We Save energy rebates
Utility bill credits for residential electricity customers buying efficient appliances or recycling an extra working refrigerator or freezer.

The residential appliance route pays $25 for each new ENERGY STAR certified refrigerator, freezer, dishwasher, clothes washer, electric clothes dryer or dehumidifier, limited to 50% of the price paid. ENERGY STAR identifies appliances certified to use less energy than regular models. Approved rebates become credits on your utility bill.
A $50 recycling bonus covers removal of a full-size secondary refrigerator or freezer: an extra unit that was still working before removal.
Eligibility
- You must have an active residential account and receive electricity from the City of North St. Paul. Commercial accounts do not qualify for this residential route.
- A new appliance must be on the ENERGY STAR list when purchased; ask your retailer if unsure. Electric clothes dryers must hold at least 4.4 cubic feet.
- Apply within one year of the purchase date on your receipt. There is a limit of one rebate per appliance per customer account per year. Funds are limited and requests are processed in order of receipt; rules and amounts can change.
- For the recycling bonus, the removed refrigerator or freezer must be full-size, secondary and working before removal. Proof must explicitly say it was recycled; a receipt saying only “haul-away” or “pick-up” is insufficient.

Complete and sign both pages of the appliance application. Attach a dated receipt showing each appliance’s manufacturer and model number, and its yellow EnergyGuide label with the ENERGY STAR logo. The label is not required for dehumidifiers or clothes dryers. Application details must match the invoice; incomplete applications are not processed. Your signature certifies accuracy and allows MMPA to verify the information.
For a recycling bonus, complete and sign the separate recycling form included in the same PDF. Attach a receipt stating the unit was recycled or a retailer’s Proof of Recycling Certificate.
Mail the forms and attachments to City of North St. Paul, 2400 Margaret Street, North Saint Paul, MN 55109. You can also bring them to utility staff, use the overnight utility dropbox or email Utility Billing at barb.huelsman@northstpaul.org. The City reviews applications and applies approved rebates to your utility bill. Apply by November 30, 2026, while funds remain available.
