Waste-heat recovery grant
Grants help businesses and protected-work enterprises study and install systems that reuse waste heat for heating or cooling in Grand Est.
Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.
Recover heat that would otherwise be lost from production equipment and use it on site or supply a neighbouring industrial user or heating/cooling network. Greywater and building-ventilation heat capture is eligible for on-site use, including office heating. Investment can include heat capture, heat pumps, cooling equipment, storage, pipes and heat exchangers, associated civil works, controls, metering and project-management costs. Internal water loops exclude heat emitters. Replacement process equipment must not increase production capacity; the replacement route excludes data centres and deducts a compliant reference scenario.
Feasibility studies receive up to 50% of eligible costs for large companies, 60% for medium-sized companies and 70% for other eligible recipients. The eligible study-cost base is capped at €30,000, with a minimum grant of €1,000. Only one study is co-financed per SIRET establishment identifier in each two-year period. Study funding does not guarantee an investment award.
Investment grants cover up to 40% of eligible costs, with €1,000 minimum and €150,000 maximum for the complete recovery-and-use operation. This component is for recovery below 1 GWh/year, and the payback period after aid must be at least 12 months. The subsidisable amount is calculated after deducting the cost of a less environmentally beneficial reference investment with equivalent effective energy-production capacity.
Eligibility
- The project must be in Grand Est. Eligible recipients include companies of all sizes, farms, agricultural cooperatives and their unions, retailers, tourism professionals registered with the chamber of agriculture or as furnished tourist accommodation, protected-work establishments (ESAT) and adapted enterprises (EA). Priority sectors include food processing, roasting, malting and distilling, surface treatment, laundries, cereal cooperatives, glass, ceramics, textiles, chemicals, plastics and industrial wastewater treatment.
- Municipalities and intermunicipal bodies (including SIVOM/SIVU), their attached public bodies/services (including CCAS/PETR), chambers of commerce, trades or agriculture, departmental councils and their structures, the State and its structures, and associations other than ESAT/EA are excluded. Individuals, condominium associations, social landlords covered by article R323-1 of the housing code, free property-owner associations (ASL), property developers, property-holding companies (SCI), private landlords and projects led by energy suppliers obligated under article L221-1 of the Energy Code are also excluded.
- General study/project scope allows internal or external heat/cold recovery up to 1 GWh/year; the investment grant has the stricter below-1-GWh/year condition. Cluster projects and larger single projects are directed to ADEME under its own rules; industrial decarbonisation clusters are directed to DECARB-FLASH 2025–2027 while that call runs. Network-only injection projects with network creation or extension may fit the Region’s separate heating/cooling-network scheme.
- Justify the equipment choice with a feasibility study less than two years old. Use a consultancy with NAF code 7112B or 7022Z (or equivalent) and OPQIBI 1717, LNE or equivalent AFNOR qualification, or a technical centre demonstrating sector-specific thermal/energy expertise. Put a measurement plan in place to check energy performance over time.
- Heat pumps and cold-production systems must meet the annual coefficient-of-performance (COP) requirements in annexes 1 and 2 of the rules. COP expresses the system’s energy performance; the applicable minimum depends on the temperature difference between condenser and evaporator outlets, and the table distinguishes outlet temperature or compression configuration.
- Backup equipment, investment creating a new activity and investment bringing a facility into regulatory compliance are excluded. Investment covered by energy-saving certificates (CEE), including sheets that ended in 2025, is excluded except heat pumps under IND-UT-137, storage under IND-UT-139 and heat networks under RES-CH-108.
How to apply

- Submit before committing to or starting studies or works. Awards depend on available annual appropriations.
Contact the Climaxion adviser for the project location early, then submit through Région Grand Est’s online aid portal before committing to or starting the study or works. Applications are accepted on a rolling basis. A complete dossier is needed before assessment begins. The filing acknowledgement authorises commencement; it does not promise funding. Awards depend on regional assessment and available annual appropriations.
For a study, submit the chosen consultant’s quote, commitment to the study specification available from regional services or Climaxion, and bank details. Investment applications require the project form, a feasibility study endorsed by regional services, quotes or the technical specifications and itemised contract price, reference-equipment quotes where relevant, recovery/use and network/building diagrams, a financing plan, schedule, bank details, SIRET number and applicable statutes/board or general-meeting decision. External heat use also requires a commitment letter or contract establishing the sale price between the buyer, seller and/or investor.
Recipients must acknowledge regional funding in communications and display the Region-supplied project sign. Payment conditions are set in the award decision. The Region checks actual delivery and compliance, including through metering, and can reclaim all or part of the grant if the operation does not match its awarded purpose or advance payments exceed justified expenditure.
