Green-roof grant
Private owners can receive a grant to add a planted roof to an existing building in Soest, helping retain rainwater.
Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.
The grant covers 33% of the cost of installing the green roof layer, up to €30 per square metre and €20,000 per building. The required construction statement is excluded from the installation-cost calculation; a separate contribution covers construction-calculation costs up to €200.
The roof must have a root-resistant layer, drainage layer, growing substrate and drought-resistant vegetation, such as low-growing succulents, mosses and herbs. You can install it yourself or use a company.
Eligibility
This entry covers private owners of existing buildings or associated structures in the municipality of Soest.
- The green roof must be larger than six square metres. It must be accessible for maintenance only; a roof terrace with plants in containers does not qualify. The building itself must be accessible to people.
- Keep the green roof in place and maintain it for at least ten years.
- Obtain any required building or monument alteration permit. A monument needs a permit.
- The ordinance requires a structural engineer’s statement confirming that the roof can carry the vegetated roof, considering loads of 20–200 kg per square metre, is walkable for maintenance and is in suitable condition to meet the Bouwbesluit building requirements. It must also confirm that this is not a tiled roof. The municipal overview recommends a calculation when you want certainty about load capacity; include the required statement with your application.
- Apply before installation and wait for the provisional decision before starting. Complete the work and submit the completion report within six months of that decision; the overview states that your application lapses after that period. The ordinance also permits refusal or withdrawal if work started before applying or was not completed within six months of the decision.

- Apply before installation and wait for provisional approval. Submit the completion report within six months of the provisional decision.[^c7]
- Annual budget €200,000; applications handled in arrival order. Unfunded applications carry to the next budget year and are refused if still unfunded.[^c2][^c11]
Apply to Gemeente Soest through its green-roof application form using DigiD. Include the structural engineer’s statement, an itemised cost estimate or quotation, a site drawing at scale 1:1000, a photo of the existing roof, a ten-year maintenance plan and copies of any required permits already granted.
Applications are handled in arrival order against an annual €200,000 budget. The municipality publishes a notice on the offer page when the ceiling is near or reached. If the budget is exhausted, an application is held until the next budget year and refused if it cannot be funded that year either. The ordinance provides an application decision within eight weeks, or written notice of budget carryover; if a required building-permit application is submitted at the same time, the maximum permit-decision period is added.
After provisional approval, install the roof and submit the completion report through Mijn Soest within six months. Attach itemised invoices, a cost overview if there are several invoices, a photo showing the installed roof’s location, copies of original payment proofs and a total cost statement showing the installed area. The municipality approves the completion documents and determines the final grant within eight weeks of the report, then makes it payable within four weeks. If the work is not fully carried out, the grant may be reduced in proportion to the area installed; the ordinance permits a variation of at most 10%.
