Retrofit Program

Independent Electricity System OperatorΚαναδάς

Incentives cover up to 50% of eligible costs for electricity-saving equipment upgrades in Ontario business, institutional, multi-residential and agricultural facilities.

Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.

Replace or upgrade heating and cooling equipment, motors, industrial equipment or lighting controls to reduce electricity use. The Prescriptive stream pays set incentives for listed equipment; the Custom stream supports more complex projects using verified savings at your facility. You can combine the two streams in one project. General lighting replacements have moved to Instant Discounts; Retrofit retains network lighting controls and horticultural lighting and controls.

For Custom projects, the incentive is the greater of CAD 1,800 per kilowatt of peak-demand savings or CAD 0.20 per kilowatt-hour of annual electricity savings. Peak demand means the average reduction during 3–9 p.m. on weekdays from June to September; weather-dependent equipment uses peak design-load conditions. Prescriptive, Custom and combined incentives cannot exceed 50% of eligible actual costs or 55% of the eligible-cost estimate approved in your application. The final calculation also normally cannot exceed your approved incentive estimate by more than 10%; an application amendment can request a larger increase before project completion.

Ordinary Prescriptive costs cover purchased equipment, third-party installation labour and disposal of replaced equipment. Custom and solar projects can also include unfunded energy audits, design and engineering, third-party project management, equipment delivery costs, measurement and verification, and legally required inspections. Industrial energy-management systems cover equipment, third-party installation and preparation of the measurement and verification plan. Your own labour and overhead, financing or leasing costs, insurance, subsequent maintenance, spare parts, installation tools and harmonized sales tax (HST) are excluded.

Qualifying non-profit and publicly operated social-housing providers can receive double the normal incentive, within the same cost limits and subject to available funds. IESO may also provide a discretionary advance of up to half the estimated incentive and housing adder. The advance is deducted from final payment; excess advances must be repaid, and missing the post-project submission deadline can remove the housing adder and trigger repayment. Facilities in eligible postal-code areas can receive doubled Custom and most non-lighting Prescriptive incentives, capped at 50% of eligible costs; solar, horticultural lighting and controls, and industrial energy-management systems are excluded from that regional bonus.

Eligibility

  • You must be a non-residential Ontario electricity customer or a recognized farm operation with an Agricorp farm-business registration number. The facility must be connected to Ontario’s electricity grid, directly or behind another connected customer’s meter. Owners or lessees of commercial, industrial, municipal, educational, hospital, multi-residential and agricultural facilities can apply. A tenant needs the owner’s consent or authority to install the measures.
  • The project must satisfy the relevant equipment worksheet. Prescriptive measures require an incentive of at least CAD 500. Custom measures require at least CAD 1,500, at least 1 kW of peak-demand savings and/or 2,000 kWh of annual electricity savings, and projected savings lasting at least 48 months after completion. Efficient new equipment can qualify where the baseline is the equipment otherwise installed, including some new-construction projects, but the facility must be grid-connected at pre-approval and the measure must allow that use.
  • Submit your application and accept the Participant Agreement before issuing a purchase order, signing an installation contract or ordering equipment. Starting work after submission but before pre-approval risks a lower incentive or rejection. IESO may waive the prior-commitment rule if you prove an earlier intention to apply. A specific emergency exception covers unplanned replacement of recently failed unitary air-conditioning equipment or eligible variable-speed/displacement air compressors: the estimated incentive must be below CAD 10,000 and the application submitted within 45 days after completion.
  • The agreement requires that you would not undertake the project without IESO’s support. Prescriptive replacements of previously incentivized equipment are excluded. Projects for the same measures already supported by an IESO or Ontario Power Authority programme are also excluded, unless the new installation is in a different area of the facility. Custom measures must be commercially available, proven equipment rather than pilots or demonstrations.
  • Costs paid by other government grants or supplier rebates are excluded. Funding principally directed to social-housing providers can be combined if total support does not exceed project cost. Disclose other funding to IESO; new support can reduce eligible costs and recalculate your incentive.

