Duurzaamheidsfonds building improvement loan
Borrow €15,000–€250,000 for energy improvements to an organisation’s own community or business building in Gouda.
Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.
Finance insulation, solar panels or a heat pump through Duurzaamheidsfonds Gouda. Ecological research and protection for animals living in the building qualify only when combined with another eligible measure and necessary and effective for carrying it out.
The loan cannot exceed accepted actual costs after deducting subsidies received or expected for those costs. Eligible actual costs must also fall between €15,000 and €250,000. You repay principal and interest through an annuity loan over 15 years; the municipality sets the interest rate when allocating the loan. SVn assesses your finances and issues the final offer. If the agreed fixed-rate period ends before the loan does, SVn resets the rate using its then-current rate for comparable new loans.
SVn deducts a closing fee of 1% of the loan, with a minimum of €1,500 and maximum of €7,500, so the amount available for the work is lower than the loan principal. Advice, valuation and notary costs are additional. You may repay early, fully or partly, without a repayment charge.
If SVn pays the loan into a building account, it pays approved invoices to contractors or reimburses you after proof of payment and approval. The account lasts 12 months and can be extended once by up to 12 months. Unused funds at closure repay the loan; you pay invoice amounts exceeding its remaining balance yourself. SVn can close the account after six months without transactions. Credit interest on the account balance is paid for up to 12 months and offsets your periodic payments.
Eligibility
- This entry covers building-owning legal persons: associations, foundations, church bodies, cooperatives and small or medium businesses with no more than 100 employees. The building must serve a community or business function in Gouda.
- The municipality checks the measures and costs, and SVn independently decides whether it can lend after assessing your finances. Costs must be reasonable compared with the result; CO2 reduction leads the municipal assessment. A municipal allocation letter is required before applying to SVn.
- For owners borrowing up to €50,000, the loan uses a private deed. Above €50,000 it requires a mortgage deed: the building secures the debt and can be sold if you do not pay. You must pledge movable assets used for the building or your business to SVn as security for the debt. SVn may sell these assets if you fail to meet your obligations. It can also require additional security; the costs of establishing and removing security are yours.
- Keep pledged property in good condition. A mortgaged building must be insured at rebuilding value. Your organisation must also maintain appropriate insurance for its business risks. SVn’s written permission is required for changes such as transferring, renovating or letting the collateral.
- Send SVn the annual report prepared by a recognised firm within six months of your financial year ending, and immediately report corporate-structure changes. Late payments incur statutory interest and possible administration or collection costs. Contract breaches or specified corporate changes can make the debt repayable after notice; listed insolvency events make it immediately repayable without prior notice. Default on other financing or guarantees can also trigger immediate repayment.

- Apply first to the municipality; complete applications are handled in receipt order, subject to available budget.
Apply first to Gemeente Gouda using the organisation application button on the municipal loan page; this route uses eHerkenning. Include the proposed measures, actual costs with financial substantiation such as quotations, and the execution schedule. Complete applications are handled in order of receipt, and loans are available only while municipal budget remains.
After municipal allocation, use the allocation letter to apply to SVn. SVn conducts its own financial assessment, determines the final loan amount and makes an offer if approved. Municipal allocation reserves budget and does not guarantee that SVn will lend.
