Energia dla wsi

Loans and grants for farmers and energy cooperatives building renewable generation with optional energy storage in rural Poland.

Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.

Build solar, wind, hydropower or biogas generation in Polish rural and urban-rural municipalities. Energia dla wsi uses NFOŚiGW resources held in the Modernisation Fund account. Storage can be included only when integrated with the generation built under the funded investment.

Solar and wind generation receive loans of up to 100% of eligible costs. Biogas and hydropower can receive a grant of up to 45% of eligible costs and/or a loan of up to 100%. The generation grant ceiling rises to 65% for micro and small enterprises, or 55% for medium enterprises, using the EU enterprise-size definitions. Storage grants cover up to 20% of eligible storage costs; eligible storage costs may not exceed 50% of the eligible generation costs. The loan cap is PLN 25 million and the grant cap PLN 20 million. These percentages are maximums subject to applicable state-aid rules.

Preferential loans charge WIBOR 3M, a Polish interbank reference rate, plus 0.5 percentage points, with a minimum annual rate of 1.5%. Market-rate loans instead use the European Commission reference-rate method. Individuals receive a low financial rating for that calculation. Loans last up to 15 years from the planned first disbursement to the planned final principal repayment. Interest is paid quarterly, starting at the end of the calendar quarter after the first disbursement quarter. A principal repayment grace period may run from the final disbursement to the first principal instalment, but cannot extend beyond 12 months after investment completion.

For a newly formed or special-purpose company without a financial track record, market-rate pricing may use a rating one category below its parent's rating if the parent provides a full, unconditional guarantee payable on first demand. If several owners formed the company, a rating one category below the rounded-down weighted average of their rating points may be used if they jointly provide that guarantee.

The third call was scheduled for 1 October 2026–31 January 2027. NFOŚiGW announced on 2 October that its PLN 400 million allocation was exhausted. Applications exceeding the allocation are assessed only if the call budget increases, in submission date-and-time order. The notice says savings from the first two calls will be transferred, but does not announce currently available additional funding.

Eligibility

Eligible applicants are energy cooperatives under Poland's Renewable Energy Sources Act, their members who qualify as entrepreneurs, and emerging energy cooperatives constituted under cooperative or farmer-cooperative law. An emerging cooperative must generate and balance energy exclusively for itself and its members and intend to enter the statutory energy-cooperative register. It must obtain registration within six months after the installation is put into use, or repay the funding received.

Farmers can be individuals, legal entities or organizational units without legal personality. They must have carried on qualifying agricultural activity for at least 12 months, operating an agricultural-tax-law farm within farmstead development or a special branch of agricultural production. An individual farmer using the installation for a renewable-energy generation business must register that business.

You must meet your public-law obligations to NFOŚiGW and the relevant authorities or bodies, and your contractual obligations to NFOŚiGW. In the three years before applying, NFOŚiGW must not have terminated a funding agreement for reasons attributable to you; termination by mutual agreement is exempt.

If your project requires an environmental decision, it must already have a final decision covering the whole investment. You must show that you have the right to use the land or buildings, provide credible technical and design information, and give a realistic timetable for obtaining any remaining permits and carrying out the project.

Capacity limits depend on the applicant and technology:

  • Farmers: solar and wind must be above 50 kW and at most 1 MW electrical capacity. Hydropower must be above 10 kW and at most 1 MW. Agricultural-biogas installations must use high-efficiency combined heat and power, producing electricity and useful heat together, with electrical capacity above 10 kW and at most 1 MW, and thermal capacity above 30 kW and at most 3 MW.
  • Cooperatives, qualifying business members and emerging cooperatives: electrical capacity must be above 10 kW and at most 10 MW. Biogas or agricultural-biogas installations must use high-efficiency combined heat and power, with thermal capacity above 30 kW and at most 30 MW.
  • Solar and wind investments on agricultural land classified as agricultural-use classes I–IV are excluded for every applicant group. Standalone storage is excluded.

Do not start construction or enter a binding equipment order or other irreversible commitment before applying. Buying land, obtaining permits and preliminary feasibility studies do not count as starting the investment. Costs already financed by Polish or foreign public funds or other EU budget funds cannot receive support. You cannot seek funding for the same investment under another NFOŚiGW priority programme. Maintain the investment for five years after completion.

If you use the programme's “project finance” structure, you must provide at least 15% of eligible investment costs as the applicant's own cash-paid share capital. Bank borrowing, bonds and owner or other loans do not count as own funds. NFOŚiGW assesses forecast financial viability and the balance of financing sources; security is agreed during funding negotiations.

Where funding is state aid, the call specifies the applicable renewable-energy aid regulation for agreements through 30 June 2027; later agreements follow amended or replacement rules.

Check NFOŚiGW's third-call notice for the exhausted allocation and any subsequent budget change before proceeding. The published application route is the Generator Wniosków o Dofinansowanie (GWD). Create an account, choose Energia dla wsi and the form for the relevant funding type, and submit electronically using a qualified electronic signature or Polish trusted signature. The filing time is the time GWD sends the application to NFOŚiGW through ePUAP or registered electronic delivery. Late applications and applications in the wrong form are rejected.

Attach a feasibility study with an active financial model prepared according to the programme's instructions; the programme exempts microinstallations from this study requirement. Only one application for the same investment and funding form is considered in a call; if several are submitted, the first received is considered.
