Home Insulation Rebate and air-sealing bonus
Efficiency Manitoba rebates eligible insulation materials for existing, year-round Manitoba homes. Funding depends on the area insulated and the added insulation value; qualifying air sealing can add CAD 500–1,000.

The Home Insulation Rebate covers eligible attic, wall and foundation insulation. Its air-sealing bonus rewards reducing air leaks as part of an eligible insulation project; it is not available for air sealing alone.
The insulation rebate equals the rate below × added R-value × square feet insulated. R-value measures resistance to heat flow: a higher value means more insulation. Use Efficiency Manitoba’s per-inch insulation chart to calculate the original value. Each area must meet both its original and final R-value conditions.

Only added insulation value earns a rebate. Each area’s payment is capped at the insulation-material cost, including taxes, needed to meet the final R-value requirements. Insulation above the final requirement, labour, siding, lumber and hardware are excluded. Insulate at least 100 sq ft per area; joist headers may cover less.
The air-sealing bonus is CAD 500 for a 10% improvement in air leakage, CAD 750 for 20%, or CAD 1,000 for 30%. Before-and-after EnerGuide evaluations use a blower-door test to measure air changes per hour (ACH), the rate at which air leaks through the home under the test conditions. Efficiency Manitoba calculates the improvement from those reports. Evaluations are required for the bonus, not for the insulation rebate alone.
Eligibility
You must own the Manitoba residence, be one of the active Manitoba Hydro account holders and be responsible for paying that account. You must be eligible for Manitoba Hydro’s household electricity and natural-gas tariffs. You or your tenant must occupy the home 12 months per year, with heating throughout September–May.
The home must have been built before 2010 unless Efficiency Manitoba agrees otherwise in writing. Eligible types are detached, semi-detached, or mobile/modular homes on permanent foundations with permanent water supply. Buildings with more than four residential units are excluded. This is for renovations: new homes, additions, commercial property, seasonal or vacation rentals, unoccupied or unheated buildings, garages and outbuildings are excluded.
Porches, verandas, sunrooms, barns, mobile-home skirting or floor insulation, and converting unheated areas to heated space do not qualify. Foundation upgrades in a home relocated to a new foundation are excluded. Above-ground foundation sections and gable ends—the triangular walls under a pitched roof—do not qualify under the exterior-wall category. A crawlspace must be less than two feet below ground and less than four feet in total height.
Only one application per insulation area per home is accepted, and an area already rebated cannot qualify again. When replacing insulation, including damaged material, only improvement above its original R-value qualifies. Provide acceptable evidence of the original insulation; if it cannot be verified, Efficiency Manitoba may determine eligibility or assign default values based on the construction year. Insurance or other third-party funding may make the project ineligible at its discretion.
Buy new materials in Canada through the registered contractor or retailer named on your application. Thermal values must be verified under recognized Canadian standards through Canadian Construction Materials Centre (CCMC) reports; reports from another testing organization require Efficiency Manitoba approval. Foams with blowing agents require tested long-term thermal resistance under CAN/ULC-S770, which measures performance after aging, rather than manufacturers’ advertised values. Sound- or fireproofing products without a verified thermal R-value are excluded.
Disclose other energy-conservation funding already received or reasonably expected from federal, provincial, Manitoba Hydro or Efficiency Manitoba programmes. Those products are ineligible unless Efficiency Manitoba agrees in writing. A contractor or retailer cannot apply for or receive this rebate for a home they own. Other homeowners can install the insulation themselves, while applying and buying through a registered supplier.
For the bonus, the pre-retrofit EnerGuide evaluation cannot predate 1 January 2025. If you had a post-retrofit evaluation after that date, use that report as the new baseline and obtain a new post-retrofit evaluation after this project. A new baseline evaluation is required if, after the earlier evaluation, the home participated in Efficiency Manitoba offers or underwent other upgrades that would affect air leakage.

- Eligible Manitoba homes only. Approval before materials or work; complete and file within 12 months after approval, with final paperwork also due within 30 days after completion.
Choose a registered contractor or retailer through the official offer’s supplier directory. Complete and sign the application and project summary with the supplier, who submits them to Efficiency Manitoba. Obtain Efficiency Manitoba approval before buying materials or starting any work, including removal of drywall, stucco or existing insulation. Complete any required pre-verification inspection first, even if you already have an EnerGuide report.
For the air-sealing bonus, book and pay for the pre-retrofit EnerGuide evaluation before any work. Share the results with your supplier to plan the project. Once approved, buy through the same supplier. For the bonus, complete comprehensive air sealing before installing the insulation upgrade. Complete both within 12 months of approval. Obtain required permits and comply with the Manitoba Building Code and applicable bylaws. After the work, obtain the bonus’s post-retrofit evaluation.
You and the supplier must sign and date the completion declaration. Efficiency Manitoba must receive it and fully paid material invoices or receipts within 30 days of completion and no later than 12 months after approval. Include both EnerGuide reports for the bonus. Invoices must separate material costs from labour and taxes, identify products and quantities, and deduct returns or discounts; contractor invoices must also identify the site, insulated area, added and final R-values and a customer name matching the Hydro account.
Keep supporting records for 24 months after approval. Allow verification visits, attend them and give at least 24 hours’ notice to reschedule; verification may occur up to 12 months after final paperwork. Report relevant ownership or project changes in writing. Loss of required account-holder status or other noncompliance can cancel an unpaid rebate or require repayment under the terms. The final amount depends on verified work and costs; approved payment is by mailed cheque. The programme may change or end, affecting applications in progress.
