Consultancy worth up to SEK 70,000 helps small and medium-sized businesses operating in Gävleborg assess energy savings, material reuse and circular business models.

Get help from consultants contracted by Region Gävleborg to prepare your business for a circular transition: using resources more efficiently and reusing materials. Support covers energy assessments, ways to reduce waste and reuse material, market analysis for new products, processes and services, circular business models, and analysis to prepare investments. You receive consultant services worth up to SEK 70,000. Work can last up to six months and Region Gävleborg follows it up.
A company normally receives one consultancy award. A further award requires a special assessment.
Eligibility
- Your small or medium-sized business must operate in Gävleborg county and intend to develop its business in a circular direction. The consultancy is aimed at businesses beginning this transition, to assess energy use or explore their options before taking further steps.
- For an energy assessment, your business must use at least 200 MWh of energy a year and must not be subject to the Swedish law requiring energy audits in large companies (EKL).
- Businesses in primary agricultural production, fishing or aquaculture cannot apply.
The consultant services count as indirect de minimis aid: public support subject to a cumulative ceiling. Your single undertaking may receive no more than EUR 300,000 in de minimis aid from Sweden over any rolling three-year period. Companies count together if one controls a majority of voting rights, has the right to appoint or remove a majority of the members of the administrative, management or supervisory body, has dominant influence through a contract or constitutional documents, or controls a majority of voting rights through an agreement with other shareholders. These relationships also count through other companies.
Combining this aid with other State aid for the same eligible costs must not exceed the applicable maximum aid amount or rate. Aid cannot support export quantities, export distribution networks or other current export costs, or depend on using domestic goods or services instead of imports. For agricultural processing or marketing, aid cannot be calculated from the price or quantity of products bought from primary producers or marketed, or be conditional on passing it to primary producers.

Apply using the consultancy application form on Region Gävleborg’s website. Describe your business, the support you need and how you will use the results. For an energy assessment, provide annual energy use by energy source and your premises’ area. If several businesses apply together, each must submit its own application.
Region Gävleborg contacts you after submission to obtain a de minimis aid declaration before deciding. The form asks for indirect de minimis aid received in the current year and the two preceding years; this reporting request is separate from the legal rolling three-year ceiling. The declaration must be approved before consultancy work begins. Applications are handled continuously, with processing taking approximately four weeks.
