A municipal grant tops up cantonal support for insulating existing buildings in Roggwil TG.

Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.

You can receive a municipal grant equal to 50% of your cantonal building-renovation award, up to CHF 10,000 per property. Combined municipal, cantonal and federal support must not exceed 50% of the investment in the supported work.

This entry covers ordinary roof, external wall and floor insulation with a cantonal award of at least CHF 1,000 and below CHF 10,000. The canton pays CHF 40 per eligible square metre, subject to a ceiling of 50% of the insulation investment. Window areas are deducted from facade areas. The municipal fund also supports other measures; this entry covers this insulation route.

Eligibility

The property must be in Roggwil TG. Municipal property is excluded. This route is for property owners and landlords with a building permit issued before 2000.

  • Insulate parts already lawfully heated, or outside surfaces of unheated rooms directly above or below a heated storey. New extensions, additions and extra storeys are excluded.
  • After renovation, the U-value, which measures heat passing through a building part, must be no more than 0.20 W/m²K. For walls and floors more than two metres underground, 0.25 W/m²K is allowed. The U-value must improve by at least 0.07 W/m²K; ground reduction factors cannot be counted.
  • You cannot combine this route with a Minergie modernisation grant. A further insulation application is possible only after the current application has been paid or withdrawn.
  • Show investment costs including VAT through invoices; your own labour does not count. Work must be professionally planned and carried out. Allow access to project documents and any site inspection, obtain required permits before payment and declare the grant for tax purposes.
  • Landlords must pass the reduction in property costs resulting from the grant on to tenants. Cantonal and federal projects are excluded. Projects of Thurgauer Kantonalbank, Gebäudeversicherung, Pädagogische Hochschule Thurgau, Pensionskasse Thurgau, Elektrizitätswerk des Kantons Thurgau and thurmed are outside this entry’s ordinary route because special conditions apply.
  • Measures in companies subject to a CO₂ Act reduction obligation or emissions trading are excluded, as are measures supported by a private climate organisation such as KliK or Energie Zukunft Schweiz, and measures under federal agreements pursuant to Article 4(3) of the CO₂ Act.
  • Used equipment is excluded. Replacing previously canton-subsidised installations requires them to be at least 15 years old or technical grounds for replacement.

There is no entitlement to a grant. Roggwil decides in receipt order and may attach conditions, including how a project fits the townscape or landscape. Intake stops when the annual allocation is committed; cantonal budget limits can also cause waiting lists or delayed payment.

How to apply

  • Apply before work starts. New applications stop once the annual municipal allocation is committed.[^c5][^c6]

First submit the cantonal application through the Thurgau energy funding portal before insulation starts. The owner or authorised representative remains responsible for timely submission. For this route, obtain the cantonal award and then send the municipal form to Energiekommission Roggwil before work starts; retrospective municipal requests are excluded.

After completion, submit the canton’s payment confirmation, final accounts, acceptance report and photos to the municipality. Payment follows completion and acceptance or the cantonal payment confirmation. The municipal award lasts at most two years; claim the cantonal payment within two years of its award unless extended.

Deviating from the municipal award may reduce or cancel payment. Wrongfully obtained municipal grants must be repaid, including where information was false or award conditions were not met. The canton may revoke its award or reclaim payment with interest for false information or unmet conditions.
