]
Submit the municipal online assessment before starting work. The organisation route uses eHerkenning level 2+. Provide a summary of an energy-advice report, the proposed measures, actual costs supported by quotations, and a work schedule.
After a positive municipal decision, apply to SVn with that decision and all requested information within eight weeks. The municipality may revoke its allocation if you miss that period, provide incorrect information or fail to meet its rules. SVn then performs the financial assessment and arranges the loan and invoice payments through the building account.
