Efficient water-heater subsidy
Grants help homeowners, landlords, tenants and housing associations install registered efficient water heaters in homes in Japan through participating contractors.

The 給湯省エネ programme supports efficient domestic hot-water equipment. This entry covers buying and installing equipment during a home renovation or construction of a custom-built new home.
Base grants per installed unit are ¥70,000 for an EcoCute heat-pump water heater, ¥100,000 for a hybrid electric heat-pump/gas water heater, and ¥170,000 for an Ene-Farm fuel cell that also recovers heat for hot water. A detached home can receive support for up to two units in total; an apartment or other multi-unit dwelling is limited to one unit.
Higher-performing heat pumps can receive another ¥30,000 per unit: they must have at least 5% lower CO₂ emissions than equipment meeting the basic requirements, with JIS C 9220 annual hot-water efficiency at least 0.2 above the applicable 2025 target. Hybrids can receive another ¥20,000 per unit for at least 5% lower CO₂ emissions and JGKAS A705 annual hot-water efficiency of at least 116.2%. Fuel cells have no performance addition.
During renovation, removal of electric storage space heaters can add ¥40,000 per unit, for up to two units. Removal of electric resistance water heaters can add ¥20,000 per unit, limited to the number of supported new water heaters. Removal must accompany the eligible installation, occur on or after 28 November 2025 and be claimed in the same application. Removing an EcoCute is excluded. The removal budget can run out before the main budget, and this addition is unavailable for equipment subsidised through みらいエコ住宅2026.
The registered contractor receives the grant and passes it to you as a reduction of your contract bill or as cash, as agreed beforehand. A cash payment must reach you no later than two months after the contractor receives the grant.
Eligibility
- You must own the home, be an owner's family member, own residential rental property as an individual or legal entity, be a tenant, or represent its housing management association. Developers and businesses holding homes for resale are excluded.
- The building must be used as a home. Equipment serving only a shop, non-residential buildings, used or unwarranted equipment, equipment that lowers energy performance, DIY, and a company renovating its own property itself are excluded. You cannot buy the equipment separately and hire a contractor only to fit it. Eligible project costs must be at least the grant amount.
- Sign a contract with a registered participating builder or installer before work starts. New-home construction, or installation of the first eligible water heater in a renovation, must start on or after 28 November 2025. Earlier unrelated renovation work is permitted. Contracts with providers covered by the ministry's suspension measures may be ineligible.
- Select a model registered for this programme. EcoCute units must meet the applicable 2025 Top Runner energy-efficiency target and be internet-connectable, with a function that shifts water heating to daytime using the next day's weather or sunlight forecast. Registered Ohisama EcoCute units using surplus solar electricity are an alternative and may qualify below that target. Some units need an additional controller or wireless adapter to qualify.
- Hybrids must combine an electric heat pump and gas auxiliary heater with a storage tank, meet JGKAS A705 annual hot-water efficiency of at least 108%, and be internet-connectable with a function that uses daytime renewable electricity on site. Some units require an additional controller or wireless adapter.
- Ene-Farm units must appear on the Fuel Cell Association's registered equipment list, be internet-connectable, and use weather information to keep operating when an outage is forecast.
- Individual recipients must declare participation in the J-credit system, which turns the equipment's greenhouse-gas savings into emissions-reduction credits. You can choose the programme office's designated group, which it enrols you in, or name an existing/planned local-government or private programme and handle enrolment yourself. Equipment already producing, or expected to produce, credits under another programme must be declared under that second option. Batch applications do not require this participation declaration.
- The same equipment cannot receive another national subsidy, including the previous year's water-heater grant. Local grants can be combined only if they contain no national funding. Different equipment can use this programme and みらいエコ住宅2026, even under one contract, but the same unit cannot use both; receiving that programme's new-home subsidy excludes this grant.
- You and the contractor must declare that you are not subject to participation restrictions arising from prior national subsidy misconduct and have no prohibited organised-crime membership or relationships; for legal entities, the declaration also covers the relevant officers.
Maintain and use the equipment for its funded purpose. For six years after the contractor receives the subsidy, the overview restricts contrary use, transfer, exchange, lending, pledging or disposal without approval. The joint agreement also requires approval during its six-year period after project completion and makes violations subject to repayment; it expressly exempts selling, transferring or letting the subsidised home as a residence. Cooperate with inspections and programme-effect surveys. Refusal or other breaches can lead to rejection, revocation or repayment. The contractor must keep separately recorded accounts and supporting documents for five years after the end of the financial year in which it receives the grant.

- Applications close when the main budget is exhausted, even before 31 December. The removal budget may exhaust separately. Registered contractor submits; fresh intake open at verification.
- Optional reservations close no later than 16 November 2026.
Find a participating builder or installer using the official contractor search. Confirm the model is registered for this programme and sign the works contract before starting. You cannot submit a household application yourself: the contractor handles the Housing Energy Saving portal and receives the subsidy on your behalf.
Before applying, sign the programme's joint implementation agreement. It sets the payment method, any application handling fee, cooperation on evidence, and how losses will be shared if the application cannot be made or the grant is refused. Tell the other party promptly if you discover an eligibility breach. Repayment demands must be communicated promptly and discussed between you and the contractor.
Arrange dated photos before and after installation and supply the required contract, identity and product documents. Missing or undated before-work photographs normally makes the installation ineligible; the contractor can seek the specified exemption for only one application per business. If removal is subcontracted separately, the installer still applies for the removal addition as well as installation.
The contractor applies after completion and handover. For large renovations, it may apply before all contracted work finishes once the eligible equipment is installed and you are using it. Optional budget reservations are accepted until exhaustion or 16 November 2026; normally they last three months from submission or until 31 December, whichever comes first. Batch reservations last until 31 December. A reservation can lapse and does not replace the final application.
The 2026 intake began on 31 March and remains open for fresh applications until its budget is exhausted, with 31 December 2026 as the latest application date. The official dashboard showed 49% of the main budget and 24% of the removal budget requested on 9 October 2026. The contractor must submit within the applicable deadline; funding is unavailable if the budget runs out before a correct application is submitted.