For multi-family rental buildings, you must show ownership or operation of a facility whose rental units are subject to Ontario’s Residential Tenancies Act, 2006. You must not use these incentives as the basis for seeking a rent increase above the annual guideline allowed under that Act.

Solar incentives cover rooftop or parking-canopy installations supplying the facility’s own electricity demand, with the incentive limited to 1 MW of alternating-current capacity. Ground- and wall-mounted systems are excluded. The system must remain for load displacement for its lifetime, without net-metering or another payment agreement for exported power. You need electricity-utility connection approval (or IESO approval for transmission-connected facilities), a solar worksheet and a solar-only application. The June 2026 rate for systems above 10 kW is CAD 770/kW, still subject to the cost ceiling.

An industrial energy-management information system helps a facility measure and manage energy use systematically. This route requires a facility that uses energy to physically or chemically transform materials into new products. It needs its own application and worksheet. The system must support Natural Resources Canada’s energy-management guideline, ISO 50001, 50001 Ready Canada, Superior Energy Performance certification, or a custom approach tailored to the facility’s needs and operations. Its specification sheet, manual or other product documentation must demonstrate support for the chosen approach and for energy reviews, baselines, performance indicators, objectives, targets and action plans, training and compliance. Only one incentive per industrial facility is available; submit a measurement, verification and reporting plan with your application. The system must remain in service for at least 48 months after completion, and the project, post-project approval and incentive-invoice approval must all be completed by 31 March 2027.

Maintain and operate funded equipment in good working order for 48 continuous months starting on the first day of the month after IESO pays the incentive. Obtain IESO’s written consent before modifying it. Early shutdown or other default can require repayment in proportion to the months remaining in that period. A social-housing provider that received an advance but does not complete all projects can be required to repay the full incentive paid for the defaulting project. Dispose of or decommission replaced equipment and be ready to provide proof. A replaced air compressor may be kept only for emergency backup or scheduled maintenance, with logged use limited to 4% of its annual average run time. Industrial energy-management equipment needs written consent for disposal or discontinued use before completion and for three years afterwards.

Participate in programme audits and evaluations and provide reasonable access to facility records and inspections. Custom projects with incentives of CAD 80,000 or more need a measurement and verification report; Prescriptive-only projects do not, but can still undergo quality checks. Industrial energy-management projects also allow NRCan access for up to four years after 31 March 2027. Environmental credits and other rights associated with the funded electricity savings are divided in proportion to IESO’s share of eligible costs; notify IESO before transferring or using your remaining share.

How to apply

Όροι του κύκλου αιτήσεων
  • Apply before a binding purchase or installation commitment, subject to IESO’s waiver and emergency-replacement exceptions.[^c10][^c12][^c8]
  • Post-project approval clocks apply; industrial energy-management projects require final invoice approval by 31 March 2027.[^c21]

Create an account through the Save on Energy Retrofit programme page, then submit your pre-project application in the Retrofit portal with the applicable worksheets. A contractor or other representative can prepare it, but you must review and officially submit it yourself. Save on Energy representatives can help through retrofit@ieso.ca or 1-844-303-5542.

After pre-approval, install the project and submit the post-project evidence, including eligible-cost records and contractor invoices. Request a scope amendment through the portal before completion where needed. The post-project submission deadline is the later of 12 months after pre-approval, the estimated completion date in your application, or another deadline communicated by IESO. For projects without an industrial energy-management system, complete the project and obtain post-project and incentive-invoice approval within 24 months of pre-approval, unless IESO expressly agrees an extension in writing.

Once the post-project application is approved, upload your incentive invoice to the portal. Payment follows approval of that invoice; sending an invoice directly to IESO does not qualify. Industrial energy-management projects retain the separate 31 March 2027 approval deadline.
