Local home insulation grant

Municipality of HarlingenΚάτω Χώρεςκλείνει 31 Αυγ 2027

A municipal grant for owner-occupiers in Harlingen arranging professional floor or crawl-space insulation in a poorly insulated home.

Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.

You can request a municipal contribution of €2,207 or less towards professional floor insulation or insulation on the bottom of your crawl space. The grant covers up to 100% of necessary, directly attributable eligible costs. You choose the insulation company, pay its invoice and receive reimbursement after Duurzaam Bouwloket checks the work and your evidence. You pay any remaining costs yourself.

The contribution improves your home's existing thermal envelope: the parts separating heated indoor space from the outside or unheated space. Floor insulation is fitted above or below an existing floor; bottom insulation is placed on the crawl-space ground. This route covers ground-bound homes with energy label D, E, F or G and materials meeting the Rd insulation requirement below.

Application preparation, technical housing advice, ecological research, costs already subsidised elsewhere and taxes or charges you can recover are excluded. Only one grant is available per home. Funding depends on the remaining municipal budget: complete applications are handled in receipt order, with a lottery if simultaneous applications would exceed the available budget.

Eligibility

  • You must own and live in the home as your main residence and be registered there in Harlingen's resident register. The home must have energy label D, E, F or G and a WOZ value no greater than €255,000 at the valuation date of 1 January 2022. WOZ is the property's official assessed value.
  • This professional route is for a ground-bound home: it has its own front door and no other dwelling or building above or below it. It does not cover an apartment, flat or a dwelling accessed through a shared entrance. The dwelling must have been occupied before renovation and be registered for residential use in the Dutch addresses and buildings register (BAG). The route described here is for homes without monument status, built before 1 January 2019, or with a building-permit application submitted before 1 July 2018.
  • The work must improve the existing home, be lawful and be financially and practically feasible. New construction, extensions and parts demolished and rebuilt are excluded. The home must not already have received this municipal grant.
  • Use a professional company and insulation materials on the government's insulation product-code lists, known as meldcodelijsten. For a single floor or bottom measure, insulate at least 20 m². Subsidy covers no more than 130 m² of each insulation type; the combined-area exception below applies when you use both types in different parts of the home. The newly fitted insulation must have an Rd value of at least 3.5 m²K/W: the material's thermal resistance. Existing insulation cannot count towards this new value. Locally sprayed PIR or PUR foam must use HFK-free blowing agents.
  • Floor and bottom insulation cannot both be subsidised when stacked above one another. They can cover different parts of the home, with at least 20 m² combined and both included in the same application. You remain responsible for nature-friendly installation; check the municipality's approach before work starts.

  • Subject to available budget; complete applications in receipt order, with a lottery for simultaneous applications exceeding the budget.[^c5]

Start the application for “Isolatie vergoeding B” at Duurzaam Bouwloket. Enter your address and contact details, answer the home questions and agree to the linked scheme conditions. Choose “Zelf een bedrijf regelen” to arrange a professional company yourself. Once you have chosen how to participate and what to insulate, the administrator reserves the contribution before you have the work carried out. Applications must be received by 31 August 2027, while funds remain.

Keep the quote, invoice and payment proof and take photographs during installation. Submit all measures together, including the installed area, material type, brand, product number and thickness, purchase and installation dates, your address, the amount and date paid, and photographs showing the work and products. Duurzaam Bouwloket reimburses compliant work after checking these documents; the final grant is based on actual eligible costs.

Finish within 12 months of the grant award and no later than 31 December 2027. You may request one extension if you can demonstrate that the work cannot be completed within 12 months; it cannot extend beyond 31 December 2027. Request the final grant determination within eight weeks after the work. Keep original invoices and other evidence for at least five years after final determination, and cooperate with checks for up to six months after it. Notify the municipality promptly in writing if you will stop the work or cannot meet the grant conditions or timing, and report relevant changes in financial or organisational relationships with third parties.
