SEPP electric car grant

Netherlands Enterprise AgencyNiederlande2000–2950 EURnicht verfügbar

Closed grant for Netherlands residents who bought or privately leased a new or used fully electric passenger car.

Diese Finanzierungsmöglichkeit ist derzeit auf Englisch beschrieben.

SEPP helped individuals switch to fully electric passenger cars to reduce CO₂ emissions. In 2024, the grant was €2,950 for a new car or €2,000 for a used car, whether purchased or privately leased. The programme is permanently closed.

For purchases, the grant was paid after final approval to your own bank account. The car had to remain continuously registered in your name for three years from registration in your name. An early sale could lead to repayment of 1/36 of the grant for each full month of the remaining obligation.

Private-lease grants were paid in 48 monthly instalments to your own bank account. Registration in your name had to continue for four years: from first registration and registration in your name for a new car, or from registration in your name for a used car. If you stop early, report it to RVO; payments stop and overpaid instalments must be repaid.

After final approval, you may replace the car with another qualifying electric car and qualifying purchase or lease agreement for the remaining required period. Request a change to the decision and provide the replacement registration number and signed agreement. The subsidy cannot be transferred to another person.

Keep the purchase agreement for three years or the lease agreement for four years from the relevant registration in your name, and show it on request. Report material changes, debt-restructuring, payment-moratorium or bankruptcy requests, and actual or expected failures to meet obligations promptly. Cooperate with requested checks and evaluation research; the award decision may impose additional duties.

Eligibility

The closed 2024 intake required the following:

  • You were an individual with a residential address in the Netherlands, and could receive SEPP only once during the programme. Purchased cars had to be held as private assets.
  • You signed a written purchase or private-lease agreement in 2024 and applied after signing. A private-lease company had to carry the Keurmerk Private Lease quality mark, and the agreement had to be covered by that mark.
  • The car was fully electric from its first admission; hybrids and cars converted later did not qualify. Its official tested range was at least 120 km, using WLTP or NEDC if WLTP data were unavailable. New cars had matching dates of first admission, first registration in the Netherlands and registration in your name.
  • The catalogue price was €12,000–€45,000 inclusive: for new cars, tested when signing; for used cars, the original catalogue price at first admission. This is the official new price including VAT, BPM vehicle tax and options fitted before registration, rather than the used-car purchase price.
  • A used purchase had to be from an RDW-recognised vehicle-stock dealer. A used car bought or leased could not previously have been registered to you or someone at your address.

For existing claims, RVO allows consideration of an unforeseeable catalogue-price increase between signing and registration if you can demonstrate it when asked. Its FAQ also allows leniency where delivery in 2025 pushed the price above €45,000 because of the €667 BPM charge. The RDW registered catalogue price is otherwise used to check the vehicle.

How to apply

Beschränkungen dieser Antragsrunde
  • Historical final intake. Only agreements signed in 2024 were eligible; applications could stop earlier when the applicable budget was exhausted.

New applications are no longer possible. Existing recipients can use RVO’s “Aanvraag bekijken en beheren” service, log in with DigiD and select their claim under “Mijn aanvragen”. Submit personal-data changes through “Een wijzigingsverzoek sturen”; changing only your profile is insufficient. For a replacement after final approval, choose “Een verzoek tot kentekenwijziging sturen” and attach the signed purchase or lease agreement.

Before you have reported the registration number, RVO can check a modification to an existing agreement if the agreement and car still meet SEPP conditions. Upload the amended agreement or email SEPP@rvo.nl. Signing an entirely new agreement instead requires a new application, which is unavailable because SEPP has ended. For force majeure or doubt about this change, email RVO with your case number, agreement and reason.
