Biogas production support
Raw-biogas producers operating in Sweden can receive support per kilowatt-hour for manure-based gas and gas upgraded to methane-network quality. The 2026 production round closed on 15 December 2025.

This operating grant supports renewable gas production and reduces agricultural methane emissions. Maximum premiums per kilowatt-hour of produced gas are SEK 0.30 for upgrading to biomethane, or SEK 0.45 for upgrading and then liquefying it. The manure-derived share can receive an additional SEK 0.40: up to SEK 0.70 when upgraded or SEK 0.85 when upgraded and liquefied. Manure gas can receive its SEK 0.40 premium without either processing step.
Actual support depends on available funds and the project’s funding gap: support must not exceed what is needed after eligible costs and income are considered. The cumulative ceiling is EUR 30 million per project over the years it receives aid, including other support for the same eligible costs. A project usually means the biogas plant. A new complete production line, with digestion and upgrading and any liquefaction, can be a separate project even on the same property. Outsourced processing belongs to the raw-gas producer’s project; a contractor’s liquefaction plant does not gain a separate ceiling just by processing gas. Earlier production and manure-gas support counts; Klimatklivet investment aid does not count towards that same-cost ceiling, but investment grants must be declared and deducted from the relevant capital costs.
Payments are advances against forecast production. Lower output, unmet conditions or excessive compensation can trigger repayment; higher output does not bring extra support. Recovery for excessive compensation carries interest from payment, while ordinary production shortfalls attract interest if repayment is late.
Eligibility
- Only the raw-gas producer may apply, and raw gas must be produced in Sweden. Another company may upgrade or liquefy it, but the producer must document that processing and apply for the whole chain. The same volume cannot be funded twice.
- Upgraded gas must meet methane distribution-network quality. Feedstocks must be on the full call’s permitted list, for example manure, sewage sludge and straw; check the complete list and its qualifications. Landfill gas is excluded.
- Installed production capacity must not exceed 50,000 tonnes a year. Connected equipment must burn gas that cannot be used during excess production or operational disruption.
- The call normally requires a sustainability decision (hållbarhetsbesked) for gas upgraded and liquefied. This is the agency’s approval of the business’s system for checking fuel sustainability. The stated exception applies where the plant uses biogas to produce electricity, heating or cooling below 2 MW.
- The business must pass EU financial-difficulty tests, including those concerning bankruptcy, compulsory liquidation, business reconstruction and debt restructuring. Accumulated losses exceeding half the share capital or equity trigger the loss test for large businesses and for small or medium-sized businesses older than three years. Rescue aid that has not been repaid, or restructuring aid where the business remains under a restructuring plan, also triggers exclusion. The full call gives the remaining applicable tests, including additional debt and earnings tests for large businesses. Support is also barred by an unpaid recovery demand for aid the European Commission has declared unlawful and incompatible with the internal market. Awards above EUR 100,000 require consent to publication of aid information.
- Report reasonable, actual, auditable production costs for the support period. General company overhead, customer delivery, filling-station operation and customer reception costs are excluded.

Use Biogasstöd on Mina sidor. First request permission to represent the producing organisation; allow a few days. Attach a power of attorney if you cannot legally sign for it. Public bodies and similar organisations must document the representative’s authority; all partners in a simple partnership must sign its authorisation.
Submit company, plant, payment-account and contact details, forecast production in kWh, income and itemised production costs. Declare public investment aid received or requested. The agency checks credit information and may request additions.
After the support year, report actual output, costs and income, with quantity records and contracts for outsourced upgrading or liquefaction. Keep accounting and technical records available for checks; missing reports can trigger recovery. Notify the agency about an ownership or asset transfer so that responsibility for reporting and possible repayment is resolved.
